AT TAC HMENT S : Type Desc rip tion Backup Material Draft June 23, 2021 Meeting Minutes Farmington Parks and Recreation Commission Minutes from the June 23, 2021 Regular Meeting Members Present: Katharine Caron, Elizabeth Koss, Ashley Crabtree, and Laurie Suchanek Members Absent: Brian Tenant Other’s Present: Parks & Recreation Director Kellee Omlid, City Administrator David McKnight I. Call Meeting to Oder Chair Crabtree called the meeting to order at 7:00 p.m. Quorum was present. II Approval of June 23, 2021 Meeting Agenda Moved by Caron and seconded by Koss to approve the meeting agenda. All persons in favor (APIF). Motion carried. III. Approval of May 12, 2021 Regular Meeting Minutes Moved by Suchanek and seconded by Caron to approve the meeting minutes with with no revisions. APIF. Motion carried. IV. Presentations A. Public Comments There were no public comments shared at the meeting. V. Business Items A. Introduction of Parks and Recreation Director Parks & Recreation Director Omlid introduced herself. Commission members and City Administrator McKnight introduced themselves. B. Possible Community Survey Questions Discussion took place regarding the survey and how to proceed. City Administrator McKnight shared we need to determine (1) how much is the community willing to spend, (2) what do we build, and (3) how do we get input. The plan needs to include bringing utilities into the Jim Bell Park. Director Omlid and City Administrator McKnight will have further conversation regarding the survey and the role of the Commission. Director Omlid will provide an update at the July meeting. City Administrator McKnight left the meeting. VI. Discussion Items A. Pickle Ball Courts Director Omlid inquired about Commission’s preference for pickle ball courts. The Commission would like to convert one of the tennis courts at Rambling River Park into two pickle ball courts. Director Omlid informed the Commission one contractor was stopping at the courts this week to submit a quote for the work. The contractor won’t be able to do the work until late August or September. Director Omlid will continue to contact other firms so have multiple quotes to compare prices. Moved by Suchanek to resurface the courts at Rambling River Park and convert one to two pickle ball courts and seconded by Koss. APIF. Motion carried. B. Naming Contest Fairhill Estate at North Creek Development Neighborhood Park Director Omlid provided an update on the progress made in the build out of the development. Currently, there are 35 homes occupied. After much discussion, Commission decided to proceed with a contest to name the park. Participants need to live or be building in the development. Director Omlid will mail letters promoting the contest and bring back a list of submitted names to the August 11 meeting so Commission can select one preferred name for the park and recommend it to City Council for consideration. Suchanek is collecting items from Farmington businesses and the winner will receive a gift basket. Moved by Caron and seconded by Koss to proceed with a contest to name the park at Fairhill Estate at North Creek Development with only those in the development eligible to participate. APIF. Motion carried. C. Review 2021 Work Plan Progress Chair Crabtree reviewed the 2021 work plan goals and objectives. There was consensus the July meeting should include discussions on a number of the goals and objectives. Commission asked if City Council was aware of the Parks and Facilities Tour on August 11. Director Omlid will find out and follow-up at the July meeting. Commission asked about the joint meeting with Empire Township’s Parks and Recreation Commission (ETPRC). Director Omlid will follow-up with the Chair of the ETPRC and if they are interested ask about potential dates in October or November and report back at the July meeting. VII. Commission Roundtable Koss: Asked about the Community Gardens as nothing was happening there this summer. Director Omlid stated the person who was in charge of the gardens last summer wasn’t able to do it and no one else stepped forward. Caron: Didn’t have anything to share. Suchanek: Won’t be here for the July meeting. Asked about teleconferencing in. Crabtree: Might be gone in July as well. Brought up an all-inclusive playground in the Jim Bell Park. Mentioned Eagan and Burnsville recently installed all-inclusive playgrounds. VIII. Staff Report/Updates Director Omlid provided information on the following: A. Music in the Park Reminded Commission the next concert is Wednesday, June 30 at 7:00 PM at Rambling River Park. Mike Poot is performing. B. Prairie Waterway Shelter Parks staff is in the process of re-roofing the shelter at Prairie Water Way. The shingles have been removed and will be replaced with metal. C. Recreation Programs Most recreation programs started last week. D. Dew Run The Dew Run was held June 12. It went well and had approximately 120 runners. IX. Meeting Agenda Topics The following items were tentatively identified by the Commission for its July 14 meeting agenda: 1. 