c) 2009 Curbside Cleanup Summary - Solid Waste
Councilmember Wilson noted the cost for the program was $152,000 and the
budgeted amount was $155,000. Residents pay $10/year for the service to be
provided and asked how much revenue the residential portion brings in. Staff felt
it would be approximately $60,000 - $70,000. Councilmember Wilson noted
residents are getting a good deal for the amount of money they pay.
Councilmember May noted the number of electronics jumped up and asked if
there would be further limitations on that portion. Staff stated they will be
looking at it for next year. MOTION by Fogarty, second by Wilson to accept the
summary. APIF, MOTION CARRIED.
e) Approve Sidewalk Replacement Agreement - Engineering
Councilmember Wilson asked where the sidewalk replacement will be done.
Staff explained it involves several small areas from downtown to the northern part
east and west of Pilot Knob Road. Councilmember Wilson noted it is part of the
development contracts to fix any broken portions of sidewalk. Staff noted, in the
past sidewalks were installed after the homes were built. Now with the economy,
sidewalks are installed prior to homes, but they are subject to the same warranties.
There is an ongoing list comprised of calls from residents and from staff.
MOTION by Fogarty, second by Wilson to award the 2009 Sidewalk
Replacement Project to Erickson Construction of Lakeville, Inc., in the amount of
$12,781.25. APIF, MOTION CARRIED.
h) Approve Bills
Councilmember May asked about the $15,854.66 payment to Crown Lift Trucks
for City Hall. City Administrator Herlofsky stated with the tall windows, a lift
was ordered for employees to use for maintenance work for all City buildings.
Councilmember May asked what the amount is for a purchase that can be made
without Council approval. Staff will check on the amount.
Councilmember May noted the payment for $6,684.21 to ROC for cleaning
service and asked how the division between departments is determined.
Municipal Services Director Reiten stated it is 20-25% for the Maintenance
Facility. Administrative Services Director Shadick stated for City Hall it is per
square foot. Councilmember May wanted to look at this during budget
negotiations. City Administrator Herlofsky stated with a cleaning service there is
no sick leave, no vacation, no unemployment, etc. To hire two or three people it
would be higher. Weare looking at some competitive bidding this year.
Councilmember May asked about the $10,000 payment to Sachs Fence. City
Administrator Herlofsky explained the fence at Swanson Acres was being

removed because of an issue of paying for it. City Engineer Schorzman was able
to contact the fence provider, before the fence was sold on Craig's List, and had it
reinstalled the next week. The $10,000 was the payment the City made to the
fence company after we received $10,000 from the letter of credit from the
developer.
Councilmember May noted there were a lot of escrow fund payments for builders
and asked about the process. City Engineer Schorzman explained most of them
are $2,000 payments where the City holds $2,000 from the builder in escrow until
they complete the sodding, landscaping and grading around the homes. Once
completed, we inspect it and the money is returned to them. MOTION by
Fogarty, second by May to approve the bills. APIF, MOTION CARRIED.
8. PUBLIC HEARINGS
a) Approve Wine License B&B Pizza - Administration
Mr. Mark Williams submitted an application for an On-Sale Wine License for
B&B Pizza, 216 Elm Street. MOTION by Fogarty, second by Wilson to close
the public hearing. APIF, MOTION CARRIED.
Councilmember Wilson noted there have been issues in the past with this
business. Staff confirmed it is a new owner. MOTION by Fogarty, second by
Wilson to approve an On-Sale Wine License for B&B Pizza. APIF, MOTION
CARRIED.
9. AWARD OF CONTRACT
10. PETITIONS, REQUESTS AND COMMUNICATIONS
a) Dakota County 2010-2014 CIP - City Requests - Engineering
Staff would like the county to include the following projects in their 2010-2014
CIP:
- 195th Street extension from Autumn Glen to TH3 - 2010
- Extension of Pilot Knob Road from CSAH 50 to an Ash Street extension - 2012
- Extension of Ash Street from Denmark to Pilot Knob Road - 2013
- Intersection traffic control at Flagstaff and CSAH 50 - 2010
- 195th Street extension from Flagstaff to Cedar Avenue - 2014
- Traffic control at intersections along Pilot Knob Road - 2010 and beyond
- Extend the trail along Pilot Knob Road from 200th Street to CSAH 50
The county's policy for road extension projects is a 55/45 split with the City.
Intersection improvements are a 50/50 split, however they have not established a
policy for roundabouts.
Councilmember Wilson confirmed we do not have a trail along Flagstaff due to
right-of-way acquisitions. Staff agreed.

