DISCUSSION On March 18, 2022, the House Appropriations Committee announced they will begin accepting applications for community project funding for 2023. Members of Congress are allowed to request funding for specific entities and projects within their districts. ATTACHMENTS: Type Description ❑ Backup Material Fiscal Year 2023 Community Project Funding Request Form Representative Angie Craig,MN-02 Fiscal Year 2023 Community Proiect Funding Request Form DEADLINE: 5 PM CT on April 18,2022 On March 18, 2022,the House Appropriations Committee announced that they will again begin accepting requests for community project funding (CPF) for the Fiscal Year(FY) 2023 appropriations process, similar to the FY22 process that just concluded with the enactment of the omnibus spending bill. The CPF program allows Members of Congress—who know their districts best—to request direct funding for specific entities and projects in their districts to serve the public good and help ensure that taxpayers and local governments in the community get a greater say in the federal spending process. The FY2023 CPF program continues the additional safeguards and accountability measures to ensure a responsible and transparent process. For example,the Appropriations Committee has determined that each Member of the House may only submit a total of 15 CPF requests across all eligible subcommittees for Fiscal Year 2023,though it is highly unlikely that all fifteen requests will be granted. (It is highly anticipated that our office will not be able to accommodate every request we receive, even though we anticipate receiving requests for many outstanding projects across Minnesota's 2nd Congressional District). Additionally,the Committee has determined that the CPF allocation for all Members of Congress will only be 1%of federal discretionary spending. Practically speaking,this means that each Member's overall allocation of project funding is expected to be limited and each individual project award may be modest in amount.Requests that address the most significant needs of local communities or provide a significant and demonstrative public good are more likely to be included. In the interest of additional transparency of the process Members of Congress are required to post our CPF submissions on our official website. The Appropriations Committee will also establish an online, searchable public database of all CPF requests received by the Committee. Only eligible CPF requests that meet all the guidelines established by the Committee will be accepted: • You must be able to demonstrate that the request has community support. This requirement is integral for a successful CPF request, but it is flexible. Acceptable examples of community support include letters from elected officials,press articles, newspaper editorial board pieces, a state-intended use plan or community development plan, or a city council resolution. • The project or requesting entity must have no financial ties to the Member or their family. • Funding must be for FY 23 only. • If the project would normally require a funding match or cost share by a non-federal entity,then the requesting entity will need to demonstrate that it can provide this match if it makes a CPF request. The Committee will conform to statutory match and cost-sharing requirements. • The recipient of the CPF must be a governmental entity. Our office is not accepting applications from 501(c)(3) nonprofit organizations at this time. Requests made by for- profit entities are not permitted. Please note that the Committee is only accepting CPF requests for a certain number of accounts. In an effort to ensure the process focuses on supporting jobs and economic growth in the 2nd Congressional District, our office has further limited the number of eligible accounts further to these listed below. If you submit a community project funding request for any accounts other than those listed below,we will not be able to submit them. The firm deadline for submission of CPF requests to our office is 5 PM central time on April 18,2022. This year,we are strongly encouraging applicants to use this Google Form. If you do not have access to Google,you can create an account or submit your project documentation to MN02CommunityProiectFundingReguests(&mail.house.gov as a Word Document, provided that you answer the items found in Sections A(Information for All Entities To Submit) and B (Subcommittee& Account Supplemental Answers) relevant to your project. We will not be able to process late or incomplete requests due to limited time constraints. If you have a question about our request form or whether your project request fits into one of the accounts below,please reach out to our office. "I am requesting$9,972,000 in funding for the City of Shakopee Minnesota River Stabilization and Cultural Corridor Project in fiscal year 2022. The entity to receive funding for this project is the City of Shakopee, 485 Gorman St, Shakopee, MN 55379." • Summary of project: Please provide approximately 150 words best describing your project capturing the purpose of the project, the benefits it would bring to the community, and why it is a good use of taxpayer dollars. "Funding would be used to improve the resiliency of the city's infrastructure by stabilizing the riverbank, which is heavily being eroded and impacting the city's critical infrastructure to increasing levels. Of notable significance, the riverbank area contains burial mounds of the ancestors of the Shakopee Mdewakanton Sioux Community (SMSC). These areas are threatened by the long-term and increasing erosion by the intensified river water. Preserving and stabilizing the riverbank is also essential to preserving the history and archeological resources of the SMSC community.
