I. Call Meeting to Oder
Chair Crabtree called the meeting to order at 6:03 p.m. Quorum was present.
II Approval of October 11, 2021 Meeting Agenda
Moved by Caron and seconded by Putt to approve the meeting agenda. All persons in favor (APIF).
Motion carried.
III. Approval of September 8, 2021 Regular Meeting Minutes
Moved by Putt and seconded by Caron to approve the meeting minutes with no revisions. APIF. Motion
carried.
IV. Presentations
A. Public Comments
There were no public comments shared at the meeting.
V. Business Items
A. 2022 Parks and Recreation Department Fees
Director Omlid reviewed the proposed 2022 department fees and explained the increases for
park development, shelter rentals, and ice rental. There was discussion about changing shelter
rentals from half-day and full-day rentals to a per hour rate as potentially losing rentals. This
will be researched and brought to a future meeting. It was also suggested to offer birthday
party packages with an activity (i.e. yoga, puppet wagon).
Moved by Caron and seconded by Putt to approve the 2022 parks and recreation department
fees and recommend City Council approve the fees. All persons in favor (APIF). Motion carried.
B. Narrow List of Submitted Park Names for Fairhill Estate at North Creek Development
Discussion took place regarding the submitted park names. Moved by Caron and seconded by
Putt to narrow the list of possible of names for the park at Fairhill Estate at North Creek
Development to Carriage Park, Sunny Hills Park, and Clearwater Park. APIF. Motion carried.
Director Omlid asked about updating the City Property Naming Policy to eliminate the narrowing
of the list of possible names to between three and five and then at the next scheduled Parks and
Recreation Commission meeting selecting a name. Commission was supportive of this, so the
policy will be brought to a future meeting.
C. Parks and Recreation Commission Photo
With commission member Koss attending the meeting via phone and a vacancy on the
commission, it was decided to wait until February 2022 to take the photo.
VI. Discussion Items
VII. Commission Roundtable
Koss: Didn’t have anything to share.
Caron: Asked if others had been to Whitetail Park. Liked the nature based climbing structures and
thought we should bring into Farmington parks. Use more of the environment and less metal.
Crabtree: Asked how many calls and/or emails we received regarding some of the playground
equipment at Rambling River Park being removed. Director Omlid stated zero calls and/or emails were
received. Also mentioned when she drives by the Tiger Legacy Learning Center (TLLC), the pickleball
courts are usually full. Koss asked if Community Education receives any complaints from the neighbors
regarding noise. Director Omlid will ask Community Education.
Putt: Didn’t have anything to share.
VIII. Staff Report/Updates
Director Omlid provided information on the following:
A. Halloween Walk
The Halloween Walk is Friday, October 29, 2021 at Dodge Middle School. It will be held outside
behind the school in the bus parking. This is due to COVID-19.
B. Farmington Currents Winter Edition
The winter edition of Farmington Currents will be in homes by November 24. This edition
covers November 24, 2021 – February 10, 2022.
C. Flagstaff Meadows Park
Two proposals have been submitted to master plan the park. Expecting a third proposal soon.
Staff will review and select a consultant. The plan is to start the master planning process this
fall.
D. Crossing at 206th St. W. / 203rd St. W. and Pilot Knob Road
Director Omlid reported she asked the City Engineer and Planning Manager if there had been
any discussion regarding a pedestrian crossing at 206th St. W. or 203rd St. W. and there hasn’t
been. This area wasn’t addressed in the bike-pedestrian plan either. Commission member
Caron asked what she could do to help; was happy to start a petition. It was decided Director
Omlid would follow-up with Dakota County.

