The meeting was called to order by Chair Larson at 6:30 p.m.
Members Present: Larson, Bonar, Wilson, Zeaman
Members Absent: Jolley
Also Present: Adam Kienberger, Community Development Director; David King, Riley King,
Rob Kammueller (Farmington Bakery); Dave Hartnett (Dunn Brothers); Laurie
Crow, Lee Hall (MCCD), Chris Kulus (FBA).

MOTION by Bonar second by Wilson to approve the Consent Agenda as follows:
a) Meeting Minutes - June 22, 2015 Regular Meeting
b) Monthly Statements

a) CDBG Commercial Rehab Application - Farmington Bakery - Director Kienberger indicated
that the Farmington Bakery has applied for a Commercial Rehab Grant for the building located at 212
Oak, Street. Staff has met with the Building Official and Dakota County CDA and is reconnnending
approval of a $13,250 grant for improvements to eliminate conditions detrimental to public health and
safety. The applicant is required to match the grant funds, have a competitive bidding process and
follow the Davis -Bacon Wage act (payment of prevailing wages to contractor). MOTION by Zeaman
second by Wilson to forward to the City Council with the recommendation of approval. APIF, Motion
Carried.
b) EDA Fund Balance - Loan Fund Partnership Discussion - Director Kienberger reviewed
previous discussion regarding this topic. One idea to explore was establishing a revolving loan fund
(RLF). A revolving loan fund is a tool that can be used to facilitate business expansions, relocations or
start-ups. As loans are repaid, the fund is recapitalized for new business loans within the community.
Director Kienberger introduced Lee Hall and Laurie Crow with the Metropolitan Consortium of
Community Developers (MCCD), who we partner with for the "Open to Business" program, Discussion
centered on different options/tools communities could consider for a designing this type of program.
The Director will continue to work with MCCD and bring back more information at a future EDA
meeting.

9. DIRECTOR'S REPORT
July Director's Report
1. Downtown Redevelopment Plan — The City received 4 proposals for the Downtown Redevelopment
Plan. A committee was established to review the proposals and met on July 27,2015. Additional
information is being requested from two of the firms.
2. Building Permit Report — 39 building permits for new single family homes have been issued through
July 13, 2015.
3. Director Kienberger presented a Community Development update to the joint City Council/ISD #192
meeting.
4. Director Kienberger attached a few informative articles he thought would interest the members.
