Call Meeting To Order Chair McMillen called the meeting to order at 7:00 p.m. Quorum was present. II. Approval of January 11, 2017 Meeting Agenda Moved by Johnson and seconded by Moore to approve the amended meeting agenda as a result of the recognition of Mike Haley and Rob Carpentier being pulled from the agenda due to both being absent from the meeting and the recognitions will be rescheduled to the February 8, 2017 meeting. All persons in favor (APIF). Motion carried. III. Approval of October 12, 2016 Regular Meeting Minutes and Approval of November 9, 2016 Empire Township Park and Recreation Commission Joint Meeting Minutes Both meeting minutes were approved with no revisions noted. IV. Presentations There were no presentations. V. Business Items A. Approve 2016 Meeting Attendance Report Distad noted this is an item that was carried over from the December 14, 2016 meeting due to a lack of quorum at the meeting. He stated a request is being made to have the Commission formally approve the attendance report for documentation purposes. He also shared Commission members should have received a stipend for meeting attendance based on the 2016 meeting attendance report that the Commission is being asked to approve. Moved by Moore and seconded by Johnson to approve the 2016 meeting attendance report. APIF. Motion carried. B. Approve 2016 Annual Work Plan Completion Chair McMillen reviewed the work plan items and identified the items that have been successfully completed and the items not completed. He asked if Commission members had any further revisions to the 2016 Annual Work Plan and there were none given. Distad informed Commission members he is requesting approval of the 2016 Annual Work Plan in order to have a record documenting the items completed and not completed. Moved by Johnson and seconded by Moore to accept and approve the 2016 Annual Work Plan and consider it to be closed. APIF. Motion carried. C. Prairie Pines Park Master Plan Public Meeting Liaison Distad informed Commission members in the past when a public meeting was held to gather input on a park master plan, the Commission had a member serve as a liaison to the public meeting to listen to the input given. Johnson stated he would be interested in volunteering to serve as the Commission’s liaison to the public meeting and that he would be able to attend the public meeting at the Rambling River Center on Thursday, January 12. Moved by Moore and seconded by McMillen to select Johnson as the liaison to the Prairie Pines Park Master Plan public input meeting. APIF. Motion carried. D. Prairieview Park Improvements Distad explained to Commission members while there was $150,000 approved in the budget to make improvements to Prairieview Park, in actuality, this amount should be trimmed to $100,000 due to the balance remaining in the park improvement fund. He shared that staff is recommending $50,000 for a new playground, $30,000 for a new shelter and $20,000 for a new full court basketball court. Commission members seemed to be in agreement with these general amounts. Moved by Johnson and seconded by Moore to develop and mail Request for Proposals to playground and shelter vendors based on the general budget outline. APIF. Motion carried. VI. Discussion Items A. Trail Signage Map Distad provided information about two additional trail loops that signage could be made for including a trail loop in Meadowview Park and the Prairie Waterway. Moore suggested that arrows being shown on the maps identifying the trails continue beyond the trail loop area. McMillen requested that Distad share information with Tony Wippler about the company that makes these signs, so Tony can contact them about HPC wayfinding signs. B. Trails and Sidewalk Snow Removal Map Revisions Distad briefly described two revisions made to the snow removal map. One was to include the Vermillion River Crossing sidewalks and trails as a first priority snow removal area. The second revision was to add snow removal on a small trail loop in the Mystic Meadows development since some of this trail is already having snow removed from it. C. Review Meeting with Empire Township’s Park and Recreation Commission Commission members felt the meeting was beneficial in having an opportunity to share information between the two Commissions. Johnson felt it was beneficial to discuss programs and events that are offered and also provided a good discussion about Swim Bus stops in Empire Township. McMillen felt having a parks tour in the summer of 2017 would be beneficial for both Commissions to gain a better understanding of where parks and trails are located that are discussed during the joint meeting. Moore felt there was anything substantive that occurred during the meeting other than information being shared D. Draft 2017 Annual Work Plan Distad reviewed the draft work plan and shared the goals included were previously discussed by the Commission. Chair McMilllen asked if there were any revisions Commission members would like to make to the draft work plan. Since there were no revisions identified, the 2017 Annual Work Plan will be brought back to the February 8, 2017 Commission meeting for formal approval. This will give new Commission members an opportunity to review and learn more about the work plan during the meeting. VII. Commission Roundtable Johnson: Thanked Commission members Haley and Carpentier for their years of service on the Commission. He shared he appreciated his last year on the Commission and has learned a lot about parks and recreation in the city. He is excited for 2017. Moore: Shared he was disappointed the Recreational Facilities Referendum failed. Is interested in exploring the possibility of a disc golf course being developed in the city. McMillen: Thanked Commission members Haley and Carpentier for the knowledge, dedication and insight they