Councilmember Fogarty would like to include the extension of 208th. Street west
of Pilot Knob Road as this would relieve traffic along CSAH 50.
Mayor Larson asked if staff was prepared to look at the intersections along Pilot
Knob, Flagstaff, and 195th Street now that the new high school will be opening.
City Engineer Schorzman stated the 3-way stop at Flagstaff and 195th Street will
be installed the first part of August. Staff also has the materials to install the
school speed zone at the same time.
b) Approve Agreements for Rambling River Center Project Construction Work
- Parks and Recreation
Parks and Recreation Director Distad presented three agreements for construction
work. The first is for the purchase and installation of carpet tiles. La Van Floor
Covering Company submitted the low quote of $9,890. Quotes were also
solicited for the flooring in the hallways. The low quote was from Bierman's in
the amount of $5,335.24 for Dura-Ceramic tile. The third agreement was for
three new doors and hardware including a power door. The low quote was for
$11,204 from Crawford Door Sales. The door at the Oak Street entrance, an
exterior door on the north side that leads to the multi-purpose room and an interior
door would be replaced. The handicap entrance on Oak Street would be moved to
the north side of the building with the power door. The doors would be paid for
from the money left for the sprinkler and fire alarm system.
Some floor painting has been done and is $4,000 under the estimated amount. By
replacing the doors, hardware and power door, the unspent balance for doors goes
from $50,000 to $39,000.
Staff had submitted a request to replace the HV AC system in the old part of the
building. Dakota County has approved funding $65,000 through the Recovery
Act. There was $85,000 budgeted to replace the system so with the $65,000 in
funding, staff would need to find $20,000. With this the building would be
upgraded with everything and will be under budget while doing more than
originally intended. Councilmember Fogarty noted the people at the Rambling
River Center have done an amazing job and they are very conscious ofthe budget.
She thanked them for their hard work. Staff noted volunteers have contributed
over 1,000 hours with painting, tearing out walls, carpet, ceiling tile, etc.
Councilmember Wilson asked about the fundraising. Staff noted a letter is being
sent to residents asking for donations. They need to raise $90,000.
Councilmember May asked if we can hold off on the doors. She realized we are
under budget and there is money to spend, but asked if the doors have to be
replaced now. Staff noted if they are not replaced now, they will have to be
replaced later and as we are changing to a card reader system, it is best to do it
now. Mayor Larson asked about the condition of the doors. Staff stated they are

rusting and the seal is not good. With new doors the heating and cooling bill will
be kept down.
MOTION by Fogarty, second by Wilson to approve the agreements with
Bierman's for the installation of the Dura-Ceramic floor tiles, La Van Floor
Covering Company for the installation of the carpet tiles and Crawford Doors for
the installation of three new doors all hardware and power door operator. APIF,
MOTION CARRIED.

Councilmember Fogarty: Encouraged everyone to attend the Miss Farmington
Pageant on Thursday.
She will be unable to attend the workshop on July 13 and 15, so staff will find new dates.
Parks and Recreation
Director Distad: Noted this weekend is the Dew Run, the bike auction at the
Rambling River Center with proceeds going to the Rambling River Center, and Kiss the
Pig contest at the American Legion.
A tour of the Rambling River Center will be scheduled for Council once the carpet and
flooring is installed.
Mayor Larson: Encouraged everyone to vote for the Hometown Honorees
on the Dew Days website.
He noted the pool is open.
He thanked everyone along the parade route for the Warrior to Citizen's group.

INTRODUCTION
The City received notice that Mr. Steve Lerbakken will retire from his position as a paid on-call fire
fighter.
DISCUSSION
The Human Resources Office received notification that Mr. Steven Lerbakken will retire on July 15,
2009 from his position as a volunteer firefighter. Mr. Lerbakken joined the department on July 8,
1997. He has been an active and respected member of the department. The City wishes him well in
his future endeavors.

