CALL TO ORDER The meeting was called to order by Chair Rotty at 7:00 p.m. Members Present: Ratty,Lehto,McAbee,Tesky,Windschitl Members Absent: None Staff Present: Tony Wippler,Planning Manager 2. APPROVAL OF MINUTES a)Approve Planning Commission Minutes MOTION by Windschitl,second by Lehto to approve the Regular Meeting minutes of the Planning Commission from July 12,2022.APIF,MOTION CARRIED. 3. PUBLLIC HEARINGS Chair Rotty opened the public hearings. a)An Ordinance Amending Section 10-5-17 (Industrial) of the Zoning Code AIlowing Offices as a Permitted Use Planning Manager Wippler introduced the proposed ordinance amendment. The amendment adds offices as a permitted use within the I (Industrial) zoning district. Currently office showroom and office warehouse uses are allowed as permitted uses within the I (Industrial)district so it seems appropriate to allow offices as a permitted use within this zoning district as well. MOTION by McAbee,second by Lebto to close the public hearing. APIF,MOTION CARRIED. MOTION by Lehto,second by Tesky to recommend approval of the ordinance amendment allowing offices as a permitted use within the I (Industrial) zoning district and to forward that recommendation on to the City Council. APIF,MOTION CARRIED. 4. DISCUSSION a) Empire Township/Farmington Orderly Annexation Agreement Update Planning Manager Wippler updated the commission on the status of the incorporation of Empire Township. The city and Empire Township entered in to an Orderly Annexation Agreement in 2008. The agreement encompassed 574 acres of land within the Township that could be annexed into the city of Farmington upon petition of the property owners. The agreement also included language regarding the possible incorporation of the Township and that the city of Farmington would support that effort. The Township filed its petition for incorporation with the State of Minnesota this past April. On August 31,2022 and Administrative Law Judge issued an order approving the incorporation of Empire Township along with a separate order transferring(annexing)all parcels identified in the OAA to the city of Farmington. The incorporation of the Township will not be official until a special election is held in February to elect its 5-inember council and mayor. The annexation of the 574 acres of land to the city of Farmington is effective as of August 31, 2022. A joint letter is being prepared to send to the property owners of the annexed areas to inform them of this order and to provided updated election and polling locations as they will now vote within the city of Farmington. Chair Rotty inquired about future Planning Commission Minutes Pagel of 2 Regular Meeting September 13,2022 Comprehensive Plan amendments and rezonings for the newly annexed areas. Planning Manager Wippler stated that as part of the 2008 agreement,the Township granted the city zoning and land use authority over the annexation area. Respectfully submitted, Tony Wipplei Planning Manager Planning Commission Minutes Page 2 of 2 Regular Meeting September 13,2022 CITY OF 0430 Third St., Farmington, MN 55024 FARMINGTON &) 651-28o-6800 Farmington MN.gov TO: Planning Commission FROM: Tony Wippler, Planning Manager SUBJECT: Site Plan-Aerospace Fabrication-5147 208th Street W DATE: October 11, 2022 INTRODUCTION Appro Development, on behalf of Aerospace Fabrication, has submitted a site plan application for a proposed building addition located at 5147 208th Street West(see attached location map). Aerospace Fabrication currently operates out of a 20,201 square-foot building. Proposed plans call for a 12,960 square foot addition to the north side of the building. Aerospace Fabrication designs, manufactures, and installs multi-layer insulation blankets and passive thermal control parts for aerospace and cryogenic applications.The proposed addition will be a continuation of the existing use. DISCUSSION Under Section 10-6-23(E) subd. 2, building projects such as additions that are more than 30%the size of the existing building footprint shall be considered a "Major Project"and requires Planning Commission review.The proposed addition is roughly 64%the size of the existing building. Section 10-6-23(F) states the site plans shall be evaluated based upon compliance with the city comprehensive plan,the zoning ordinance, and other city codes and policies. Site Plan The proposed addition will expand Aerospace Fabrications existing footprint to the north and will abut the western side of the northern parking lot.The addition is parallel to the existing building footprint and will not decrease the front or both side yard setbacks.The addition will contain a large production space, a stock room, a shop, a breakroom with bathrooms, a chamber room, and a storage room. The northern end of the site contains an existing stormwater retention pond that will handle the increased impervious surface. The pond will have to be modified due to the proposed site changes and the applicant is working with the city's Engineering staff to address those required modifications. The site is within the 1-1 ndustrial zoning district.The existing use, along with the addition, are considered light manufacturing and warehousing which are permitted uses in the 1-1 ndustrial district. The proposed addition meets all the required lot standards below: Setbacks: Front yard: 50 feet o Existing: 138 feet o Proposed:138 feet Side yard: 25 feet o Existing:28 feet o Proposed:28 feet Rear yard: 25 feet o Existing: 199 feet o Proposed: 117 feet Lot Coverage: 35% maximum o Existing: 13.7% o Proposed:22.5% H eight: 45 feet maximum o Existing:20 feet o Proposed:20 feet Parkine Per City Code, manufacturing facilities need 1 parking space per 600 square feet of building space.The proposed addition will increase the square footage of the building to 33,161 square feet.The total square footage means there needs to be a minimum of 55 parking spaces. Proposed plans show an additional row of parking to be added between the front property line and the existing parking lot south of the building. With the addition of extra parking combined with the existing parking on the site,there will be 81 spaces.The proposed parking plan meets all code requirements. Transportation There are no access changes proposed for the site.The property will still be accessed from a single access point off 208th Street W. From this access drive,the new row of parking will be immediately accessible to the west. Vehicles will still be able to access existing parking and the parking area abutting the proposed addition at the northeast of the site. Landscaping The applicant submitted a landscaping plan primarily focused on the new parking area.The applicant is proposing 6 trees.4 trees will be along a landscaped buffer between 208th Street W and the parking lot. The remaining 2 trees will be on each end of the parking lot medians. I n addition to the trees,the plan shows 28 shrubs being planted along the landscaped buffer and the parking median. Three trees are proposed to be removed to make way for the building addition.The proposed landscaping plan meets all code requirements. Architecture City Code requires buildings in the 1-1 ndustrial district to be constructed of brick, stone, concrete masonry block, or precast concrete.The proposed elevation plans show the bulk of the exterior of the addition to be precast concrete painted to match the existing building.The proposed architecture of the building addition meets all code requirements. ACTION REQUESTED City staff recommends approval of the site plan for a building addition to Aerospace Fabrication located at 5147 208th Street W, contingent upon the following: 1. The applicant shall obtain all necessary building and fire permits that may be required for the building addition. 2. Addressing all Engineering comments prior to issuance of building permits.
