April 3, 2023
1. CALL TO ORDER
The meeting was called to order by Mayor Hoyt at 7:00 p.m.
2. PLEDGE OF ALLEGIANCE
Mayor Hoyt led the audience and Council in the Pledge of Allegiance.
3. ROLL CALL
Members Present: Hoyt, Bernatz, Lien, Porter, Wilson
Members Absent: None

4. APPROVE AGENDA
Gorski asked to add item 7.c and a Resolution to item 7.d. to the consent agenda.
MOTION by Porter, second by Wilson to approve the Agenda as amended.

6. CITIZEN COMMENTS
Paul Werner 20917 Capri Street shared concerns about pedestrian safety near Highway
3 and the intersection of 209th Street and requested the City work with the State to
install a marked crosswalk. He also shared concerns regarding the sidewalks along 209th
Street from Catalina Way to Highway 3 from Farmington townhouses to Bourbon
Butcher where the snow does not get cleared and a downed utility pole exists. He also
is asking for more lighting along Highway 3 and for the City to adopt a zero tolerance
speeding policy.

Lien: Happy Easter.
Bernatz: Farmington High School students are on choir tour in New Orleans.
Porter: Several spring activities beginning this weekend and nicer weather.
Wilson: Thanks to Powell and public works staff on snow plowing efforts.
Koch: After roundtable the City will adjourn to closed session.
Gorski: Council meeting agenda software will be changing to ICompass effective April
17th.
Elvestad: Easter Egg hunt is this weekend.
Kuennen: Community Vision and Comprehensive Plan update kick off begins this week
and consent agenda held final steps to move apartment project in downtown forward.
Powell: Crews were in at 3:00 am on Saturday to begin snow removal efforts. It was
challenging due to weight of snow. Emerald Ash Borer task force meeting this week.
Charissa Youngs began employment today in the Engineering Department and works at
the front desk.
Omlid: Crews moving trees that have fallen over trails from this weekend’s snow. City
is still looking for seasonal staff. Thank you to Councilmember Porter for assisting with
last weekend’s bunny event.
Regis: Audit begins this week.

Hoyt: Last weekend’s storm and downed trees, spring break this week, and support
local.
14. EXECUTIVE SESSION
Motion to enter into closed session by Porter, seconded by Lien at 7:16 pm.
