I. Call Meeting to Oder
Chair Caron called the meeting to order at 7:00 p.m. Quorum was present.
II. Approval of March 9, 2022 Meeting Agenda
Moved by McMillen and seconded by Putt to approve the meeting agenda. All persons in favor (APIF).
Motion carried.
III. Approval of February 9, 2022 Regular Meeting Minutes
Moved by Koss and seconded by Putt to approve the meeting minutes with no revisions. APIF. Motion
carried.
IV. Presentations
A. Public Comments
There were no public comments shared at the meeting.
B. Parks and Recreation Department 2021 Annual Report
Recreation Supervisor Missie Kohlbeck and Parks and Facilities Supervisor Jeremy Pire presented
the 2021 annual report.
V. Business Items
A. Parks and Recreation Commission Group Photo
A group photo of the parks and recreation commission was taken in council chambers. The
photo will be used for public purposes including on the city’s website and in the parks and
recreation department’s annual report.
B. Parks and Facilities Tour with the Rambling River Center Advisory Board and City Council
Director Omlid provided an overview of the parks and facilities tour with the Rambling River
Center Advisory Board and City Council. The Rambling River Center Advisory Board at its
February 14, 2022 meeting discussed the tour and preferred to have it August 3. Director Omlid
recommended to wait until the June parks and recreation commission meeting to finalize the
parks and facilities stops.
Moved by Crabtree and seconded by McMillen for the parks and facilities tour with the
Rambling River Center Advisory Board and City Council to be Wednesday, August 3 at 6:00 p.m.
APIF. Motion carried.
VI. Discussion Items
A. Jim Bell Park and Preserve Master Plan
Director Omlid provided an update on the Jim Bell Park and Preserve master plan process.
The resident survey and Social PinPoint website closed March 6. Approximately 100
comments were written on the Social PinPoint website. There was a total of approximately
1,600 completed and verified City of Farmington surveys. The video promoting the
community engagement process was shown. Putt asked if we could do some Facebook
posts to release some of the survey results and Social PinPoint comments to keep the
master planning process front and center. The next advisory committee meeting is March
24, so will have more details after this.
B. Bike Pedestrian Plan
Director Omlid provided an overview and status of the bike pedestrian plan priorities
identified in 2020 and 2021. There was discussion regarding priorities to work on in 2022.
Crabtree suggested to work on the low hanging fruit. An idea included on-street bike lanes.
There was discussion regarding adding flashing pedestrian signals on Hwy 3 between Elm
Street and Ash Street. Director Omlid will bring back some recommendations in April or
May.
C. Review 2022 Work Plan Progress
Chair Caron reviewed the goals and objectives of the 2022 work plan. There was discussion
on goal #3 Participate in a work session with city council. A July work session to discuss the
Jim Bell Park and Preserve master plan and referendum is a possibility.
VII. Commission Roundtable
Koss: Didn’t have anything to share.
Crabtree: Didn’t have anything to share.
Caron: Didn’t have anything to share.
Putt: Didn’t have anything to share.
McMillen: Mentioned he thought Dakota County was partnering with the City of Rosemount on a new
indoor recreational facility.
VIII. Staff Report/Updates
Director Omlid provided information on the following:
A. Outdoor Rinks and Warming Houses
The warming houses were open through February 27. The lights remained on through March 6
as there was ice on the hockey rinks. The pleasure rinks were melted. It was a good season.
B. Rambling River Park Improvements
City council discussed use of the American Rescue Act Plan (ARPA) funds at their March 7 work
session. No decisions were made on the spending of the funds. Directed staff to review a
facility analysis from 2017 to see if any of the projects could be funded. Director Omlid is
getting an updated quote on a different playground and engineered wood fiber. Facilities and
Parks Supervisor Pire and Director Omlid are attending a tennis court design seminar tomorrow
(March 10). Still hoping to fix the tennis courts this year.
C. Flagstaff Meadows Park Master Plan
Director Omlid is expecting three concept plans for Flagstaff Meadows Park this week. Staff and
Crabtree will meet to discuss the concept plans. Hopefully, a park master plan will be shown to
the parks and recreation commission at their April meeting.
D. Food Truck Event with Empire Township Parks and Recreation Commission
Recreation Supervisor Ryan Hayes and Director Omlid met with Empire Parks and Recreation
Commission February 28 to discuss a food truck event at the Stelzel Ball Fields in Empire. A
tentative date of Friday, May 20 from 5:00 – 8:00 p.m. was scheduled for a “grab and go” food
truck night. Empire Township will submit the date on the MN Food Truck Association website to
seek vendors.
