PLANNING COMMISSION MINUTES
REGULAR MEETING
December 14, 2021
1. CALL TO ORDER
The meeting was called to order by Chair Rotty at 7:00 p.m.
Members Present: Rotty,Franceschelli,Lehto,Tesky,Windschitl
Members Absent: None

2. APPROVAL OF MINUTES
a)Approve Planning Commission Minutes
MOTION by Frances chelli,second by Tesky to approve the Regular Meeting minutes of the
Planning Commission from November 9,2021.APIF,MOTION CARRIED.
3. PUBLIC HEARINGS
a) Conditional Use Permit to Allow For Certain Improvements to be Made at the
Farmington High School
Chair Rotty opened the public hearing.
ISD#192 submitted a conditional use permit to construct improvements at Farmington
High School.The property is zoned R-1 (Low Density Residential) and guided as
Public/Semi-Public in the 2040 Comprehensive Plan.Public schools are conditionally
allowed within R-1 and the high school received its initial conditional use permit in 2006.
With construction of additional buildings and improvements on the property,a new
conditional use permit must be granted.These improvements include the construction of a
ticketing and toilet room building,athletic and maintenance storage room building and an
expansion to a parking lot.The ticketing and toilet room building will be on the west side of
the football stadium and proposed to be 1,457 square feet with an exterior of brick and
asphalt shingles.The athletic and maintenance storage room building will be located south
of the ticketing and toilet room building near the northwest corner of the high school
building and proposed to be 2,939 square feet with an exterior of brick and asphalt shingles.
The parking lot expansion will add 167 parking stalls to the parking lot along the northwest
of the high school.The parking lot expansion will also be used for marching band practice.
City Code outlines six criteria which must be met for approving a conditional use permit.
The conditional use permit application meets all six criteria.
Dan Miller,Director of Operations for Farmington School District added that they've been
working with architecture and engineering consultants to ensure the structures fit,are
harmonious and are aesthetically cohesive with the current high school campus.There are
no permanent plumbed water facilities near the stadium.This project will add that to the
area while creating multi-use and functional spaces.These additions also add better visitor
team space and maintenance storage space since things are currently being stored outside.
Commissioners thanked the school district for the detailed submission which will add new
amenities to the Farmington High School campus.Commissioners asked Mr.Miller about
lighting and paint striping within the proposed expansion of the parking lot.Mr.Miller
explained the plans for the parking lot expansion with an overlay of football striping and
also provided examples of it seen in surrounding communities.Mr.Miller also confirmed
that the lighting within the parking lot expansion will coincide with other lights on-site.
MOTION by Windschitl,second by Tesky,to close the public hearing.APIF,MOTION
CARRIED.
MOTION by Tesky,second by Windschitl,to approve the conditional use permit allowing
the construction of two proposed buildings and a parking lot contingent upon the
finalization of engineering review and submission of any required changes with the building
permit application.APIF,MOTION CARRIED.
4. DISCUSSION
a) Determination If Purchasing of Real Property is Consistent with the
Comprehensive Plan
The Farmington City Council authorized staff to enter into negotiations for the potential
purchase of real property for a future location of a water tower on December 6,2021.The
city has identified a location in the northeastern portion of the city within the Fairhill PUD.
The identified site is a portion of PID number 140180002040 totaling 7.25 acres.
Per State Statute§462.356,subd. 2 the Planning Commission must review the purchase of
any publicly owned real property within the city and determine if the purchase is consistent
with the city's Comprehensive Plan.The site is guided low density residential within the
2040 Comprehensive Plan and zoned R-1 (Low Density Residential).The water tower is
needed to provide additional water storage capacity to serve development in Farmington.
The purchase of the site was contemplated with the Fairhill PUD agreement in 2008 and
2011.
Commissioners asked questions about location of the site,what is needed for the project to
occur and city council plans moving forward for site acquisition.
MOTION by Lehto,second by Franceshelli,to adopt Resolution No.R1-21 determining that
the potential purchase of land identified within PID number 140180002040 within the city
for a new water tower site and other possible public uses is consistent with the city's
Comprehensive Plan.APIF,MOTION CARRIED.
b) Update About The Boards&Commissions Reception
A reception for Farmington Boards&Commissions was held on Thursday,December 2 at
the Rambling River Center.Representatives from all city Boards&Commissions were
present and provided a brief overview of the work completed in 2021.Commissioner
Franceschelli provided the Planning Commission overview at the reception.
