1. CALL TO ORDER
The meeting was called to order by Mayor Hoyt at 7:00 p.m.
2. PLEDGE OF ALLEGIANCE
Mayor Hoyt led the audience and Council in the Pledge of Allegiance.
3. ROLL CALL

4. APPROVE AGENDA
MOTION by Wilson, second by Bernhjelm to approve the agenda. APIF, MOTION
CARRIED.
S. ANNOUNCEMENTS
a) Proclaim Juneteenth Proclamation for the City of Farmington -Administration
Mayor Hoyt read a proclamation proclaiming June 19, 2022, as Juneteenth Day
in Farmington.
b) Adopt Resolution and Present Check to Rambling River Center—Liquor
Operations
Farmington Liquors held a round up, wine tasting and silent auction to raise
funds for a new 12 passenger van for the Rambling River Center. The total
amount raised was$14,531.30. Manager Solinger presented a check to
Rambling River Center Board Chair Pennie Page. MOTION by Porter, second by
Wilson to adopt RESOLUTION R41-22 accepting the donation. APIF, MOTION
CARRIED.
C) Dakota County Farmington Library Presentation
Farmington Library Manager Barbara Svoboda and new library staff Aimee
Schrieber and Daniel Schuette presented highlights of events and activities
happening at the Farmington Library. The Library has many wonderful activities
for all ages. Council asked to make sure there is a link to the Library on the city's
website.

6. CITIZEN COMMENTS
Mr. William Pelach, 315 Spruce Street,Apt 112, asked about the status of the Dakota
Motors building on Elm Street. He asked what portion of Spruce Street will be
reconstructed and when will it start. Staff will respond.
Ms. Kristy Rhoades, 617 Spruce Street, read excerpts from a speech given by Dr. Martin
Luther King as a way to acknowledge Juneteenth. Kate Rhoades thanked everyone for
helping to change the world.
Ms. Kelsey Jezierski, 18297 Dunbury Avenue, thanked Kristy Rhoades for submitting the
Juneteenth proclamation. She was happy to see it progress. She recognized Sara Fry for
her support and advocacy. She recognized Councilmembers Wilson and Lien for their
voice of support and Councilmember Bernhjelm's note of support. She appreciated the
dialogue at the last work session. She heard about the conversation and read the article
in the newspaper and the minutes. She asked why the proclamation was not adopted
as written? There was a comment about making June 19 a celebratory event for
everyone. Juneteenth is an event for the black community only. It is not a day to
celebrate other cultures. Just because we adopted a proclamation does not mean
council will be flooded with other requests. The fact the proclamation was diminished
in importance is not okay. Do better, be vulnerable and courageous.

a) 2021 Management and Annual Financial Report—Finance
The report of the annual audit was presented by Mr. Bill Lauer, of MMKR. The
auditors gave an opinion on the financial statements and tested internal controls
and compliance. The process went very well and records are in good condition.
The city received a clean opinion which is the highest rating. MOTION by Wilson,
second by Bernhjelm to accept the 2021 Management and Annual Financial
Report. APIF, MOTION CARRIED.
11. UNFINISHED BUSINESS
12. NEW BUSINESS
a) Adopt Resolution Awarding Sale of Series 2022A G.O. Bonds - Finance
These bonds will be used to fund the 2022 Spruce and Division Streets
reconstruction and parking lot improvements. The bonds have a 10-year term.
Four bids were received with the lowest being$3,650,000. The total debt
service per year is$450,000. MOTION by Porter, second by Lien to adopt
RESOLUTION R45-22 award the sale of$3,650,000 General Obligation Bonds,
Series 2022A to the low bidder as presented by Northland Securities, Inc. APIF,
MOTION CARRIED.
13. COUNCIL ROUNDTABLE
Wilson: Thanked Finance Director Regis for his incredible work. The baseball
team is in the sectional championship game. High School graduation was last Friday.
Porter: Congratulations to the class of 2022. Special thanks to Officer Neuman.
Bernhjelm: Exciting things are coming for Dew Days. There was a neighborhood
event for the end of school at Meadowview Elementary. Neighbors did a great job.
Lien: Thank you to the police department for the open house. Great job to Finance
Director Regis. There were a lot of Memorial Day activities last week.
lamnik: He will be out for ten days and City Attorney Leah Koch will be attending
the next meeting.
Gorski: Farmington has a new application system. We have great positions open
—HR Specialist and Public Works Director. On MNBid.org we have 15 and 20 yard
dumpsters for bid. Dew Days buttons are on sale at city hall for$4.

Rutherford: The police department open house was a lot of fun. Each year it gets a
little better. Thank you to Sergeant Nate Siem for coordinating the open house.
Omlid: Thanked the Library for their great partnership. Summer programs start
next week. Kiss the Pig canisters are out as a fundraiser for the Rambling River Center.
Regis: He is busy with budget work.
Elvestad: Invited the council to the return of a 1926 fire truck at the Fire Station.
Hoyt: Summer is here. School is out. Be aware of kids on bikes.
Congratulations to our graduates. The Dew Days committee is working hard. There will
be a little something for everyone at Dew Days.
