PUBLIC HEARINGS 4. DISCUSSION a) Sketch Plan Review-Pulte Homes Planning Manager Wippler stated that the applicant,Pulte Homes,is withdrawing their application for consideration at this time.They are still working with the property owners and may bring the project forward at a later date. MOTION by Franceschelli,second by Tesky,to accept the request for withdrawing the sketch plan review application by Pulte Homes.APIF,MOTION CARRIED. b) 2022 Meeting Calendar Planning Manager Wippler provided the 2022 meeting calendar.There are two dates in 2022 where the Planning Commission will meet on the second Wednesday rather than the second Tuesday of the month in August and November. Planning Manager Wippler stated that there are three seats on the Planning Commission with expiring terms on January 31,2022.The applications for these positions are due December 6, 2021 at 4 p.m. Planning Manager Wippler stated that there will be a Boards and Commission Reception on Thursday,December 2 at the Rambling River Center to thank those who serve on all city boards and commissions. 5. DISCUSSION The Farmington High School, located at 20655 Flagstaff Avenue, is zoned R-1 (Low Density Residential) and guided as Public/Semi Public in the City's 2040 Comprehensive Plan. Public schools are conditionally allowed within the R-1 zone. The school district received Conditional Use Permit approval for the High School initially in 2006. With the proposed construction of additional buildings on the site a new Conditional Use Permit must be granted by the Planning Commission. The proposed improvements include the following: • Construction of a ticketing and toilet room building; • Athletic and maintenance storage room building;and • Parking lot expansion Ticketing and Toilet Roam Building(Location L1 on Exhibit A) The proposed ticketing and toilet room is to be located on the west side of the football stadium near the northwest corner of the stadium plaza (location shown as L1 on the attached Exhibit A). This building is proposed to be approximately 1,457 square feet in size. The exterior of this building(as shown on sheet A5.101 of the submittal)will consist of brick and asphalt shingles. Athletic and Maintenance Storage Room Building(Location L2 on Exhibit A) This building is proposed to be located just south of the ticketing and toilet room building near the northwest corner of the High School building(shown as L2 on the attached Exhibit A) and would be approximately 2,939 square feet in size. This building would serve multiple functions such as maintenance storage, athletic storage and team storage/locker room for visiting football teams. This building would also include two restrooms. The exterior of this building(as shown on sheet A5.101 of the submittal)will consist of brick and asphalt shingles. Parking Lot Expansion (Location 0 on Exhibit A) As part of the improvements,the school district is proposing adding an additional 167 parking stalls to the northwest of the High School building(location shown as L3 on the attached Exhibit A). The campus currently has approximately 1,081 individual parking stalls spread throughout. The required number of parking spaces for the high school is 834. The site already exceeds this requirement. The proposed parking area will also be utilized as a marching band practice field. Conditional Use Permit As outlined in City Code, a conditional use shall be approved if it is found to meet the following criteria: 1. The proposed use conforms to the district permitted and conditional use provisions and all general regulations of this title. The proposed buildings meet the provisions and regulations of the R-1 zone including setbacks and building heights. 2. The proposed use shall not involve any element or cause any conditions that may be dangerous, injurious or noxious to any other property or person and shall comply with the performance standards listed below. The proposed buildings and uses will not create any condition listed above. 3. The proposed use shall be constructed, designed, sited, oriented and landscaped to produce harmonious relationship of buildings and grounds to adjacent buildings and properties. The project has been designed and oriented to be harmonious with the environment. 4. The proposed use shall produce a total visual impression and environment which is consistent with the environment of the neighborhood. The project meets these requirements. 5. The proposed use shall organize vehicular access and parking to minimize traffic congestion in the neighborhood. The additional parking proposed on the west side of the school campus will assist in dispersing the traffic in and out of this site, specifically know that 202nd Street has been constructed and is open from Cedar Avenue to the northwestern boundary of the High School campus. 6. The proposed use shall preserve the objectives of this title and shall be consistent with the comprehensive plan. The use is consistent with the Comprehensive Plan. ACTION REQUESTED Approve the Conditional Use Permit allowing the construction of the two proposed buildings and parking lot contingent upon the following: 1. Finalization of engineering review and submission of any required changes with the building permit application. The site identified is a portion (7.25 acres)of the parcel shown in the attached Exhibit A (PI D number 140180002040). Per State Statute§462.356, subd. 2 the Planning Commission must review the purchase of any publicly owned real property within the City and determine if the purchase is consistent with the City's Comprehensive Plan. As previously mentioned,the site is located within the PUD commonly known as Fairhill in the northeast part of the City. The subject property is guided Low Density Residential in the 2040 Comprehensive Plan and zoned R-1 (Low Density Residential). The water tower is needed to provide the additional water storage capacity to serve development in the community including the Fairhill PUD. The purchase of a site for the water tower was contemplated with the Fairhill Planned Unit Development agreement originally approved in 2008 and amended in 2011. Because of these facts staff believes the potential purchase of property at this location would be consistent with the City's Comprehensive Plan. ACTION REQUESTED Adopt the attached resolution determining the potential purchase of real property identified as a portion of PI D number 140180002040 is consistent with the City's Comprehensive Plan.
