I. Call Meeting to Oder
Chair Crabtree called the meeting to order at 7:00 p.m. Quorum was present.
II Approval of September 8, 2021 Meeting Agenda
Moved by Koss and seconded by Caron to approve the meeting agenda. All persons in favor (APIF).
Motion carried.
Katie Putt introduced herself as this was her first commission meeting. Commission members and
Recreation Supervisor Kohlbeck introduced themselves.
III. Approval of July 14, 2021 Regular Meeting Minutes
Moved by Caron and seconded by Koss to approve the meeting minutes with no revisions. APIF.
Motion carried.
IV. Presentations
A. Public Comments
There were no public comments shared at the meeting.
B. Rambling River Center Operations Report
Recreation Supervisor Missie Kohlbeck shared information and numbers for program
participation, rentals, and memberships at the Rambling River Center (RRC). This included
annual numbers from January 2017 through August 2021.
Koss asked what the biggest barrier to going to the RRC is, transportation? Kohlbeck stated it is
for some, but getting connected with people and letting them know we are in town is a barrier.
Word of mouth is big way we get new members.
Crabtree asked how our membership fees compare to neighboring communities. Lakeville’s
membership fee is $18 and their building is probably most similar to the RRC. Rosemount
doesn’t charge a fee, but has a senior club. Northfield’s membership fee is a sliding scale by
income up to $250/year. They have a warm water pool. There is some overlap with members
as some belong to multiple centers.
Senior Center Month is September with this year’s theme being “Mind, Body, Spirit, and
Community”. Friday, September 24 is an open house with treats and coffee starting at 12:30
p.m. and a speaker at 1:30 p.m.
Recreation Supervisor Kohlbeck left the meeting at 7:30 p.m.
V. Business Items
A. Parks and Recreation Commission Photos
The commission decided to do a group photo instead of individual photos and will do this at the
October 11 meeting.
B. Meeting with Empire Township’s Parks and Recreation Commission
Empire Parks and Recreation approved the agenda topics and meeting date of October 11 at
7:00 p.m. at their September meeting. Moved by Koss and seconded by Caron to approve the
meeting agenda and date. APIF. Motion carried.
VI. Discussion Items
A. Review Parks and Facilities Tour with Rambling River Center Advisory Board and City
Council
Crabtree thought the tour went well with good questions at Flagstaff Meadows Park and the
park at Fairhill Estate at North Creek development. Koss stated she thought the Schmitz-Maki
Ice Arena looked good as there has been a number of improvements in the facility and was nice
to see. The parking lot improvements in 2022 are also very needed. Koss also mentioned
thought it would be good to stop by Depot Way Arts Park as some of the sculptures are rusting.
We need to add amenities in our parks for adults without children. Overall, the consensus was
the parks and facilities tour was beneficial and should be continued.
B. Review 2021 Work Plan Progress
Chair Crabtree reviewed the 2021 work plan goals and objectives. Director Omlid provided an
update on Goal #4: Work with the developer to name the neighborhood park in the Fairhill
Estate at North Creek development. The developer had staffing conflicts with the fall Parade of
Homes and COVID-19 event protocols, thus, the contest to name the park was changed from an
in-person event to emailed survey. The survey has already been emailed and submitted names
are due by September 15.
VII. Commission Roundtable
Koss: Didn’t have anything to share.
Caron: Mentioned about 206th Street crossing Pilot Knob Road to get to the trail and how dangerous it
is. Said there have been a number of bad accidents at this location as the road curves along with a hill
and the speed limit is 55 MPH. Has noticed a number of people including children trying to cross there
to get on the trail. Asked if anything in this area has been looked at for pedestrian safety. Director
Omlid said she would look into this and report back.
Crabtree: Asked if the Parks and Recreation Department is short staffed as saw comments on Facebook
regarding mowing along a sidewalk on Spruce St. in a new development and a neighbor asked about
Prairie Pines Park. Director Omlid shared all of the seasonal staff are done for the year, so mowing is
now fully completed by full-time staff. It is still the developer’s responsibility to mow in the new
development and he has until Friday to complete this. Staff is trying to catch up on mowing in the parks.
Putt: Didn’t have anything to share.
VIII. Staff Report/Updates
Director Omlid provided information on the following:
A. Dew Days
Dew Days is Saturday, September 18 downtown. Parks & Recreation will be hosting a number of
activities including Koo Koo Kangaroo, Kiss the Pig, and a movie, Trolls – World Tour, in the park.
There will also be food trucks, bingo, bags tournament, and kid’s games.
B. Pickle Ball Courts
The School Distract and Parks and Recreation are exploring pickle ball courts at Dodge Middle
School. This would include converting the tennis courts to pickle ball courts. The School District
was going to reach out to an architect to get a cost estimate and potential court layout.
C. Rambling River Park
A consultant did a playground safety inspection on three of the play structures at Rambling River
Park. Will keep commission posted on the results. Staff has met with a playground
representative on new equipment and relocating the playground south of the tennis courts to
move out of the typically flooded area.
D. Sign Code and Advertising on Ball Fields
If commission is interested in advertising on ball field fences, the sign code would need to be
amended. There was consensus to discuss this at the November meeting.
E. Flagstaff Meadows Park
Parks & Facilities Supervisor Pire and Director Omlid met with three landscape architecture firms
regarding Flagstaff Meadows Park. Information was presented regarding the firms, their
process, and similar projects they have done. Pire and Omlid took them to the park to see the
site. The three firms will be submitting a proposal. The goal is to hire a firm and start master
planning the park this fall.
F. Community Survey
Director Omlid had a virtual meeting with Hoisington Koegler Group Inc, the landscape architect
firm that did the master plan for Jim Bell Park. The recommendation was to do the community
survey in the year the referendum is going to be held. Thus, the survey should be done in
February in conjunction with the spring edition of the Farmington Currents.
G. Yoga in the Park
This free class is being held Tuesdays, August 24 – September 28, at 6:00 p.m. at Rambling River
Park. The first three weeks have seen in an increase in participation numbers.
H. Vita Attiva Development
At its May 12, 2021 meeting, commission approved the park, trail, and sidewalk plan for the Vita
Attiva development. This included a recommendation by staff of five lots on the southeast
corner of the development be dedicated as a public park, because of a regional trail that will be
constructed in the future just to the south. However, this was prior to the developer receiving
the results of the wetland study. The study showed the aforementioned five lots were not in
the wetland, but buildable lots. Thus, instead of taking any park land as dedication the city will
take cash in lieu of the land.
Discussion took place regarding meeting prior to the joint meeting with Empire Township’s Parks and
Recreation Commission on October 11. The naming of the park at Fairhill Estate at North Creek and park
dedication along with the commission photo could be on the agenda. Director Omlid will let the
commission know if need to meet at 6:00 p.m. on October 11.

