Minutes from the February 9, 2022 Regular Meeting
Members Present: Katharine Caron, Elizabeth Koss, Ashley Crabtree, David McMillen, and Katie Putt

I. Call Meeting to Oder
Chair Crabtree called the meeting to order at 7:00 p.m. Quorum was present.
II. Approval of February 9, 2022 Meeting Agenda
Moved by Koss and seconded by Caron to approve the meeting agenda. All persons in favor (APIF).
Motion carried.
III. Introduction of New Parks and Recreation Commission Member
David McMillen Introduced himself as the new member of the commission. Other commission
members introduced themselves to David.
IV. Approval of January 12, 2022 Regular Meeting Minutes
Moved by Putt and seconded by Caron to approve the meeting minutes with no revisions. APIF. Motion
carried.
V. Presentations
A. Public Comments
There were no public comments shared at the meeting.
VI. Business Items
A. Chair and Vice-Chair Elections
Chair Crabtree nominated Caron for the chair position and seconded by Putt. All persons in
favor (APIF). Motion carried.
Newly elected Chair Caron asks if there are any nominations for the vice-chair position.
McMillen expressed interest in the vice-chair position and nominated himself. Caron seconded
McMillen for the vice-chair position. All persons in favor (APIF). Motion carried.
VII. Discussion Items
A. Review 2022 Work Plan Progress
Chair Caron reviewed the goals and objectives of the 2022 work plan. There was discussion
regarding possible stops for Goal #2 Participate in a parks and facilities tour with Rambling
River Center Advisory Board and City Council. Possible stops identified include Jim Bell Park
and Preserve, Rambling River Park, Evergreen Knoll Park, Sunny Hills Park, and Mystic
Meadows trails.
B. Flagstaff Meadows Park Master Plan
Director Omlid provided an update on the neighborhood master planning open house on
January 22. The turnout was good and an additional 13 people completed the online
survey. Commission member Crabtree provided an update on the public engagement recap
meeting this morning with city staff and WSB. Commission members preferred the park to
be for all ages and include inclusive swings.
C. Jim Bell Park and Preserve Master Plan
Director Omlid updated the commission on the city staff meeting with HKGi to kick-off the
process to develop the park master plan. The first advisory committee meeting,
representing different organizations and residents, was held February 3. The parks and
recreation survey was posted to Facebook and the city’s website February 3 and to-date
1,900+ have been completed. The survey will be in the Spring Currents which will be
delivered to homes by February 14. The deadline to complete the survey is March 6. HKGi
will provide two more opportunities for public engagement including a Social PinPoint
website where residents can provide comments.
VIII. Commission Roundtable
Koss: Didn’t have anything to share.
Crabtree: Mentioned archery range wasn’t included on the Parks and Recreation Survey. Could use
haybales and have participants bring their own targets similar to neighboring communities. Is Evergreen
Knoll Park an option or are there other locations in the park system to consider. This is also an option
for future programming with archery lessons.
Caron: Didn’t have anything to share.
Putt: Didn’t have anything to share.
McMillen: Asked how much the liquor stores give back to parks and recreation as the liquor stores are
hosting a wine tasting tomorrow night (February 10), 6 – 8 p.m. at Farmington Brew Hall. Thanked city
council for the reappointment to the parks and recreation commission and looking forward to working
with everyone.
IX. Staff Report/Updates
Director Omlid provided information on the following:
A. Outdoor Rinks and Warming Houses
The warming houses are scheduled to be open through February 21 weather permitting. Since
the warming houses didn’t open until late December, they will remain open through February
27 weather permitting. It has been a good season thus far.
B. North Creek Greenway Trail Project
Dakota County, in conjunction with the cities of Lakeville and Farmington, hired SRF to complete
the final design of the North Creek Greenway trail. The trail will start at 173rd St. W. in Lakeville
and will end just past 189th St. W. in Farmington. Sixty-percent design is anticipated to be
completed by mid-February. The trail could be built in 2022, but likely will be 2023.
C. Spruce Street Reconstruction
Spruce Street will be reconstructed this summer or fall. As part of the project, the west parking
lot at the Schmitz-Maki Arena will be reconstructed along with the sidewalks, paving a parking
lot to the east of the arena, and adding a drop-off lane. In addition, parking lots at Feely Fields
and Rambling River Park will be redone.
Commission members asked about the Highway 3 / County Road 66 project. Director Omlid will
get more information and provide an update in March. A question was asked regarding the
status of the playground equipment at Rambling River Park. Director Omlid responded staff will
hopefully be presenting to City Council in March the recommended projects to fund with
American Rescue Plan Act (ARPA) funds.
X. Meeting Agenda Topics
The following items were tentatively identified by the Commission for its March 9 meeting agenda:

Moved by Koss and seconded by Putt to adjourn the meeting. APIF. Motion Carried. The meeting was
adjourned at 8:16 p.m.
