DISCUSSION
James Pluntz Conditional Use
a.
Enclosed are copies of both the Darflinger and Grannis opinions
as to whether a conditional use permit should have been required
in the building of a detached storage building on the Pluntz property.
The opinions differ and the Commission, at the last regular meeting,
ordered that the "lean to" added after the original building was
put up shall be removed by May 1, 1994. Mr. Darflinger has said
that this will not happen and has asked for additional discussion
time with the Commission. As the ordinance is currently written,
there is no appeal process that has been established. If the decision
of the Commission does not change, the building will be ticketed
and a court appearance scheduled.
. b. John Tschohl Waiver of Platting Requests
Attached is a letter to Mr. Tschohl from the City Administrator
in which he has indicated that a Planning Commission interpretation
of the ordinance would be secured on proposed Lot 4. In addition,
the Commission would review the proposed 208th Street alignment through
the Tschohl property. The 208th Street alignment is an important
planning decision which needs more study. On the other hand, a
landowner is determined to subdivide this property. Possibly an
east/west alignment could be negotiated and dedicated as part of
the lot split request in which a 100 foot right of way could be
removed from the south side of Lot 2 and the north side of Lot 4.
The staff development committee has recommended that the schematic
street adjoining Lot 4 should be improved before the property is
divided. Some combination of these ideas may be useful in settling
upon the location of a future east/west street within this property.
The Thoroughfare Plan map is enclosed. Potential alignment for
208th Street west of the Industrial Park will be discussed at the
meeting.

c. Revision to Administrative Subdivision Ordinance
The John Tschohl requests for plat waivers have initiated some
thoughts that Farmington may need to tighten its policy on the
division of lands that are exempt from the platting process. In
discussing this issue, the City Attorney recommended that we consider
policies already in effect in the City of Lakeville. The attached
Administrative Subdivision Application Supplemental Information
requirements are attached for discussion. In effect, the City
of Lakeville requires that all divisions less than 10 acres in

size shall be platted. The staff would like to proceed with a
public hearing involving a change in the Subdivision Ordinance
within the next month.
d. Comprehensive Plan Amendment - MUSA for Pine Knoll
The City Council is moving ahead on the extension of sanitary sewer
service to the Pine Knoll Subdivision. The staff is developing
a Comprehensive Plan Amendment request to be forwarded to the Metro-
politan Council. A hearing on the request will be advertised fro
the Planning Commission possibly within the month.

f. Driveway Widths
The applicant who initiated this informal discussion is likely
to become more anxious for an answer once the snow has melted.
Possibly, it would be worthwhile for members to look at the developing
areas of Farmington to see if a change in driveway width would
be appropriate. Currently driveway widths for residential driveways
are limited to 24 feet at the right of way line. A request was
submitted for the Commission to consider revising it to provide
30 feet at the right of way line. Lakeville and Apple Valley are
representative of both options.

g. Economic Development District No. 5
A tax increment plan has been established for Lot 1, Block 4 in
Farmington Industrial Park. The resolution requested by the HRA
states that the Plan and Project Program for Economic Development
District No. 5 conforms to the general plan for Farmington. It
does.