INTRODUCTION
The Minnesota Recreation and Park Association (MRP A) offers an annual conference to Park and Recreation professionals.
DISCUSSION
The 2009 MRPA Annual Conference will be held in Blaine, Minnesota from September 23-25. Educational sessions will be
held in the following tracks: recreation programming, senior citizen programming, aquatics, park maintenance, park
planning, facility maintenance, facility management and administration. There will also be off site institutes that provide
tours and educational information about regional recreational facilities in Blaine. A request is being made to send four staff
members to attend the conference at the full conference registration fee. The staff members are: Don Hayes, Park
Maintenance Specialist; Kellee Omlid, Recreation Specialist; Missie Kohlbeck, Senior Coordinator; and Randy Distad, Parks
and Recreation Director. A request is being made to send four staff members because the conference offers diverse
educational opportunities in different facets of the Parks and Recreation field and the four individuals all work in different
facets of the Parks and Recreation field.
BUDGET IMPACT
The early registration fee, if registering on or before July 31 S\ is $330.00 for each person. After July 31 st the registration fee
increases to $380.00. The full registration fee covers all educational sessions and meals during the conference. The
conference site is in the Twin Cities metro area and there will be no lodging expenses. Carpooling will occur with a City
vehicle to the conference site. The following is the total estimated cost for staff members to attend the MRP A Conference:

INTRODUCTION
Each fall, the Minnesota Ice Arena Managers Association (MIAMA) holds an annual conference for its
members. This year the MIAMA conference will be held at the Ruttger Sugar Lake Lodge near Grand
Rapids, Minnesota from September 9-11, 2009
DISCUSSION
Randy Bock, Facilities Maintenance worker and Jeremy Pire, Facilities Maintenance Supervisor are
interested in attending the 2009 MIAMA Conference. The conference offers educational opportunities in the
areas of ice arena management and maintenance. Since Mr. Bock works in the maintenance area and Mr.
Pire works in the management area of the Schmitz-Maki Arena, conference attendance will provide them
with an opportunity to receive additional training in maintenance and management of the Schmitz-Maki
Arena.
BUDGET IMPACT
The approved 2009 Arena budget had included funding of$I,OOO.OO for arena staff members to attend the
2009 MIAMA Conference. The total cost of the conference for Mr. Bock and Mr. Pire to attend will be
$650.00 which includes the conference registration fee, lodging, all meals and transportation to and from the
conference.
ACTION REOUESTED
By motion approve the request to allow Jeremy Pire and Randy Bock to attend the MIAMA Conference.

INTRODUCTION
Because the drop ceiling was not reinstalled in the multipurpose room as part of the Rambling River Center Construction
Project, new lighting will need to be installed. Staff solicited quotes for the purchase and installation of new light fixtures.
Flooring is also needed to be installed in the food warming area of the multipurpose room
DISCUSSION
Three quotes were solicited and received for the purchase and installation of new lighting fixtures in the multipurpose
room. The type of lighting fixtures that was specified are the same as what has been installed in the Engineering,
Planning and Parks and Recreation office cubicle area in the new City Hall. The fixtures will be a combination of indirect
and direct fluorescent lighting. In addition, there will also be new lighting in the food preparation area that will include the
installation of six (6) four foot by four foot surface wraparound fluorescent lights The new fixtures in the multipurpose
room and food preparation area are much more energy efficient than the fluorescent lighting fixtures that were used to
previously light this room
In addition to lighting the multipurpose room, staff also requested as part of the quote to upgrade other lighting in the new
Rambling River Center building in order to conserve energy and reduce annual electrical costs in the building. This would
entail the following:
. retrofitting 106 existing fixtures with new electronic ballasts and T8 fluorescent lights
. retrofitting 15 existing incandescent recessed lights with compact fluorescent lights throughout the building
. adding 8 foot long four lamp strips with T8 fluorescent lights in the garage area
. disposal of all old fluorescent light bulbs
. installation of two cut in switches
. electrical permit
Attached is Exhibit A identifying the quotes received for the lighting improvements. Helm Electric submitted the low
quote in the amount of$12,425.00
As a result of upgrading the lighting in the building, Helm Electric has identified in an attached email that they are
estimating the City will save 50% annually in electrical costs associated with lighting the building. It makes sense to
spend money now in order to save on operating costs later plus the added benefit of being more environmentally
conscious with using less electricity. Over a period of time the cost of the lighting improvements will be paid through the
annual savings realized through lower annual electrical costs. Additionally the City will be eligible to receive rebates from
Xce1 Energy for replacing the existing ballasts and lamps with the new T8 ballasts and lamps. Helm Electric is estimating
that the City will receive approximately between $1,500-$1,700 in rebates.
Previously at its June 15,2009 meeting, the City Council approved an Agreement with Bierman's to install a Dura-
Ceramic floor in the hallways of the new Rambling River Center building. Staff would like to extend the installation of
the Dura-Ceramic floor from the hallway into the food warming area of the multipurpose room. The Dura-Ceramic
flooring would be an excellent fit in this room because of the spills that will occur during the warming of foods during
private rentals or during events held by the Rambling River Center. The Dura-Ceramic flooring will provide a flooring
surface that can quickly be cleaned up either by sweeping or mopping ofthe floor. Staff contacted Bierman's to see if they
would extend the cost of $5.40 a square foot cost to install the flooring in this area and Bierman's stated they would be
willing to extend this price to the additional flooring installation. The City Council is being asked to approve the
installation of the Dura-Ceramic floor in the food warming area of the multi-purpose room.
BUDGET IMPACT
While this cost was not identified in the original project costs staff is requesting to reallocate funds from the remaining
unspent budgeted amount of $39,894.72 for the sprinkler and fire alarm system to cover the cost of installing lighting in
the multipurpose room and upgrading the lighting in the rest of the building.

