I. Call Meeting to Oder
Chair Caron called the meeting to order at 7:00 p.m. Quorum was present.
II. Approval of April 13, 2022 Meeting Agenda
Moved by Crabtree and seconded by Koss to approve the meeting agenda. All persons in favor (APIF).
Motion carried.
III. Approval of March 9, 2022 Regular Meeting Minutes
Moved by Putt and seconded by Crabtree to approve the meeting minutes with no revisions. APIF.
Motion carried.
IV. Presentations
A. Public Comments
There were no public comments shared at the meeting.
B. Residential and Business Developments Report
Planning Manager Tony Wippler did a presentation on current and future residential and
business developments.

VI. Discussion Items
A. Flagstaff Meadows Park Master Plan
The draft master plan of the park and costs estimates were reviewed and discussed.
Feedback on the plan included:
• Like shape of park better than thought would
• Expand nature playground
• Remove challenge course; look at for another park
• Show as much land as possible to the west for future park
• Too many trees; remove some especially those near trails
• Are natural benches a possibility?
• Reduce the number of picnic tables
• Shade structure to block west sun
• Install natural barrier (to slow kids down) to the stormwater pond to the south
B. Jim Bell Park and Preserve Master Plan
The draft concept plan and potential capital development costs were reviewed and
discussed. Feedback included:
• Skate park and bike skills park is necessity as have nothing for teens to do
• Dog park is a draw
• Not sure about splash pad; prefer above the ground spray features
• Like the plaza/amphitheater for events (i.e., music, farmer’s market)
• Prefer the picnic pavilion to be an inside facility; rentable; could potentially double
as warming house in winter
• Revenue generating facilities (fields, shelter, amphitheater, pavilion, dog park)
• Grants potentially available for some of the amenities
• Capital development costs too much in present time
• Scale back a bit as financial number is too big; want it to pass and not fail again
• No draw for someone without kids; the focus is on kids and sports
• What is the economic impact for community?
• Look at existing parks to add some of these amenities (i.e., skatepark, splash pad)
• Prefer to put splash pad downtown
C. Review 2022 Work Plan Progress
Review of the 2022 work plan progress was postponed to the May meeting.
VII. Commission Roundtable
Koss: Lakeville Parks and Recreation installed adult changing tables in their restrooms.
Crabtree: Didn’t have anything to share.
Caron: Didn’t have anything to share.
Putt: Didn’t have anything to share.
McMillen: The Liquor Stores are hosting a wine tasting tomorrow (April 14) from 6:00 – 8:00 p.m. at
Farm Town Brew Hall with the proceeds going to the Rambling River Center to put towards the purchase
of a new passenger van.
VIII. Staff Report/Updates
Director Omlid provided information on the following:
A. Food Truck Event with Empire Township Parks and Recreation Commission
The event will be held Friday, May 20 from 5:00 – 8:00 p.m. at the Stelzel Ball Fields in Empire
Township. Have approximately six food trucks so far. Staff is creating a flyer so both entities
can promote the event.
B. Parks Maintenance Workers
City council approved the addition of two full-time parks maintenance workers. The last time a
full-time parks maintenance worker was added was 2006 and this position works six months in
parks maintenance and six months in facility maintenance.
C. Emerald Ash Borer (EAB) in Parks
Parks and recreation staff identified trees in Hill Dee Park infected with Emerald Ash Borer
(EAB). These trees will be cut down in April and will be noticeable missing as large trees. There
are trees in Rambling River Park that have EAB as well.
D. Federal Regional Solicitation Grant Application for North Creek Greenway Regional Trail:
Downtown Farmington to 199th St. W.
Parks and recreation applied for a regional solicitation grant to complete the final gap in the
North Creek Greenway Regional Trail in Farmington. This 1.3-mile trail would start behind
Dodge Middle School and would end at 199th St. W. Although have applied for this grant
multiple times before and haven’t scored high enough to be funded, staff is hopeful it will be
this time as more funding is available.
