Call to Order
Chair Rotty called the meeting to order at 7:00 p.m.

Public Hearings
a) 2030 Comprehensive Plan - 2008 Update
Staff gave a presentation regarding the 2030 Comprehensive Plan - 2008 Update. The
process of updating the plan began in January of2007. Public input sessions have been
held throughout the process. The planning parameters for the plan were explained. Staff
provided an overview of the Metropolitan Council's requirements, and the MUSA
allocations for the City of Farmington. The City Planner explained that Farmington will
be reviewing this document every 2 to 3 years in order to keep it as current as possible.
The Parks and Recreation Director gave a presentation regarding the Park and Trail
Master Plan included in the Comprehensive Plan. Under the proposed plan the city
would add 21 new neighborhood parks at build out. There would also be 5 new
community parks, 2 new greenways would be established, and there would be more than
double the amount of hard surface trails. The Parks Plan also addresses the issues of
aging facilities and shortages of certain types of programs. The Metropolitan Council has
given approval for a regional park to be developed in Empire Township which would
provide some opportunities due to the close proximity to Farmington. The location
would be just north of CR 66 which is about 2-3 miles outside of the city limits.
As part of the Comprehensive Plan update the MUSA staging plan was presented, as well
as proposed future commercial and industrial areas. Staff also reviewed what the City of
Lakeville has planned for their areas adjacent to the City of Farmington's borders. An
overview of the Roadway Functional Classification System was given to identify
proposed future roadway development. If the Planning commission recommends
approval of the plan, it will then be sent to the City Council for their approval on
February 4th, after which it can be sent to the adjacent jurisdictions for their review. The
review period for the jurisdictions is six months, during which time the Planning
Commission will work with staff to develop actions plans to support the policies
identified. The final comprehensive plan would hopefully be approved in December of
2008.
Commissioner Burke asked if staff could clarify response to two of the landowners of
parcels that will be zoned industrial in the 2030 Comprehensive Plan who wrote letters
indicating that they were unhappy with the MUSA staging plan. Staff has had
discussions with the various landowners in that area and feels that the current plan is
appropriate, but if there were interest in development in the immediate future that was
contradictory to the staging plan, it would be reviewed and could be amended.

MOTION by Barker, second by Oswald to close the public hearing. APIF, MOTION
CARRIED. MOTION by Burke, second by Oswald to recommend approval and
forward the draft 2030 Comprehensive Plan - 2008 Update to the City Council. APIF,
MOTION CARRIED.
3. Adjourn
MOTION by Barker, second by Burke to adjourn. APIF, MOTION
CARRIED.
