Call to Order
Chair Rotty called the meeting to order at 7:00 p.m.
Members Present: Rotty, Barker, Johnson, Larson, Fitzloff

Approval of Minutes
a) December 12, 2006
MOTION by Johnson, second by Barker to approve the December 12, 2006
Minutes. APIF, MOTION CARRIED.

Public Hearings
a) Comprehensive Plan Amendment from Industrial to Urban Reserve and
Rezoning from 1-1 to A-I for the property generally located at the northwest
intersection ofCSAH 50 and Pilot Knob Road. (cont.)
Applicant: John Devney
The applicant is requesting to have this property rezoned so that he might put it
back into the Ag Preserve Program. In order to be eligible for the Program, the
parcels must be planned and zoned agricultural. Mr. Mike Devney stated that he
would like to continue to keep the property in the Ag Preserve Program. The
Commissioners felt that this item should be tabled due to the upcoming
Comprehensive Plan Update process visioning sessions. There could be
discussion at the upcoming meetings with the Planning Commission and the City
Council. The property owners are encouraged to attend the meetings and provide
feedback on this issue. The property will need to be re-enrolled into the Program
by March 1, 2007. Staff indicated that waiting until the discussion at the
visioning sessions would still enable the Devney's to meet the March 1 st deadline
ifthe comprehensive plan amendment and rezoning are approved. MOTION by
Larson, second by Fitzloffto continue this item until the February 13, 2007
Planning Commission Meeting. APIF, MOTION CARRIED.
b)
Text Amendment to Section 7-1-2 (A), (D), and (E) and Section 7-1-3 (A) and
(D) of the City Code to consider revising the code to reference the "City
Administrator" and remove "Parks and Recreation Director"
Applicant: City of Farmington
Due to the recent reorganization of City Departments the specified ordinances
will need to be undated to read "City Administrator or his or her designee" rather
than "Parks and Recreation Director" in the Solid Waste portions of the City
Code. MOTION by Barker, second by Johnson to close the public hearing.
APIF, MOTION CARRIED. MOTION by Johnson, second by Fitzloffto
approve the proposed Text Amendment. APIF, MOTION CARRIED.

4. Discussion
Staff announced the schedule for the upcoming Comprehensive Plan Amendment
Update visioning sessions. The meetings are scheduled for January 31,2007 and
February 7,2007. Residents are encouraged to attend.
Staff commended Chaz Johnson for his service and contribution on the Planning
Commission.
5. Adjourn
MOTION by Johnson, second by Barker to adjourn. APIF, MOTION CARRIED.