brought to the Commission. He also stated he agreed with Moore about being disappointed with the Recreational Facilities Referendum failing. VIII. Staff Report A. 2017 Budget Update Distad shared the City Council adopted the 2017 budget and the Parks and Recreation Department received an increase in funding, which primarily went towards increased personnel costs. B. Outdoor Rinks Shared the outdoor rinks are open, but not without some challenges from it being too warm initially to being really cold, which affected the rink being closed a few days because of the temperature extremes. C. Recreation Supervisor Position Status Distad shared the City Council had a good discussion at their December 12, 2016 work session about the Recreation Supervisor position that is vacant. It was a good opportunity to educate Council members about what this position does and the impact it has on the community. Staff is moving forward with filling this position. D. Community Expo Distad shared the annual Community Expo will be held at Farmington High School on Saturday, January 28, 2017 from 9:00 a.m. until 12:00 Noon. He invited Commission members to attend and said this is a great opportunity for people to get out and see what organizations and businesses exist in Farmington. E. Park and Recreation Commission Applications Distad shared there was one application received for the two openings on the Commission. The person who applied was not available on the date the City Council interviewed candidates, so it has been scheduled to occur prior to the February 6, 2017 Council meeting. Additionally there were a few applicants who applied for and interviewed for appointment to other Boards and Commissions but were not appointed, so they will be asked about interviewing for Park and Recreation Commission appointment. IX. February 8, 2017 Meeting Agenda Items The following items were identified by Commission members for its December 10, 2014 meeting agenda: 1. 2017 Annual Work Plan approval 2. (HKGI) s taff to c reate d raft mas ter plans for Prairie Pines Park and Marigo ld P ark. Two d ifferent proc es s es were used to d evelop the mas ter p lans that are includ ed in the meeting pac ket. Marigold Park Mas ter Plan was c reated b as ed o n a December 16, 2016 meeting that o cc urred b etween Department staff and HKGI staff. In o rd er to s ave o n the c o s t o f the mas ter plan and bec ause the park is o nly about a q uarter of an acre, it was propo s ed that the d raft Marigold Park mas ter p lan would no t have any initial pub lic inp ut. The attached d raft Marigold Park master plan s hows a s mall playground and a s ingle pole s helter being cons tructed . Bec aus e the p ark is so s mall, and the trail that currently exists s p lits the park in two, there is limited o p p ortunity for many amenities to be c ons tructed in the p ark. There is als o a estimated b udget to make the imp ro vements to the park included o n the master plan drawing. City s taff will make the mas ter p lan p res entatio n to the Co mmis s io n. Resid ents of the New Sunrise d evelopment, where the p ark is loc ated, were mailed a copy of the draft mas ter p lan that is c o ntained in yo ur p acket and were invited to attend the Commis s io n's meeting to p ro vide additio nal input and feed b ack on the d raft mas ter plan. The Prairie Pines Park master plan develo p ment timeline was different fro m the proc es s us ed for the Marigold Park mas ter p lan and was as follows : Dec ember 16, 2016 c ity staff met with HKGI s taff to provid e inp ut o n the develo p ment of two initial d raft mas ter plan optio ns. January 12, 2017 a p ublic open ho use was held and residents who live in the Exec utive Estates d evelop ment where the park is lo cated were invited to attend this public open ho use. Additio nal inp ut and feedbac k was p ro vided b y 15 peo p le who attended and HKGI s taff d eveloped a preferred mas ter p lan optio n. January 28, 2017 additio nal input and feedbac k was s o licited from the general pub lic d uring the Community Expo. All c o mments rec eived by s taff were positive and the p lan s eemed to be well received b as ed on the verbal comments provid ed . February 8, 2017 the final d raft mas ter plan is p res ented by HKGI s taff to the Commission. Residents o f the Exec utive Estates d evelopment, where the p ark is loc ated, were mailed a copy of the draft mas ter plan that is contained in yo ur pac ket and were invited to attend the C o mmis s io n's meeting to p ro vide additio nal input and feed b ack o n the draft master plan. The d raft mas ter plan is inc luded in your pac ket. T here are several doc uments s ho wing the park parc els and how they are c o nnected with a trail s ystem inc luding a proposed b o ard walk s ec tio n. An es timated bud get has als o been inc luded in the meeting pac ket and s hows a lo w to high range o f what the imp ro vements cos ts could be. The actio n reques ted o f the Commission is to lis ten to the two p res entations , allow c o mments from the p ublic after the pres entatio ns and then d is cus s and ap p ro ve a final draft mas ter p lan fo r Marigo ld Park and Prairie Pines Park. The approved master plan will then b e brought to the City Counc il for ap p ro val. ATTACHMENT S: Type Des criptio n Exhibit Draft 2017 Work Plan DRAFT 2017 FARMINGTON PARK AND RECREATION COMMISSION WORK PLAN Goal #1: Meet with the City Council at least once in 2017. 1. By April 1, the Commission will have identified a date to meet with the City Council in a work session setting and will identify possible agenda topics for discussion during the meeting. 