ECONOMIC DEVELOPMENT COMMISSION
SPECIAL
OCTOBER 26, 1989
1. Chairperson Riste called the meeting to order at 7:06 P.M.
Members Present: Riste, Sprute, -Me7e-p, Mayer, Ruberto.
Members Absent: 4err—m: M2y_er.
Also Present: Representatives from the cities of Northfield, Rosemount and
Farmington, a representative from the Humphrey Institute, Alan Jud from the
Blandin Foundation.
2. Chairperson Riste introduced Mr. Jud and asked other representatives to
introduce themselves.
3. Mr. Jud explained the history of the Blandin Foundation, the concept of the
Community Leadership program, and the procedures to follow prior to February, 1991
in order to meet the requirements established by the Blandin Foundation. Each
city is to indicate by written notice their desire to participate or not to parti-
cipate in the program. This notice to be sent to the Farmington HRA.
4. Informal discussion and break from 8: 15 - 8:30.
5. There was discussion among the Board after reconvening pertaining to partici-
pation by Farmington in the Blandin Community Leadership Program. MOTION by
Mayer, second by Sprute to adopt RESOLUTION NO. 89-03EDC that the Farmington
EDC participate in the Blandin Community Leadership program. APIF, MOTION CARRIED.
6. MOTION by Mayer, second by Ruberto to approve the minutes of the September 14,
1989 meeting. APIF, MOTION CARRIED.
7. The EDC members reviewed the preliminary budget for 1990 with the following
items to be considered at the November meeting:
a. Salary
b. Overhead Reimbursement
C. Schools/Conferences
8. MOTION by Ruberto, second by Sprute to approve the bills as presented. APIF,
MOTION CARRIED.
9. MOTION by Sprute, second by Mayer to adjourn meeting at 10:00 P.M. APIF,
MOTION CARRIED.