E. Rambling River Center Upcoming Events
There are several events coming up benefitting the Rambling River Center including:
• Arts and crafts fundraiser: Saturday, April 30 from 9:00 a.m. – 2:00 p.m. at the
Schmitz-Maki Arena
• VFW steak fry: Saturday, May 21 from 5:00 – 8:00 p.m. The cost is $15 which includes a
Von Hanson’s grilled steak, baked potato, salad, and dessert.
• Kiss the Pig: Saturday, June 25 at 4:00 p.m. on outdoor stage on Oak St.
• 40th Anniversary Celebration: Thursday, September 22; having a hog roast luncheon
F. Pond and Park Cleanup
Pond and Park Cleanup is Saturday, May 7 from 9:00 – 11:00 a.m.
G. Dew Days
Dew Days will be Thursday – Sunday, June 23 – 26.

O ne of the goals commis s ion has in its 2022 work plan is to recommend to the city council a five-year
(2023-2027) Capital I mprovement P lan (C I P ) for the Park I mprovement F und.
I ncluded in the packet is a dra. 2023-2027 Park I mprovement F und C I P. The five-year C I P is annually
included in the approved final budget. The C I P expens es and revenues are esmated numbers based on
project costs bas ed on recommended park improvements and idenfied revenue sources over the next
five years .
The dra. 2023-2027 C I P s how s the city parks that w ill receive improvements over the next five years .
The dra. C I P s how s a negave fund balance to cover the cos t of future capital improvements in parks
s tarng in 2027.
Beginning in 2023, the city will start the next round of review ing parks for redevelopment based on a 20-
year replacement schedule. Meadowview Park would be first as improvements were last made in 2003. A
discussion should occur to make sure commission is sll comfortable with using this strategy.
The commission should review the dra. C I P prior to the meeng. Then during the meeng there s hould
be discussion about any revisions the commis s ion feels s hould be made to the plan. O nce the
commis s ion is comfortable w ith the plan, it should approve the recommended plan so it can be included
in the park and recreaon’s 2023 and 2024 requested budgets .

FARMINGTON PARKS AND RECREATION COMMISSION
2022 WORK PLAN
Goal #1: Provide to the City Council a recommended 2023-2027 capital improvement plan for
the park improvement fund.
Objectives:
1. By April 1, the Commission will have discussed and identified a preliminary list of five-year
capital improvement projects for the park improvement fund that will include a list of parks,
costs, and schedule to be completed in the years 2023 to 2027.
2. By June 1, the Commission will finalize the five-year capital improvement projects for the years
2023-2027 and make a recommendation to the City Council for approval.
3. By December 31, the improvement projects recommended for funding from 2023-2027 will be
included in the City Council’s approved 2023 final budget.
Goal #2: Participate in a parks and facilities tour with the Rambling River Center Advisory
Board and City Council.
Objectives:
1. By March 1, the Commission, Advisory Board and City Council will have identified a date to
have a tour.
Status: Completed. August 3, 2022 has been set for the tour.
2. By May 1, a draft list of parks and facilities to tour will be reviewed by the Commission.
Status: Completed. A draft list was completed at the February 9 meeting.
3. By June 1, a final list of parks and facilities to tour will be approved by the Commission.
4. By October 1, a parks and facilities tour will have occurred.
Goal #3: Participate in a work session with City Council.
Objectives:
1. By February 1, a date to have a work session with City Council will be identified.
Status: Completed. April 25 was identified to have a work session with city council.
2. By May 1, a list of work session topic(s) will be approved by the Commission.
Status: Completed. The Jim Bell Park and Preserve draft concept and potential development
costs were identified and approved as the work session topic.
3. By October 1, a work session with City Council will have occurred.
Status: Completed. A work session was held on April 25, 2022.
Goal #4: Work with WSB to create a park master plan for Flagstaff Meadows Park and to
construct improvements in the park based on the master plan.