E. Highway 3/County Road 66 Roundabout
Director Omlid provided an overview of the timeline for the Highway 3/County Road 66
roundabout. Trees on the west side of Highway 3 will be cut down middle to end of March. Off
road work will start June 1 with July 5 the first day Highway 3 is closed. The project is
anticipated to last three months.
IX. Meeting Agenda Topics
The following items were tentatively identified by the Commission for its April 13 meeting agenda:

The C ity acquired property in the Rege(a F ields and W hispering F ields developments for a neighborhood
park through the park dedicaon proces s . O ne of commis s ion’s 2021 w ork plan goals was to begin the
proces s to complete a mas ter plan for F lags taff Meadows Park. W S B w as approved by city council at its
November 15, 2021 meeng to collaborate w ith the city to develop the park master plan.
S taff received three concept plans from W S B in mid-March. S taff and commission member Crabtree met
to dis cus s the three concept plans w ith the goal of ge3ng to a preferred plan. A preferred concept plan
w as idenfied w ith s ome potenal changes . D irector O mlid and commission member Crabtree met w ith
W S B to discuss the preferred concept plan and sugges ted changes . W S B took this informaon and
updated the concept plan.
The current park has tw o s torm w ater bas ins and walking trail. The park als o contains several ulies
corridors restricng development of certain elements over or near thes e easements . Key amenies
idenfied for this park include w alking trails / loops , nature play area (non-tradional playground), picnic
area, unique play features (challenge course), and tree planngs .
The propos ed dra8 concept plan includes the highly des ired elements w ith cons ideraon of s ite views,
ulity eas ements, s torm w ater bas ins , and other s ite features. The northern area of the park w ill
pres erve the large green space which can be used for a variety of program us es as w ell as leisure play.
The southern poron of the park will contain the picnic area and s tructured play elements. These are
near the trail connecon to the neighborhood w ith more pas s ive us e elements around the further extents
of the park. I n addion, several s mall trail s egments are propos ed to provide w alking loops within the
park along with benches.
Consideraons have also been accounted for related to future expans ion of the park as land to the wes t
develops and addional park dedicaon lands are incorporated. I mprovements on thes e future lands
might include parking, hard court play areas, and/or other unique park opportunies .

concept plan w ill be presented at the commission meeng on A pril 13, 2022.
Commission members s hould be prepared to review the preferred dra8 concept plan, ask any quesons

The city is planning to hold a referendum in 2022 to acquire the funds to start building the J im Bell Park
and P res erve. To prepare for the referendum, the park master plan needs to be updated.
City council at their D ecember 6, 2021 meeng approved the hiring of H oisington Koegler G roup I nc.
(H KG i) to develop the mas ter plan for the J im Bell Park and P res erve. The kick-off meeng with staff and
H KG i w as held January 19, 2022 and the finalized mas ter plan will be pres ented to city council at their
June 20, 2022 meeng.
S ince the parks and recreaon commis s ion’s last meeng on March 9, 2022, several tasks have been
s tarted and/or finis hed. The second advis ory commi:ee meeng was held M arch 24, 2022. At this
meeng, H KG i pres ented three concept plans. The advisory commi:ee discussed w hat they liked and
dis liked with each concept plan, w ith the goal of ge<ng to a preferred concept plan. H KG i took this
informaon along w ith feedback from the public engagement phase one to develop a preferred dra=
concept plan and cost es mates . D irector O mlid and C ity A dminis trator Lynn G ors ki met with H KG i staff
to dis cus s the preferred dra= concept plan and cos t esmates.
H KG i w ill be presenng the preferred dra= concept plan and potenal costs to city council at their A pril
18, 2022 meeng. The meeng is at 7:00 p.m.
H KG i is to email staff the preferred dra= concept plan and cost es mates by A pril 12, 2022. Thus , the
preferred dra= concept plan and cost es mates w ill be available at the commis s ion meeng on A pril 13,
2022.
D irector O mlid will provide an update of the proces s and what’s upcoming in A pril and M ay.
Commission members s hould be prepared to lis ten to the updates , as k any ques ons they have, and
provide feedback on the preferred dra= concept plan and potenal cos ts .

FARMINGTON PARKS AND RECREATION COMMISSION
2022 WORK PLAN
Goal #1: Provide to the City Council a recommended 2023-2027 capital improvement plan for
the park improvement fund.
Objectives:
1. By April 1, the Commission will have discussed and identified a preliminary list of five-year
capital improvement projects for the park improvement fund that will include a list of parks,
costs, and schedule to be completed in the years 2023 to 2027.
2. By June 1, the Commission will finalize the five-year capital improvement projects for the years
2023-2027 and make a recommendation to the City Council for approval.
3. By December 31, the improvement projects recommended for funding from 2023-2027 will be
included in the City Council’s approved 2023 final budget.
