CALL TO ORDER The meeting was called to order by Chair Rotty at 7:00 p.m. Members Present: Rotty,Lehto,McAbee,Windschitl Members Absent: Tesky Staff Present: Tony Wippler,Planning Manager 2. APPROVAL OF MINUTES a)Approve Planning Commission Minutes MOTION by Windschitl,second by McAbee to approve the Regular Meeting minutes of the Planning Commission from September 13,2022.APIF,MOTION CARRIED. 3. DISCUSSION a)Site Plan-Aerospace Fabrication-5147 208th Street W. Aerospace Fabrication located at 5147 208t"Street W is proposing to add a 12,960 square foot addition onto the northern side of their existing building. Due to the size of the proposed addition the site plan is considered a"Major"project and the Planning Commission must review and approve the site plan per code. The site is located within the city's industrial park and is zoned I(Industrial). The existing use,along with the addition,are considered light manufacturing and warehousing which are permitted uses in the I (Industrial)zoning district. The proposed expansion will meet all setback and lot coverage requirements of the I district. A parking lot addition is also being proposed on the southern end of the site. With the addition there will be a total of 81 off-street parking stalls,code only requires 55 spaces. The existing stormwater pond on the northern end of the site will have to be modified as part of the proposed expansion. The applicant is currently working with the city's engineering staff to address this issue. Commissioner Windschitl inquired about the modifications needed for the ponding. Planning Manager Wippler stated that the pond will likely have to be expanded to increase storage due to the added impervious surface. Commissioner Windschitl asked if additional lighting will be added with the parking lot expansion. Jim Connelly,Appro Development, stated that current lighting on site appears to be adequate if anything an addition head may be added on the south side. Chair Rotty inquired in there would be any change in the hours of operation with the expansion. Mr.Connelly stated no changes in hours of operation. Chair Rotty then asked if truck traffic would change with the site modifications. Mr.Connelly stated that no,it will continue to function the same as it does today. MOTION by Lehto,second by Windschitl to approve the site plan with contingencies for Aerospace Fabrication located at 5147 208th Street W. APIF,MOTION CARRIED. 4. DISCUSSION A preliminary plat(attached)was approved for the Meadowview Preserve development by the City Council on June 27, 2022. The approved preliminary plat consisted of 134 single-family residential lots on 61.07 acres with a net density of 3.03 dwelling units per acre. The minimum lot area with the approved preliminary plat was 8,119 square feet,with an average lot area of 9,659 square feet. The minimum lot width and depth of lots in the preliminary plat are 60 feet and 130 feet, respectively. The developer submitted a final plat application package for Meadowview Preserve's initial phase this past July but withdrew that application shortly thereafter as market conditions where beginning to shift forcing the developer to re-evaluate the unit make-up of the development. Attached to this memorandum, please find two alternative development sketches that have been provided by the developer for the Meadowview Preserve site. The developer is trying to gauge the city's appetite for increased density/different mix of unit types on this site. Alternative Sketch Plan(A) Both sketch plans utilize the same road configuration that was approved with the preliminary plat. Sketch Plan (A)transitions from 62 foot wide lots on the east side of the development(adjacent to the existing single-family homes)to 50 foot wide lots in the center of the development to row townhomes on the west side of the development. The total unit breakdown in this sketch plan is: • 62 foot wide single-family lots: 34 • 50 foot wide single-family lots: 74 • Row townhome units: 88 • Total proposed homes: 196 Alternative Sketch Plan(B) Sketch Plan (B) is similar to Alternative Sketch Plan (A)with the exception that the western side would consist of 40 foot wide lots instead of row townhome units. The total unit breakdown in this sketch plan is: 0 62 foot wide single-family lots: 34 • 50 foot wide single-family lots: 74 • 40 foot wide single-family lots: 62 * Total proposed lots: 170 The changes as shown in both sketch plans are substantial enough to where they would warrant a new preliminary plat be submitted and approved. A public hearing would also be required to be held. Both sketch plans significantly increase the number of lots/units from the approved preliminary plat(62 additional lots/units in Alternative Sketch Plan (A), and 36 additional lots in Alternative Sketch Plan (B)). Similar to the original approved preliminary plat, both would have to be approved as a Planned Unit Development. Sketch Plan (A)would also require the portion of the development consisting of the row townhomes to go through a Comprehensive Plan Amendment and rezoning to allow for the townhome units as the property is currently zoned R-1 (Low Density Residential) and townhome units are neither a permitted or conditional use in that zoning district. ACTION REQUESTED No formal action is required. Discuss the attached alternative sketch plans with the developer and provide any feedback that the Commission deems necessary and/or appropriate.