The city acquired property in the Fairhill Estate at North Creek development for a neighborhood park
through the park dedicaon process. The commission is responsible for choosing and recommending to
City Council a name for any new city park.
The commission at its January 8, 2020 meeng approved having a contes t for the public, specifically, the
neighborhood in the development to name the park. The park naming contest was then postponed w ith
the goal of waing unl the development was 50% cons tructed. The park naming contest was held prior
to the development being 50% cons tructed as the plan is for the park to be constructed this fall. The
naming contes t included the follow ing:

The two developers in the Fairhill Es tate at North C reek development emailed the s urvey link to residents
and those building within the development. The survey link opened A ugust 30, 2021 and closed
S eptember 15, 2021. I ncluded in the packet is a list of the 35 names submi!ed. The people who
s ubmi!ed each of the park names are not idenfied to remove any potenal conflict of interes t and/or
bias.
A ls o a!ached is the City P roperty Naming Policy. I n accordance with this policy, the commission will
review the names s ubmi!ed at their O ctober 11, 2021 meeng and narrow the lis t of pos s ible names to
no more than five, but no les s than three pos s ible names . Then at their November 10, 2021 meeng,
commis s ion w ill s elect a name for the park and make a recommendaon to city council to approve the
name.
Commission members s hould review the naming policy and come to the meeng prepared to discuss
their favored park names . C ommis s ion members should then narrow the lis t by moon to betw een three