The total cost to install the Dura-Ceramic flooring in this area would be $1,592.85. This cost would be applied to the
$30,000 identified in the original project estimate for the multipurpose room leaving a remaining balance of $28,407.15 to
be spent on the flooring material in the remaining area of the multipurpose room.
Included with this memo is an updated construction budget report that reflects the costs of the lighting improvements and
the installation of the Dura-Ceramic floor in the food warming area of the multipurpose room.

By motion approve the attached Agreement with Helm Electric for completing the Rambling River Center Construction
Project's lighting improvements and approve the installation of Dura-Ceramic flooring in the food warming area of the
multipurpose room by Bierman's.

FORM OF AGREEMENT
THIS AGREEMENT, made and signed this _ day of July, 2009, by and between the City of
Farmington hereinafter called the "Owner" and Helm Electric, Inc hereinafter called the "Contractor".
THIS AGREEMENT WITNESSETH, that the Owner and Contractor, for the consideration hereinafter
stated, agree as follows:
ARTICLE I The Contractor hereby covenants and agrees to perform and execute all the provisions of
the plans and specifications as prepared by the City of Farmington, Parks and Recreation Department, 430
Third Street, Farmington, Minnesota, and indicated in the Request for Quotes, as provided by the Owner
for:
2009 Rambling River Center Construction Project Lighting Improvements, Farmington, Minnesota
and to complete everything required by this Agreement.
ARTICLE II The Contractor agrees that the Work contemplated by this Contract shall be fully and
satisfactorily completed on or before Friday, August 1,2009.
ARTICLE III The Contractor agrees to provide to the Owner a Certificate oflnsurance listing the
Owner as "additional insured" and having at least the following minimum amounts:
Any Auto $1,500,000.00 Combined Single Limit (CSL) or Equivalent
Comprehensive General Liability $1,500,000.00 CSL or equivalent
ARTICLE IV The Owner agrees to pay and the Contractor agrees to receive and accept payment in
accordance with the prices quoted for the unit or lump sum items as set forth to those in the accepted
Contractor's Proposal on file in the Office of the Parks and Recreation Director, the aggregate of which
prices, based on the approximate schedule of quantities, is estimated at $12,425.00.
ARTICLE V The Contract Documents shall consist of the following component parts:
1. The Proposal Form submitted by the Contractor.
2. Contractor's Certificate oflnsurance listing the City of Farmington as "additional insured".

INTRODUCTION / DISCUSSION
Funding for the preparation of the feasibility report for the Walnut Street Reconstruction Project is
included in the 2009 portion of the current CIP that was approved by Council in December of2008. In an
attempt to proceed with the project on a schedule that will allow for bidding the project early next year,
staff is requesting authorization from Council to prepare an RFP to complete the feasibility report portion
of the project. Once requirements have been established, the RFP will be sent to several engineering
firms.
Upon receipt of the proposals, staff will evaluate each based on pre-determined criteria. These criteria
will include cost, previous experience in communities the size of Farmington, previous experience on
projects ofthis type and size, and references from other cities where the firms have done work. Once the
proposals have been evaluated, staff will bring a recommendation back to Council and seek authorization
to proceed with the feasibility report.
BUDGET IMPACT
At this point, the budget impact will be limited to the staff time necessary to create and evaluate the RFP,
and the supplies necessary to prepare and distribute the RFP. This cost is estimated to be approximately
$5,000. The budget impact of the feasibility report will be determined by the outcome of the RFP
process.
ACTION REOUESTED
Authorize staff to prepare an RFP and solicit proposals for the preparation of the feasibility report for the
Walnut Street Reconstruction Project.