Agenda items discussed included:
1. Recent Park and Trail Projects
• Empire Commission shared they are installing new playground equipment at Sach’s Park
• Empire Commission is doing some general trail maintenance due to tree root damage
• Empire Commission shared a project they are most proud and great addition to the community is the
disc golf course
• Farmington Commission shared the developer is working on the park at Fairhill Estate at North Creek
Development, which includes a shelter, playground equipment, trails, grills, and small parking lot
• Farmington Commission mentioned Flagstaff Meadows Park will be master planned this fall and
built in 2022
• Marigold Park and Prairie Pines Park in Farmington were completed in 2019
• There are a number of trails in Farmington that have been damaged by willow roots and will need to
be replaced
2. Future Park and Trail Projects
• Empire Commission will be replacing the playground equipment at Town Hall Park in 2022
• Empire Commission plans to replace the playground equipment at Empire Preserve Park next, but is
a few years out
• Farmington Commission shared that with the Flagstaff Meadows Park development there will be a
trail that connects the park to Farmington High School
• Farmington Commission intends to do a community survey in early 2022 as plan to go for a
referendum to build the Jim Bell Park in phases
3. Current and Future Program Partnerships/Collaborations
• Information was shared about parks and recreation programs offered in Empire Township including
Summer Park Adventure (SPA) and Puppet Wagon
• Empire Commission is interested in partnering on a food truck night at Stelzel Ballfields parking lot
perhaps on a Friday evening in the spring. It was agreed to continue exploring this idea
4. Music/Entertainment in Parks
• Empire Commission shared information about their entertainment, which is held two Sundays a
month at 6:00 or 7:00 p.m. at Town Hall Park and focuses on families
• Farmington Commission mentioned Music in the Park is held the last Wednesday of the month in
summer at Rambling River Park. Two movies in the parks were held with one in July and the second
in September with both focusing on kids. Next year plan to host a family friendly movie to appeal to
a larger audience
5. Stelzel Ballfields Usage
• Empire Commission shared an overview of field usage which includes youth baseball and softball
both renting the fields two nights (M/W & T/TH) a week and some weekend tournaments along with
AAA leagues
6. New Residential/Commercial Developments
• Empire has no residential or commercial projects currently; may eventually have a water treatment
facility built
• Farmington has a number of new housing developments going in now and others anticipated in the
near future. A few new businesses have gone into vacant strip mall locations
7. Empire Township Celebration
• Empire Commission provided information about its annual township celebration in August that
featured activities, free food and entertainment, SWAT Team, and Ladder Truck
• There were more than 550 people who attended the celebration this year
• Empire Commission shared information regarding their holiday party, which is Saturday, December
4 from 10:00 a.m. – noon at the maintenance facility and features Santa Claus, Mrs. Claus, and
activities
8. Dew Days
• Dew Days was a one-day event in September due to COVID-19. Koo Koo Kangaroo and the FHS
Marching Band were big draws. The plan is to host a three-day event the fourth weekend in June
2022.
9. Miscellaneous Items
• Empire Commission offers exercise and yoga classes on Mondays and Saturdays at their maintenance
facility that has been successful
• Empire Commission shared information regarding their Story Walk and Story Walk contest that was
well received by the community
• Farmington hosted free yoga in the park this fall and asked if Empire Commission wanted to partner
next summer and offer in both communities on a rotating basis
• Farmington Commission mentioned the Halloween Walk will be Friday, October 29 from 5:30 – 7:00
p.m. outside behind Dodge Middle School

The city acquired property in the Fairhill Estate at North Creek development for a neighborhood park
through the park dedicaon process. The commission is responsible for choosing and recommending to
City Council a name for any new city park.
The commission at its January 8, 2020 meeng approved having a contes t for the public, specifically, the
neighborhood in the development to name the park. The park naming contest was then postponed w ith
the goal of waing unl the development was 50% cons tructed. The park naming contest was held prior
to the development being 50% cons tructed as the plan is for the park to be constructed this fall. The
naming contes t included the follow ing:

City of Farmington reserved the right to choos e an alternate name for the park if there are only a

Former commission member Laurie S uchanek volunteered to s olicit prizes from local busines s es. Thanks
to her visits to local bus inesses and encouraging them to contribute prizes for the contest several

The two developers in the Fairhill Es tate at North C reek development emailed the s urvey link to residents
and those building within the development. The survey link opened A ugust 30, 2021 and closed
S eptember 15, 2021. Thirty-five names w ere submi@ed for the park.
The C ommis s ion at their O ctober 11, 2021 narrowed the list of potenal park names to the following
three:

The C ity acquired property in the Rege(a F ields and W hispering F ields developments for a neighborhood
park through the park dedicaon proces s . O ne of the commission’s 2021 work plan goals is to begin the
proces s to complete a mas ter plan for F lags taff Meadows Park. Parks and Facilies S upervis or J eremy
P ire and D irector O mlid met with three landscape architecture firms to learn more about their firm,
mas ter planning proces s , and previous projects . A ll three firms s ubmi(ed a propos al to work with the
city to develop the master plan. S taff will recommend hiring one of the firms at the November 15, 2021
city council meeng.
Part of the process will include a kick-off meeng w ith key members from the city, which could include
s taff, city council, and parks and recreaon commission. I n addion to the kick-off meeng, there will be
a neighborhood meeng to get feedback on amenies that could be included in the park and up to four
virtual tas k force meengs . The task force meengs will be held M onday – F riday, 8:00 a.m. – 4:30 p.m.
Commission members s hould be prepared to dis cus s if they w ant to have a member on the tas k force. I f
the ans w er is yes , commission should nominate and approve a task force member and an alternate.