Goal #2: Participate in a parks and facilities tour with the Rambling River Center Advisory
Board and City Council.
Objectives:
1. By March 1, the Commission, Advisory Board and City Council will have identified a date to
have a tour.
Status: Completed. August 3, 2022 has been set for the tour.
2. By May 1, a draft list of parks and facilities to tour will be reviewed by the Commission.
Status: Completed. A draft list was completed at the February 9 meeting.
3. By June 1, a final list of parks and facilities to tour will be approved by the Commission.
4. By October 1, a parks and facilities tour will have occurred.
Goal #3: Participate in a work session with City Council.
Objectives:
1. By February 1, a date to have a work session with City Council will be identified.
2. By May 1, a list of work session topic(s) will be approved by the Commission.
3. By October 1, a work session with City Council will have occurred.
Goal #4: Work with WSB to create a park master plan for Flagstaff Meadows Park and to
construct improvements in the park based on the master plan.
Objectives:
1. By March 1, a preliminary draft master plan for the park will be reviewed by the Commission
and feedback given to the consultant on any revisions to be made to the master plan.
2. By May 1, a final master plan will have been reviewed by the Commission and a
recommendation for approval forwarded to the City Council.
3. By July 1, City Council will have approved a master plan for the park.
4. By October 1, construction of the park will have started.
5. By December 31, improvements that were identified to be completed in 2022 will be finished.
Goal #5: Identify Bike Pedestrian Plan Priorities to Accomplish in 2022.
Objectives:
1. By March 31, the Commission will review the priorities identified in the Bike Pedestrian Plan.
Status: Completed. The priorities were reviewed at the March 9 meeting.
2. By May 1, the Commission will have developed and approved a list of priorities to work on and
complete in 2022.
3. By December 31, Commission members will have worked with staff to accomplish the Bike
Pedestrian Plan priorities it identified to complete.
Goal #6: Participate in the process of making improvements at Rambling River Park.
Objectives:
1. By February 1, the Commission will have given input on the improvements (i.e. playground
equipment, tennis courts / pickleball courts, etc.) to be completed.
2. By March 1, the Commission will have reviewed and approved the playground equipment and
other improvements and recommend to the City Council to approve.
3. By May 1, the City Council will have approved the purchase and labor for the construction of
the improvements.
4. By August 31, construction of improvements will be completed and a ribbon cutting will have
occurred.
Goal #7: Participate in Master Planning Process and Referendum to Develop Jim Bell Park and
Preserve.
Objectives:
1. By January 15, the Commission will have decided who they want to represent them on the
advisory committee.
Status: Completed. At its December 8, 2021 meeting, commission approved Putt to represent
them on the advisory committee and Caron to be the alternate.
2. By February 1, Commission members will have reviewed a draft resident survey instrument
and provided feedback to staff about the questions.
Status: Completed. At its January 12, 2022 meeting, commission reviewed the draft survey
and provided feedback and suggestions.
3. By March 15, Commission members will have seen the results of the resident survey.
Status: Completed. The results were shared at the March 9 meeting.
4. By April 15, Commission members will have seen a draft master plan.
5. By June 8, Commission members will have seen the final master plan with cost estimates.
6. By July 15, Commission will have made a recommendation to City Council to move forward
with a referendum in November 2022.
Goal #8: Continue to build and strengthen relationships with Empire Township’s Park and
Recreation Commission (ETPRC).
Objectives:
1. By July 1, a date for the joint meeting with ETPRC will be set.
2. By August 1, discuss and formulate a list of discussion topics for a joint meeting agenda with
ETPRC.
3. By September 1, approve a list of discussion topics for a joint meeting agenda with ETPRC.
4. By December 1, a meeting will have been held with ETPRC.
Goal #9: Receive periodic presentations from each of the parks and recreation department’s
professional staff members about programs, parks, facilities and trails and a presentation from
the Planning Manager on new housing and business developments.
Objectives:
1. By May 1, the Commission will have received a presentation by professional staff members of
the Department’s 2021 Annual Report.
Status: Completed. The annual report was presented at the March 9 meeting.
2. By June1, Commission members will have received a presentation from staff on the results of
the Schmitz-Maki Arena’s winter ice season.
3. By July 1, Commission members will have received a presentation from the Planning Manager
on current and future developments.
4. By August 1, Commission members will have received a presentation from staff on the first half
operations of the Rambling River Center.
5. By October 1, Commission members will have received a presentation from staff on the results
of the summer programs offered.
6. By November 1, Commission members will have received a presentation from staff about the
spring turf season and summer ice season.
7. By November 1, the Commission will have received a presentation from staff about
maintenance and improvements to parks and trails.
