HomeMy WebLinkAbout01.08.87 EDC Minutes i MINUTES ECONOMIC DEVELOPMENT COMMISSION REGULAR JANUARY 8, 1987 1. Chairperson Riste called the meeting to order at 7:02 P.M. The meeting was held at the Dakota Electric building in Farmington. Members Present: Mayer, Meyer, Riste, Sprute. Members Absent: Bell. Also Present: Director Williamson. 2. Motion by Sprute, second by Meyer to approve the minutes of the December 11, 1986 meeting. APIF, motion carried. 3. Chairperson Riste then asked each member of the audience to stand and introduce themselves. Members of the EDC and Mr. Williamson also introduced themselves. 4. Chairperson Riste presented slides and pictures showing the functions and goals of the EDC. A folder was given to each person present containing the following: a. Past, present and short/long term goals of the EDC. b. Blank Labor Survey form. C. Complete community profile. d. City map of Farmington. 5. Chairperson Riste introduced EDC Director Bob Williamson who gave a short explanation of his job function and some of his goals for Farmington. Mr. Williamson then asked the audience for comments. Some of the comments were as follows: Leonard Novitzki - Expressed concern about duplication of effort with both Farmington and Dakota County working on new waste projects. Director Williamson explained that, because Farmington's collection system was already working (trucks and labor) , Farmington's rate would be approximately $55.00 per ton vs. $80.00 per ton to the County. Ken Gerten - Asked how tax increments could affect new and existing business? Mr. Williamson explained this program was set up to clear land of substandard structures for new construction, thus increasing the tax base. Bob Steele - Asked who decides what type and where housing projects are built? Bob Williamson explained that the HRA Board and HRA Director decide, unless the Planning Commission have a say in zoning and so on. Leonard Novitzki - Expressed concern about the proposed senior citizen project being so close to a very active railroad. 6. Chairperson Riste opened the meeting to the public for their opinion on EDC goals for 1987 and the future. A list of concerns and possible goals is attached. 7. Motion by Sprute, second by Meyer to allow Director Williamson to attend conferences. APIF, motion carried. 8. Motion by Mayer, second by Sprute to pay the bills as submitted. APIF, motion carried. 9. It was the consensus of the EDC Board to discuss and secure clarification of by-laws for membership in the EDC. 10. Motion by Mayer, second by Meyer to adjourn at 10:01 P.M. Promote community/businesses during Dakota County Fair Week 2. Promote an on going "shop your local merchants" drive 3. Promote " at large" enrollment in the Chamber 4. Coordinate a community theme with Dakota City 5. Change Mountain Dew Days title to coordinate with Dakota City theme 6. Develop an industrial park on Highway 50 West 7. Annex to straighten out boundries of Farmington 8. Pursue location of a good child care center within Farmington 9. Pursue location of affluent senior housing near hospital 10 . Obtain a youth center within Farmington 11 . H.R.A. should have a goal on a project before any removal begins 12. Pursue commercial development at corner West of railroad 13. Pursue industrial growth at a strong pace 14. Encourage retail community to promote shopping in Farmington 15. Attract people to shop in Farmington by carrying what is needed 16. Pursue location of attractive rental property for younger people 17 . Promote location of more affluent housing in Farmington 18. Promote "parking elsewhere" for those who work downtown 19. Encourage involvement in community of people who live North and vice versa 20 . Define ratio percentages of business/light industry/ residential In Farmington 21 . Promote activities year round to match theme/facade 24. Pursue office building development West of railroad 25. Provide recreational programs for everyone . 26. Promote location of a shoe store and a ' taxi in Farmington 27. No low income subsidized projects in H.R.A. district 28. Pursue light industrial development by railroad 29. Restore Rietz Building 30 . Establish marketing programs and market them 31 . **Promote more coordination in retail activities 32. Promote more participation of residents in community planning/growth projects 33. Survey community needs 34. Promote better coordination of community organizations 35. Educate community on purpose of E.D.C. 36. Promote creation of more jobs 37. ***Develop facade/theme to business areas 38. Designate a light industrial area 39.