FARMINGTON PARK AND RECREATION COMMISSION
2021 WORK PLAN
Goal #1: Provide to the City Council a recommended 2022-2026 capital improvement plan for
the park improvement fund.
Objectives:
1. By April 1, the Commission will have discussed and identified a preliminary list of five-year
capital improvement projects for the park improvement fund that will include a list of parks,
costs and schedule to be completed in the years 2022 to 2026.
Status: Completed. A discussion occurred at the July 14, 2021 meeting.
2. By June 1, the Commission will finalize the five-year capital improvement projects for the years
2022-2026 and make a recommendation to the City Council for approval.
Status: Completed. The Commission recommended to the City Council approval of a five-
year CIP for the park improvement fund for the years 2022-2026.
3. By December 31, the improvement projects recommended for funding from 2022-2026 will be
included in the City Council’s approved 2022 final budget.
Goal #2: Participate in a parks and facilities tour with the Rambling River Center Advisory
Board and City Council.
Objectives:
1. By April 1, the Commission, Advisory Board and City Council will have identified a date to
have a tour.
Status: Completed. August 11, 2021 date has been set.
2. By May 1, a draft list of parks and facilities to tour will be reviewed by the Commission.
Status: Completed. A draft list was completed at the February 10 meeting.
3. By June 1, a final list of parks and facilities to tour will be approved by the Commission.
Status: Completed. A final list was approved at the March 10 meeting.
4. By October 1, a parks and facilities tour will have occurred.
Status: Completed. A parks and facilities tour occurred with the Rambling River Center
Advisory Board and City Council on August 11, 2021.
Goal #3: Meet in a work session setting with the City Council at least once in 2021.
Objectives:
1. By April 1st, the Commission will have identified a date to meet with the City Council in a work
session setting and will identify possible agenda topics for discussion during the meeting.
Status: Completed. Discussion occurred at the March 10 meeting. April 5 and May 3 dates
were discussed to meet with the city council in a work session setting. City Council identified
a meeting should occur on May 3.
2. By September 1st, the Commission will have had a work session with the City Council and
discussed during the workshop the agenda topics identified.
Status: Completed. A work session was held May 3.
Goal #4: Work with the developer to name the neighborhood park in the Fairhill Estate at North
Creek development.
Objectives:
1. By June1, the Commission will assess the progress being made in the build out of the
development, and if 50% or more of the development has been built out, the Commission will
move forward with determining how it wishes to work with the residents in the development to
name the park.
Status: Completed. The Commission decided to have a contest to name the park with only
those living or building in the development eligible to participate.
2. By September 1, the Commission will have implemented the preferred method for selecting a
name for the park.
Status: Completed. A survey was emailed to those living or building in the development.
Park name submissions are due by September 15, 2021.
3. By November 1, the Commission will consider park names and select one preferred name for
the park and forward the recommended name for the park to the City Council for
consideration.
4. By December 31, the city council will approve the name of the neighborhood park in the
development.
Goal #5: Receive periodic presentations from each of the parks and recreation department’s
professional staff members about programs, parks, facilities and trails.
Objectives:
1. By May 1, the Commission will have received a presentation by professional staff members of
the Department’s 2020 Annual Report.
Status: Completed. An annual report was presented at the March 10 meeting.
2. By June1, Commission members will have received a presentation from staff on the results of
the Schmitz-Maki Arena’s winter ice season.
Status: Completed. Parks and Facilities Supervisor Jeremy Pire gave a presentation on the
winter ice season and spring turf season at the July 14, 2021 meeting.
3. By August 1, Commission members will have received a presentation from staff on the first half
operations of the Rambling River Center.
Status: Completed. Recreation Supervisor Missie Kohlbeck gave a presentation on Rambling
River Center operations through August 2021 at the September 8, 2021 meeting.
4. By October 1, Commission members will have received a presentation from staff on the results
of the summer programs offered.
5. By November 1, Commission members will have received a presentation from staff about the
spring turf season and summer ice season.
6. By November 1, the Commission will have received a presentation from staff about
maintenance and improvements to parks and trails.
Goal #6: Identify Bike Pedestrian Plan priorities to accomplish in 2021.
Objectives:
1. By March 31, the Commission will review the priorities identified in the Bike Pedestrian Plan.
Status: Completed. The Commission decided to delay taking on any more bike pedestrian
plan priorities until the two priorities from 2020 are completed.
2. By June 1, the Commission will have developed and approved a list of priorities to work on and
complete in 2021.
Status: Completed. Two priorities were identified. One was the completion of a trail on the
west side of MN TH 3 from 205th Street to Willow Street. The second was to install
