ECONOMIC DEVELOPMENT AUTHORITY

1. CALL TO ORDER
The meeting was called to order by Vice Chair Jolley at 6:30 p.m.
Members Present: Jolley, Zeaman, Bonar
Members Absent: Wilson, Larson
Also Pres6nt: Adam Kienberger, Community Development Director, Chris Iculus (Audience
member)

MOTION by Zeaman, second by Bonar to approve the Agenda. APIF, MOTION CARRIED.
Annual OrganizationalMeeting
Election of Officers — Motion by Zeaman 2M by Bonar to nominate Member Larson as
chairperson. APIF, Motion Carried.
Motion by Zeaman second by Bonar to nominate Member Jolley as Vice Chairperson. APIF,
Motion Carried.

Motion by Zeaman second by Bonar to nominate Adam X-ienberger as Executive Director of the
Economic Development Authority. APIF, Motion Carried,

of the Economic Development Authority. APIF, Motion Carried.
> Motion by Bonar second by Zeaman to keep the meetings scheduled for the O'Monday of each
month at 6:30PM. APIF, Motion Carried.
Motion by Bonar second by Zeaman to approve the EDA By-laws as presented. APIF, Motion
Carried.

MOTION by Zeaman second by Bonar to approve the Consent Agenda as follows:
a) monthly Statements

7. DISCUSSIONITEMS
a) 2015 Community Development Block Grant application — Director Kienberger noted that this
year's amount is the same as last year's in the amount of $42,717. Motion by Bonar second Zeaman to
recommend approval of a resolution, to allocate a total of $42,717 CDBG farads for FY201 5 to the
Commercial Rehabilitation Grant funding category, and forward to City Council, APIF, Motion
Carried.

b) Organizational Meeting — EDA Fundamentals -.Director Kienberger and the committee discussed
Board Essentials, Economic, Authority Handbook, the role of Local Elected Officials in Economic
Development, Mission Statement and Vision Statement, APIF, Motion Carried.
DIRECTOWSREPORT
Febi uary Director's Report--- County and City staff are reviewing the findings from a Dakota County
CDA broadband study to enhance broadband inkastiucture, and will be recommending the next steps in
the coming months. A total of 6 single family home permits have been issued as of Feb 13, 2015, with 8
permits waiting for review or to be issued. State of the City will take place on March 18, 2015 at
8:OOAM at City Hall.
