HomeMy WebLinkAbout07.14.21 Parks and Rec MinutesFarmington Parks and Recreation Commission Minutes from the July 14, 2021 Regular Meeting Members Present: Katharine Caron, Elizabeth Koss, and Ashley Crabtree Members Absent: Laurie Suchanek Other’s Present: Parks & Recreation Director Kellee Omlid, Parks & Facilities Supervisor Jeremy Pire I. Call Meeting to Oder Chair Crabtree called the meeting to order at 7:00 p.m. Quorum was present. II Approval of July 14, 2021 Meeting Agenda Moved by Caron and seconded by Koss to approve the meeting agenda. All persons in favor (APIF). Motion carried. III. Approval of June 23, 2021 Regular Meeting Minutes Moved by Caron and seconded by Koss to approve the meeting minutes with no revisions. APIF. Motion carried. IV. Presentations A. Public Comments There were no public comments shared at the meeting. B. Schmitz-Maki Arena’s Seasonal Reports Parks & Facilities Supervisor Jeremy Pire shared information about the 2020-2021 winter ice season and 2021 spring turf and event rental season. Parks & Facilities Supervisor Pire left the meeting at 7:15 p.m. V. Business Items A. Revised Parks and Facilities Tour Schedule The revised parks and facilities tour schedule with the Rambling River Center Advisory Board and City Council was presented. Evergreen Knoll Park and Prairie Pines Park were dropped from the schedule and the times were adjusted to reflect these changes. Moved by Koss and seconded by Caron to approve the revised parks and facilities tour schedule. APIF. Motion carried. B. 2022 – 2026 Park Improvement Fund CIP Director Omlid provided an overview of the draft 2022 – 2026 Park Improvement Fund CIP. There was much discussion regarding Rambling River Park and making improvements there including new playground equipment. The monies to replace the fencing at Rambling River Fields are, at this time, place holders and can be pushed back or removed depending on continuation of the adult softball program. A question regarding sign advertising on the field fences was asked. Director Omlid said she will check with the Planning Manager to see if it would be permitted with the city’s sign code. Discussion took place regarding Depot Way Arts Park and applying for an arts grant to incorporate additional pieces to generate more traffic to the park. Moved by Caron to approve the 2022 – 2026 Park Improvement Fund CIP, seconded by Koss. APIF. Motion carried. C. Naming Contest Fairhill Estate at North Creek Development Neighborhood Park Director Omlid provided an update on the phone conversation she had with the developer’s (M/I Homes) contact regarding the park naming contest. The only names and mailing addresses they could provide to us are those who have closed on their homes as it is public information. M/I Homes suggested to have the naming contest in conjunction with a “meet your neighbors” event in the development. City staff, council members, and parks and recreation commission members would be invited to attend. Moved by Koss and seconded by Caron to change the format of the naming contest from a mailed questionnaire to holding it as part of an event in the neighborhood. APIF. Motion carried. VI. Discussion Items A. Meeting with Empire Township’s Parks and Recreation Commission The Commission identified their preferred date, Wednesday, October 13 at 7:00 p.m., for a meeting with Empire Township’s Parks and Recreation Commission. The back-up date is Monday, October 11 at 7:00 p.m. Agenda items included (1) park and facility improvements since 2019, (2) future park and facility improvements, and (3) Stezel Fields usage and league numbers. Discussion took place if a regular Parks and Recreation Commission meeting will be held prior, a different day in October, or not at all. Consensus was to decide at the September meeting. Director Omlid will email the proposed dates and agenda topics to the Chair of the Empire Township’s Parks and Recreation Commission for feedback. B. Review 2021 Work Plan Progress Chair Crabtree reviewed the 2021 work plan goals and objectives. There was discussion regarding Goal #7, Promote and encourage volunteerism in the Parks and Recreation Department. It was suggested to discuss at the September or October meeting how to get more of the parks adopted. The process and timeline to complete a master plan for Flagstaff Meadow Park will be identified later this fall. C. Community Survey Director Omlid provided an update on the community survey including timing and format. The survey will be available to be completed online (Office 365 survey) and paper (Farmington Currents). The winter edition of the Currents will be in mailboxes approximately November 24, 2021 and spring edition February 12, 2022. There was discussion regarding should the survey be done in November or February. There was concern about February as after the holidays and people might be broke. There might also be benefit of doing it after the new year. Director Omlid will have conversation with a consultant regarding the best time to survey residents. It was also brought up to use the Next Door app. Director Omlid will check on this too. VII. Commission Roundtable Koss: Didn’t have anything to share. Caron: Didn’t have anything to share. Crabtree: Inquired about when the School District will be holding their next referendum. They are thinking 2024 or 2025. VIII. Staff Report/Updates Director Omlid provided information on the following: A. Pickle Ball Courts The tennis court surface at Rambling River Park needs to be removed and a new surface installed. Quotes are being sought for the project. Additional funding will be needed, so hopefully can identify money and complete in 2022. Commission asked about warranty for the product. Director Omlid will inquire about surfacing warranties. B. Farmington Currents Fall Edition The Farmington Currents fall edition will be delivered to homes by the USPS by August 2. C. Music in the Park The next concert is Wednesday, July 28 at 7:00 p.m. at Rambling River Park. The Teddy Bear Band is performing. D. Movie in the Park Croods – The New Age will be shown Friday, July 30 at dusk (approximately 8:40 p.m.) at Lake Julia Park. Kids Dance will be performing prior to the movie starting at 7:00 p.m. The event is sponsored by Meadowview Orthodontics and the VFW. E. Dew Days Dew Days will be held Saturday, September 18. There will be a number of activities including Kiss the Pig, music, and food trucks. Parks & Recreation will also be showing a movie in the park. Trolls World Tour will be shown at dusk (approximately 7:30 p.m.) at Rambling River Park. IX. Meeting Agenda Topics The following items were tentatively identified by the Commission for its September 8 meeting agenda: 1. Community Survey 2. Park Name Fairhill Estate at North Creek Development X. Adjournment Moved by Koss and seconded by Caron to adjourn the meeting. APIF. Motion Carried.