Objectives:
1. By March 1, a preliminary draft master plan for the park will be reviewed by the Commission
and feedback given to the consultant on any revisions to be made to the master plan.
Status: Completed. A preliminary draft master plan with cost estimates were reviewed by the
Commission at its April 13 meeting.
2. By May 1, a final master plan will have been reviewed by the Commission and a
recommendation for approval forwarded to the City Council.
3. By July 1, City Council will have approved a master plan for the park.
4. By October 1, construction of the park will have started.
5. By December 31, improvements that were identified to be completed in 2022 will be finished.
Goal #5: Identify Bike Pedestrian Plan Priorities to Accomplish in 2022.
Objectives:
1. By March 31, the Commission will review the priorities identified in the Bike Pedestrian Plan.
Status: Completed. The priorities were reviewed at the March 9 meeting.
2. By May 1, the Commission will have developed and approved a list of priorities to work on and
complete in 2022.
3. By December 31, Commission members will have worked with staff to accomplish the Bike
Pedestrian Plan priorities it identified to complete.
Goal #6: Participate in the process of making improvements at Rambling River Park.
Objectives:
1. By February 1, the Commission will have given input on the improvements (i.e. playground
equipment, tennis courts / pickleball courts, etc.) to be completed.
2. By March 1, the Commission will have reviewed and approved the playground equipment and
other improvements and recommend to the City Council to approve.
3. By May 1, the City Council will have approved the purchase and labor for the construction of
the improvements.
4. By August 31, construction of improvements will be completed and a ribbon cutting will have
occurred.
Goal #7: Participate in Master Planning Process and Referendum to Develop Jim Bell Park and
Preserve.
Objectives:
1. By January 15, the Commission will have decided who they want to represent them on the
advisory committee.
Status: Completed. At its December 8, 2021 meeting, commission approved Putt to represent
them on the advisory committee and Caron to be the alternate.
2. By February 1, Commission members will have reviewed a draft resident survey instrument
and provided feedback to staff about the questions.
Status: Completed. At its January 12, 2022 meeting, commission reviewed the draft survey
and provided feedback and suggestions.
3. By March 15, Commission members will have seen the results of the resident survey.
Status: Completed. The results were shared at the March 9 meeting.
4. By April 15, Commission members will have seen a draft master plan.
Status: Completed. A draft concept plan was shown and discussed at the April 13
commission meeting.
5. By June 8, Commission members will have seen the final master plan with cost estimates.
6. By July 15, Commission will have made a recommendation to City Council to move forward
with a referendum in November 2022.
Goal #8: Continue to build and strengthen relationships with Empire Township’s Park and
Recreation Commission (ETPRC).
Objectives:
1. By July 1, a date for the joint meeting with ETPRC will be set.
2. By August 1, discuss and formulate a list of discussion topics for a joint meeting agenda with
ETPRC.
3. By September 1, approve a list of discussion topics for a joint meeting agenda with ETPRC.
4. By December 1, a meeting will have been held with ETPRC.
Goal #9: Receive periodic presentations from each of the parks and recreation department’s
professional staff members about programs, parks, facilities and trails and a presentation from
the Planning Manager on new housing and business developments.
Objectives:
1. By May 1, the Commission will have received a presentation by professional staff members of
the Department’s 2021 Annual Report.
Status: Completed. The annual report was presented at the March 9 meeting.
2. By June1, Commission members will have received a presentation from staff on the results of
the Schmitz-Maki Arena’s winter ice season.
3. By July 1, Commission members will have received a presentation from the Planning Manager
on current and future developments.
Status: Completed. The current and future residential and business developments was
presented at the April 13 meeting.
4. By August 1, Commission members will have received a presentation from staff on the first half
operations of the Rambling River Center.
5. By October 1, Commission members will have received a presentation from staff on the results
of the summer programs offered.
6. By November 1, Commission members will have received a presentation from staff about the
spring turf season and summer ice season.
7. By November 1, the Commission will have received a presentation from staff about
maintenance and improvements to parks and trails.