2. By June 1, develop and recommend to City Council a long-term funding plan for park improvement fund. 3. By October 1, the Commission will have had a work session with the City Council and discussed during the workshop the long term funding plan for the park improvement fund and any other agenda topics identified. Goal #2: Develop and prioritize a list of parks, trails and recreational facilities improvement projects to be completed in 2018. 1. By April 1, the Commission will have discussed and identified a list of 2018 improvement projects to be completed in park, trails and recreational facilities. 2. By May 1, the Commission will have discussed and identify possible funding sources for the 2018 improvement projects. 3. By September 1, the Commission will have met with the City Council to discuss the 2018 improvement projects and how the project(s) may be funded. 4. By September 15, at least one of the projects recommended for funding in 2018 will be included in the approved 2018 preliminary budget. Goal #3: Continue to build and strengthen relationships with Empire Township’s Park and Recreation Commission (ETPRC). 1. By April 1, discuss and determine a date to have a joint meeting with ETPRC. 2. By June 1, a date will have been set to have a joint meeting with ETPRC. 3. By August 1, discuss and formulate a list of discussion topics for a joint meeting agenda with ETPRC. 4. By October 1, a meeting will have been held with ETPRC. Goal #4: Participate in the process of making improvements in Prairieview Park. 1. By January 11, the Commission will have approved the improvements to be completed. 2. By March 1, the RFP specifications for new playground equipment, a new picnic shelter and a basketball court will have been reviewed and approved. 3. By April 15, the Commission will have reviewed playground equipment, picnic shelter and basketball court proposals and made a recommendation to the City Council on the purchase and construction of these improvements. 4. By May 15, the City Council will have approved the purchase and labor for the construction of the improvements 5. By October 30, construction of improvements will have completed. Goal #5: Receive periodic presentations from each of the Parks and Recreation professional staff members about programs, parks, facilities and trails. 1. By March 1, the Commission will have received a presentation by professional staff members of the Department’s 2016 Annual Report. 2. By May 1, Commission members will have received a presentation from staff on the results of the Schmitz-Maki Arena’s ice season. 3. By August 1, Commission members will have received a presentation from staff on the first half operations of the Rambling River Center. 4. By October 1, Commission members will have received a presentation from staff on the results of the summer programs offered. 5. By October 1, Commission members will have received a presentation from staff about the outdoor pool season. 6. By November 1, Commission members will have received a presentation from staff about the spring turf season and summer ice season. 7. By November 1, the Commission will have received a presentation from staff about maintenance and improvements to parks and trails Goal #6: Work with City staff on the city’s 2040 Comprehensive Plan Parks, Recreation and Open Space Systems Plan Update. 1. Develop an outline for the Parks, Recreation and Open Space Chapter in the City’s Comprehensive Plan that can be used as the framework for the city’s 2040 comprehensive plan. 2. Assess and prioritize outdoor athletic field needs by May 1. 3. Update the five-year Park Improvement Fund’s Capital Improvement Plan (CIP) to include parks that have been recently acquired and to also rotate existing parks into the five year CIP by June 1. 4. Through the assistance of the Parks and Recreation Department staff create a five year Capital Improvement Plan for the Farmington Civic Arena and Outdoor Pool by July 1. 5. Analyze and determine possible future dedicated funding sources for parks and trail development or redevelopment by July 1. 6. Analyze and determine future direction for the city’s recreational facilities by October 1. 7. Complete Park, Recreation and Open Space Chapter by December 31. Goal #7: Participate in the master planning process for Marigold and Prairie Pines Parks 1. Work with staff and consultant to provide a public input meeting in order to receive community input on the development of the Prairie Pines park master plan by January 31. 2. At one of its meetings receive a presentation from staff and consultant on draft master plans for Marigold Park and Prairie Pines Park, allow public input on the draft during the meeting and then forward recommended master plans for both parks to the City Council by February 28. 3. City Council will review the recommended master plans, allow additional public input and then approve the master plans by March 31. Goal #8: Work with Park and Recreation Department staff to explore offering a program and/or events in different parks. 1. By June 1, and after discussing possible opportunities and obstacles, determine at least one possible program and/or event that could be held in a different location in 2018 from where it is usually held. 2. By December 31, staff will develop a plan and review it with the Commission about the program and/or event that will be held in a different location in 2018, so it can be advertised in the City News and Recreation Guide. Goal #9: Initiate a trail wayfinding signage program. 1. Determine and approve initial trail loop locations for signage program by January 31. 2. Work with company in the design and graphics of a trail sign that can be installed at trail heads by April 30. 3. Work with city staff on the installation of the new wayfinding signage in the locations determined in the parks by July 31. 4. Hold a ribbon cutting of new trail signs by September 1. 5. Work with the Heritage Preservation Commission to incorporate wayfinding signage program for historical properties in the city by September 1.