2022-2026 Capital Improvement Plan 2. Revised Parks and Facilities Tour Schedule X. Adjournment Moved by Koss and seconded by Caron to adjourn the meeting. APIF. Motion Carried. H ow ev er, the community gardens aren’t happening this year. I ncluded in the packet is a dra/ 2022-2026 Par k I mpr ovement F und C I P. T he fiv e-y ear C I P is annually included in the approv ed final budget. The C I P expens es and revenues ar e es mated numbers bas ed on project costs bas ed on recommended park impr ovements and idenfied r ev enue s ources over the next five years . T he dra/ 202 2 -2 0 2 6 C I P shows the city par ks that w ill receiv e improvements over the next fiv e years. T he dra/ C I P s hows a negave fund balance to cover the cos t of future capital improv ements in parks s tarng in 2026. Beginning in 2023, the C ity will start the next round of r ev iewing parks for r edevelopment based on a 2 0-year replacement s chedule. T he C ommis s ion directed staff to mail a le,er to pr omote the contes t to only thos e liv ing or building a home in the dev elopment. S taff w as to compile the s ubmi,ed names and pres ent to C ommis s ion on A ugus t 1 1 , 2021 prior to the Parks and Facilies Tour. C ommission would then s elect their preferred name for the park and forw ard the recommended name to City Council for cons ideraon. D irector O mlid follow ed up with the developer ’s contact follow ing the June 23, 2 0 2 1 Commission meeng. The contact menoned the only names and mailing addres s es they could prov ide were thos e w ho have clos ed on their homes as it is public infor maon. I nstead of mailing a flyer promong the contest to name the par k, they proposed having an event in the development to “meet your neighbors”. T hos e currently living and als o building in the development w ould be invited. The dev eloper would hav e an ice cream tr uck at the event and we could hold the naming contes t in conj uncon with the ev ent. Commission is being as ked to cons ider and dis cus s hav ing the contest as part of the ev ent instead of mailing the infor maon. I f C ommis s ion agr ees w ith this approach of collecng park name ideas, a moon s hould be made to approv e the change. I n 2017, the meeng cons is ted of touring each other ’s parks and facilies. I n 2 0 1 9 , the joint meeng w as held at E mpir e Township Town H all. H is torically, the meeng locaon has rotated. T hus , staff is recommending meeng at Farmington C ity H all. C ontact has been made with the C hair of the Empire Tow ns hip’s Park s and Recreaon Commis s ion and they are interested in a joint meeng in O ctober and are flexible on the date. Commission members s hould be prepared to review the work plan to idenfy any other addional items that have been completed and then dis cus s other wor k plan items it w ould like to w ork on at future meengs. AT TAC HMENT S : Type Desc rip tion Backup Material 2021 Work Plan FARMINGTON PARK AND RECREATION COMMISSION 2021 WORK PLAN Goal #1: Provide to the City Council a recommended 2022-2026 capital improvement plan for the park improvement fund. Objectives: 1. By April 1, the Commission will have discussed and identified a preliminary list of five-year capital improvement projects for the park improvement fund that will include a list of parks, costs and schedule to be completed in the years 2022 to 2026. 2. By June 1, the Commission will finalize the five-year capital improvement projects for the years 2022-2026 and make a recommendation to the City Council for approval. 3. By December 31, the improvement projects recommended for funding from 2022-2026 will be included in the City Council’s approved 2022 final budget. Goal #2: Participate in a parks and facilities tour with the Rambling River Center Advisory Board and City Council. Objectives: 1. By April 1, the Commission, Advisory Board and City Council will have identified a date to have a tour. Status: Completed. August 11, 2021 date has been set. 2. By May 1, a draft list of parks and facilities to tour will be reviewed by the Commission. Status: Completed. A draft list was completed at the February 10 meeting. 3. By June 1, a final list of parks and facilities to tour will be approved by the Commission. Status: Completed. A final list was approved at the March 10 meeting. 4. By October 1, a parks and facilities tour will have occurred. Goal #3: Meet in a work session setting with the City Council at least once in 2021. Objectives: 1. By April 1st, the Commission will have identified a date to meet with the City Council in a work session setting and will identify possible agenda topics for discussion during the meeting. Status: Completed. Discussion occurred at the March 10 meeting. April 5 and May 3 dates were discussed to meet with the city council in a work session setting. City Council identified a meeting should occur on May 3. 2. By September 1st, the Commission will have had a work session with the City Council and discussed during the workshop the agenda topics identified. Status: Completed. A work session was held May 3. Goal #4: Work with the developer to name the neighborhood park in the Fairhill Estate at North Creek development. Objectives: 1. By June1, the Commission will assess the progress being made in the build out of the development, and if 50% or more of the development has been built out, the Commission will move forward with determining how it wishes to work with the residents in the development to name the park. Status. Completed. The Commission decided to have a contest to name the park with only those living or building in the development eligible to participate. 2. By September 1, the Commission will have implemented the preferred method for selecting a name for the park. 3. By November 1, the Commission will consider park names and select one preferred name for the park and forward the recommended name for the park to the City Council for consideration. 4. By December 31, the city council will approve the name of the neighborhood park in the development. Goal #5: Receive periodic presentations from each of the parks and recreation department’s professional staff members about programs, parks, facilities and trails. Objectives: 1. By May 1, the Commission will have received a presentation by professional staff members of the Department’s 2020 Annual Report. Status: Completed. An annual report was presented at the March 10 meeting. 2. By June1, Commission members will have received a presentation from staff on the results of the Schmitz-Maki Arena’s winter ice season. 