pedestrian crosswalk signs in the roundabouts on MN TH 3 and CSAH 64 (195th Street).
3. By December 31, Commission members will have worked with staff to accomplish the Bike
Pedestrian Plan priorities it identified to complete.
Goal #7: Promote and encourage volunteerism in the Parks and Recreation Department.
Objectives:
1. By July 1, the Commission will have reviewed the volunteer opportunities available to the
public and determined if there are other volunteer opportunities to offer to the public.
Status: Completed. The Commission discussed the volunteer opportunities and publishing
them in the Farmington Currents. Further discussion needs to be had on how to get more of
the parks adopted.
2. By August 31, the Commission will have discussed different ways and opportunities to continue
to promote volunteerism in the parks and recreation department.
3. By October 31, volunteer opportunities in the parks and recreation department will be
promoted.
Goal #8: Provide community survey input, if a survey is approved by the City Council.
Objectives:
1. By April 1, the Commission will have discussed and identified questions related to parks and
recreation to be included in a possible community survey.
2. By May 1, Commission members will have reviewed a draft resident survey instrument and
provide feedback to staff about the park and recreation related questions.
3. By September 1st, Commission members will have seen the results of the resident survey
especially the questions that relate to parks and recreation.
Goal #9: Receive public input and then make a recommendation concerning providing pickle
ball courts in a city park.
Objectives:
1. By March 1, the Commission will discuss if it desires to provide pickle ball courts in one of the
city’s developed parks, or in one of the city’s undeveloped parks.
Status: Completed. The commission determined it would like to have four pickle ball courts
replace one of the tennis courts at Rambling River Park in order to allow one tennis court to
be lit and four pickle ball courts to be lit. This will be discussed with the city council at the
May 3 work session.
2. After receiving community input, and if the Commission decides to provide pickle ball courts in
one of the city’s developed parks, then by May 1 the park will be identified and a
recommendation will be forwarded to the city council to approve the project.
3. By June 1, the city council will have approved the recommendation by the Commission to
provide a pickle ball court in one of the city’s developed parks.
4. If the city council approves providing a pickle ball court in an existing developed park, then by
July 15, quotes will be received from contractors to provide a pickle ball court in the park
identified.
5. By October 1, the pickle ball court project will be completed.
Goal #10: Begin the process in 2021 to complete a master plan for Flagstaff Meadow Park in
2022.
Objectives:
1. By June 1, discuss a 2022 timeline for completing a master plan for Flagstaff Meadow Park.
2. By August 1, approve a timeline to complete the master plan.
3. By October 1, complete a request for proposal process to hire a consulting firm to lead the
master planning process for Flagstaff Meadow Park.
4. By December 31, have the City Council approve hiring a consulting firm to complete a master
plan for Flagstaff Meadow Park in 2022
Goal #11: Continue to build and strengthen relationships with Empire Township’s Park and
Recreation Commission (ETPRC).
Objectives:
1. By May 1, discuss having a joint meeting with ETPRC, and if the Commission desires to have a
meeting, then determine some possible dates for the meeting.
Status: Completed. October 11 and 13 were identified as possible meeting dates.
2. If the Commission decides to have a meeting with ERPRC, then by July 1, a date will have been
set for the meeting.
Status: Completed. October 11 was set for the meeting and approved at the September 8,
2021 meeting.
3. By September 1, discuss and formulate a list of discussion topics for a joint meeting agenda
with ETPRC.
Status: Completed. The joint meeting agenda was approved at the September 8, 2021
meeting.
4. By December 1, a meeting will have been held with ETPRC.
Status: Completed. A meeting was held with ETPRC October 11, 2021.
Goal #12: Participate in the Park and Recreation Director hiring process.
Objectives:
1. By February 1, the Commission will have selected two of its members to participate in the
hiring process.
Status: Completed. Chair Crabtree and commission member Suchanek were selected to
represent the commission during the hiring process.
2. By February 15, the City Administrator will be informed about the two members who are
interested in participating in the hiring process.
Status: Completed. City Administrator was informed about the two commission members
interested in participating in the hiring process.
3. By March 15, two Commission members will have participated in the interview process and
given input on who the city should hire.
Status: Completed. Chair Crabtree participated in the interview process by listening to
candidate presentations during the final round of interviews.
4. By April 1, a decision will have been made about the hiring of the park and recreation director
position.
Status: Completed. Kellee Omlid was hired as the Parks and Recreation Director at the
April 19, 2021 City Council meeting.

next year ’s w ork plan. This may or may not include items in the 2021 work plan that were not completed
and the commis s ion w ould like to carry forw ard to the 2022 work plan.