CITY PROPERTY NAMING POLICY
I. PURPOSE
The purpose of this policy is to identify how a City of Farmington (the City) park, facility, trail
or athletic field (collectively known as city property) will be named. Creating this policy will
provide guidance to City staff members not only on naming property but also on how to address
a naming request.
II. DEFINITONS
For the purposes of clarifying key words in this policy, the following definitions are being used:
Park: Public green space used for recreational purposes.
Facility: A structure that is built from materials and serves a particular public purpose
Trail: A path either paved or unpaved that is constructed for purposes of recreational uses such
as for biking or walking
Athletic Field: A playing field or a piece of land prepared for playing a game or sport.
Criteria: Certain requirements needing to be met before consideration is given to naming city
property.
Property Naming Request Form: A form used to submit a request to name a city property after
an individual, a family, a former employee or an organization.
III. POLICY
Periodically there is a need to identify, by name, property that is either acquired or currently
owned by the City. Additionally and occasionally the City receives a request to name a city
property after a certain individual, a family, former city employee, organization, etc (collectively
known as a “specific Party”). In order to more effectively review the naming process and address
these requests, the City has created a policy on the naming of city property. This policy identifies
the criteria upon which a city property will be named. It also identifies when consideration will
be given and what criteria needs to be met in order for a city property to be named after a
specific Party. Finally, the policy exists in order for city property to be named carefully and with
permanent intent.
City Property Naming Criteria
It shall be the city’s policy to use one or more of the following criteria when naming a city
property:
The neighborhood or subdivision name in which the city property is located
An adjacent street name that is identified with the park
The name of the nearest local point of interest or landmark
The name of an adjacent or nearest stream, creek or body of water
The name of some topographic feature that exists on the city property
The name of a historical occurrence associated with the area indigenous to Farmington
Based on an impression of the property such as vegetation, dominate feature or area
ecology
Avoidance of similar names of existing property names (i.e. school names, park names,
other building names) should be considered when naming a city property
The name can be associated with a specific Party but only after careful evaluation and
deliberation is given and if one of the following is met
a. City employee who has made a significant contribution to the community through
their work as an employee
b. A long-time resident of the community who has been elected and served on the
City Council or has been appointed and served on either the Parks and Recreation
Commission (PRC) or Rambling River Center Advisory Board (RRCAB)
c. A long-time resident of the community who has made significant contributions to
the City through their volunteerism
d. A family who has resided in Farmington for at least one hundred years
e. An individual, family or organization that supported the project financially
Decision Making Process to Name a City Property When Not Naming it for a Specific Party
In order to successfully handle, navigate the naming process and make decisions to name city
properties, the following steps must be taken in order for city property to be named.
1. If no request is made to name a city property after a specific Party, a list of possible
names is compiled by city staff members and should be compiled using the following
possible methods:
Through separate brainstorming sessions by city staff, PRC and RRCAB
From surveys of residents living in the neighborhood where the park is located
Solicitation from students of the closest school
Public naming contest
2. Once a list of possible names is compiled, the PRC will narrow the list of possible names
(the RRCAB will narrow names associated with the Rambling River Center and will
forward the narrowed list to PRC) to no more than five but no less than three possible
names.
3. At the next regularly scheduled meeting of PRC will select a name for the city property
and make a recommendation to the City Council to officially approve the name.
4. The City Council will then either approve or deny the recommended name for the city
property.
City Property Naming Process When Naming after a Certain Party
In order to successfully handle, navigate the naming process and make decisions to name a city
property after a certain Party, the following steps must be taken in order for city property to be
named after a certain Party:
1. Submit a City Property Naming Request Form to the Parks and Recreation Director at
least one week prior to the regularly scheduled monthly PRC meeting (or one week
before the RRCAB meeting if applicable).
2. If the name is applicable to the Rambling River Center, the Parks and Recreation Director
and/or Recreation Supervisor will bring the naming request to the next regularly
scheduled monthly meeting of the RRCAB and the RRCAB members will be requested
to approve the name and forward a recommendation to the PRC for approval.
3. The Parks and Recreation Director will provide a recommended name for the property
and request PRC at its regular monthly meeting to approve the name and forward a
recommendation to the City Council for approval.
4. The PRC will then review the recommended name and either select the name that is
recommended, or come up with its own name and forward it to the City Council for
approval.
5. The City Council will then either approve or deny the name for the city property.
Purchase and Installation of City Property Name Signage
If the City initiates the process of naming city property, it will cover the cost of the purchase and
installation of the necessary signage. When someone other than the City initiates the process to
name a city property after a certain party, the City may require the individual or group making
the request to pay for the cost to purchase and install the new signage.

At the A pril 14, 2021 meeng, it w as decided, becaus e of the C O V I D -19 pandemic, to take individual

on the city ’s webs ite. H owever, at its S eptember 8, 2021 meeng, commission decided to take a group
photo ins tead.
The full commission was n’t present at the S eptember 8 meeng, so the photo w ill be taken at the O ctober
11, 2021 meeng. O nce the photo is taken, it w ill be emailed to C ommunicaon S pecialis t Lauren
S iebenaler to post to the commis s ion’s page on the city ’s w ebsite.