3. By August 1, Commission members will have received a presentation from staff on the first half operations of the Rambling River Center. 4. By October 1, Commission members will have received a presentation from staff on the results of the summer programs offered. 5. By November 1, Commission members will have received a presentation from staff about the spring turf season and summer ice season. 6. By November 1, the Commission will have received a presentation from staff about maintenance and improvements to parks and trails. Goal #6: Identify Bike Pedestrian Plan priorities to accomplish in 2021. Objectives: 1. By March 31, the Commission will review the priorities identified in the Bike Pedestrian Plan. Status: Completed. The Commission decided to delay taking on any more bike pedestrian plan priorities until the two priorities from 2020 are completed. 2. By June 1, the Commission will have developed and approved a list of priorities to work on and complete in 2021. Status: Completed. Two priorities were identified. One was the completion of a trail on the west side of MN TH 3 from 205th Street to Willow Street. The second was to install pedestrian crosswalk signs in the roundabouts on MN TH 3 and CSAH 64 (195th Street). 3. By December 31, Commission members will have worked with staff to accomplish the Bike Pedestrian Plan priorities it identified to complete. Goal #7: Promote and encourage volunteerism in the Parks and Recreation Department. Objectives: 1. By July 1, the Commission will have reviewed the volunteer opportunities available to the public and determined if there are other volunteer opportunities to offer to the public. 2. By August 31, the Commission will have discussed different ways and opportunities to continue to promote volunteerism in the parks and recreation department. 3. By October 31, volunteer opportunities in the parks and recreation department will be promoted. Goal #8: Provide community survey input, if a survey is approved by the City Council. Objectives: 1. By April 1, the Commission will have discussed and identified questions related to parks and recreation to be included in a possible community survey. 2. By May 1, Commission members will have reviewed a draft resident survey instrument and provide feedback to staff about the park and recreation related questions. 3. By September 1st, Commission members will have seen the results of the resident survey especially the questions that relate to parks and recreation. Goal #9: Receive public input and then make a recommendation concerning providing pickle ball courts in a city park. Objectives: 1. By March 1, the Commission will discuss if it desires to provide pickle ball courts in one of the city’s developed parks, or in one of the city’s undeveloped parks. Status: Completed. The commission determined it would like to have four pickle ball courts replace one of the tennis courts at Rambling River Park in order to allow one tennis court to be lit and four pickle ball courts to be lit. This will be discussed with the city council at the May 3 work session. 2. After receiving community input, and if the Commission decides to provide pickle ball courts in one of the city’s developed parks, then by May 1 the park will be identified and a recommendation will be forwarded to the city council to approve the project. 3. By June 1, the city council will have approved the recommendation by the Commission to provide a pickle ball court in one of the city’s developed parks. 4. If the city council approves providing a pickle ball court in an existing developed park, then by July 15, quotes will be received from contractors to provide a pickle ball court in the park identified. 5. By October 1, the pickle ball court project will be completed. Goal #10: Begin the process in 2021 to complete a master plan for Flagstaff Meadow Park in 2022. Objectives: 1. By June 1, discuss a 2022 timeline for completing a master plan for Flagstaff Meadow Park. 2. By August 1, approve a timeline to complete the master plan. 3. By October 1, complete a request for proposal process to hire a consulting firm to lead the master planning process for Flagstaff Meadow Park. 4. By December 31, have the City Council approve hiring a consulting firm to complete a master plan for Flagstaff Meadow Park in 2022 Goal #11: Continue to build and strengthen relationships with Empire Township’s Park and Recreation Commission (ETPRC). Objectives: 1. By May 1, discuss having a joint meeting with ETPRC, and if the Commission desires to have a meeting, then determine some possible dates for the meeting. 2. If the Commission decides to have a meeting with ERPRC, then by July 1, a date will have been set for the meeting. 3. By September 1, discuss and formulate a list of discussion topics for a joint meeting agenda with ETPRC. 4. By December 1, a meeting will have been held with ETPRC. Goal #12: Participate in the Park and Recreation Director hiring process. Objectives: 1. By February 1, the Commission will have selected two of its members to participate in the hiring process. Status: Completed. Chair Crabtree and commission member Suchanek were selected to represent the commission during the hiring process. 2. By February 15, the City Administrator will be informed about the two members who are interested in participating in the hiring process. Status: Completed. City Administrator was informed about the two commission members interested in participating in the hiring process. 3. By March 15, two Commission members will have participated in the interview process and given input on who the city should hire. Status: Completed. Chair Crabtree participated in the interview process by listening to candidate presentations during the final round of interviews. 4.
