AT TAC HMENT S : Type Desc rip tion Backup Material Draft April 12, 2017 Meeting Minutes Farmington Parks and Recreation Advisory Commission Minutes from the April 12, 2017 Regular Meeting Members Present: Hannah Simmons, David McMillen, John Moore and Dustin Johnson Members Absent: Laurie Suchanek Other’s Present: Recreation Supervisor Ryan Hayes and Parks and Recreation Director Randy Distad I. Call Meeting To Order Chair Johnson called the meeting to order at 7:00 p.m. Quorum was present. II. Approval of April 12, 2017 Meeting Agenda Moved by McMillen and seconded by Simmons to approve the meeting agenda as presented. All persons in favor (APIF). Motion carried. III. Approval of March 8, 2017 Regular Meeting Minutes The meeting minutes were approved with no revisions noted. IV. Presentations A. Mike Haley Recognition of Service Mayor Todd Larson presented a plaque to outgoing Commission member Mike Haley for the 7.5 years of service on the Commission. Mr. Haley thanked the Mayor and city for allowing him the opportunity to serve on the Commission. He thanked current and former Commission members he worked with while he was on the Commission. V. Business Items There were no business items on the agenda. VI. Discussion Items A. Review 2017 Annual Work Plan Chair Johnson reviewed the 2017 Annual Work Plan and identified items having been completed since the plan was approved in January. Director Distad shared he would update the document to show which items have been completed based on the discussion that occurred and will include the updated document in the next meeting packet. B. Draft Park Improvement Fund Capital Improvement Plan and Long Term Financial Plan Director Distad provided background information about the two plans that were included in the meeting packet. He reviewed the long term financial plan for the Park Improvement Fund (PIF) and then shared how it would fit with a five year capital improvement plan that is developed for the PIF. Information was shared showing how funding could occur long term through having a two dedicated funding sources that would allow each park to have funds available to make improvements every 20 years. The sources of funding would still have to be determined. This is something the Commission should discuss with the City Council in the future. C. City Council Parks and Recreational Facilities Tour The Commission discussed and determined it would like to have the tour on Wednesday, August 9 starting at 6:00 p.m. so it fell on a regular Commission meeting night and the tour started early enough to allow for the tour to be completed in daylight. The Commission discussed possible park and recreational facilities to tour. Based on the past practice of touring parks that have received recent improvements along with future parks that have been identified for improvements, the following parks were identified for possible inclusion in the tour:  Pine Knoll Park  Fair Hills Park  Troy Hill Park  Prairie Pines Park  Marigold Park The Commission also discussed possible recreational facilities to tour and determined that the Rambling River Center and Schmitz-Maki Arena were the two preferred facilities to tour with the City Council. The Commission suggested Town Square Park be added to the list of parks to tour. Commission members expressed an interest in having further discussion about the tour during the April 2017 meeting. (Recreation Supervisor Ryan Hayes attended the meeting at 8:15 p.m. and introduced himself to Commission members) D. 2040 Comprehensive Plan’s Parks, Recreation and Open Space Chapter Director Distad briefly reviewed the 2030 Park and Recreation Chapter with Commission members. He made the Commission aware that a price quoted to hire a consultant to write the 2040 Park and Recreation Chapter would have cost the city between $30,000 to $40,000. Given this cost estimate and that there is no funding available to hire a consultant it will be done in-house. He informed Commission members this meant the 2040 Park and Recreation Chapter will be updated by Park and Recreation Department staff, Park and Recreation Commission and Rambling River Center Advisory Board. He shared there will be a public engagement process used to gather input from residents. During the public open houses planned, there will be questions related to Park and Recreation that will ask the community to identify issues/concerns, wants/needs and likes/dislikes with the current system. Until this input is given, staff will update the areas of the 2040 Park and Recreation Chapter that do not require public input. As this information is updated, it will be brought to the Commission for review. E. Empire Township Park and Recreation Commission Parks Tour Commission members determined it would be best to have the tour on either September 11 or 25 since these were the dates the Park and Recreation Commission in Empire Township has its regular meetings. Distad stated he would contact a member of the Empire Township’s Park and Recreation Commission and work through them to get a date finalized for a tour. Commission members suggested the following parks and facilities should be toured in Farmington:  Troy Hill Park  Rambling River Center  Prairie Pines Park  Schmitz-Maki Arena Commission members wanted to have a final review of the tour schedule once Empire Township’s Park and Recreation Commission has selected a date they wish to have the tour occur on. It was also suggested to Director Distad to have Empire Township’s Park and Recreation Commission identify which parks and/or facilities it wanted in Empire Township included in the tour. It was determined the city’s Parks and Recreation bus should be used for the tour. VII. Commission Roundtable Johnson: Nothing to share. Moore: Asked about the Veteran’s Memorial flag pole and when it was going to be replaced. Director Distad shared the Veteran’s Memorial Committee is responsible for the flag pole and they are currently studying options on how to best reinstall the flag pole. McMillen: Reminded everyone about the Pond and Park Clean-Up Day event that was occurring on Saturday, April 29, 2017 from 9:00 to 11:00 a.m. and encouraged other Commission members to volunteer and get involved with this event. Simmons: Shared she would like to discuss how the Commission might be able to connect Farmington businesses to community members and/or organizations to access funding for small projects around the community. It was requested to put this as a discussion item on the May 2017 meeting agenda. VIII. Staff Report A. Prairieview Park Playground Update Playground equipment has been ordered and will have a color scheme of gray, silver and red. B. Prairieview Park Shelter Update Shelter has been ordered and will have a red and charcoal gray color scheme. C. Dew Days Information Informed Commission members about the events Park and Recreation Department will be involved in including the Dew Run and Rambling River Center’s Kiss the Pig and Live Bike Auction Fundraisers. Shared park maintenance staff also supports the Dew Days Committee by transporting picnic tables from the Dakota County Fairgrounds to the big tent prior to Dew Days and then returning the picnic tables to the Dakota County Fairgrounds after the event is over. D. Rambling River Center Plaza Design Updated the Commission on the city hiring Hoisington Koegler Group, Inc. to design the Rambling River Center Plaza. He shared there will be a public open house once concept design plans have been developed and he would keep the Commission informed when the public open house will be held. E. Akin Road Elementary Project Made the Commission members aware of a project that staff worked with Akin Road Elementary School students on that involved the students either designing a playground for Prairie Pines Park or creating a winter special event. He share the boards that are in the Council Chambers are the final product of this project. He encouraged Commission members to look at the boards after the meeting to see what unique ideas the students developed for the projects. IX. May 10, 2017 Meeting Agenda Possible Items The following items were identified by Commission members for its December 10, 2014 meeting agenda: 1. 2017 Annual Work Plan review 2. 2040 Comprehensive Plan 3. 2018 to 2022 Park Improvement Fund Capital Improvement Plan 4. T he P lan s p ecific ally s tated the following: “D esign and b u ild a R ambling R iver C en ter P laza in the open a rea west of the R a mb lin g R iver C enter a n d fron tin g on to O a k S treet as a mu lti-fu n ction a l p laza for daily informa l uses a s well a s even t u ses, such as D ew D ays and D azzle D ay.” All of the plaza c o nc ep t o p tions were reviewed and c o mmented on by the Ec o nomic Develo p ment Authority, P ark and R ec reation C ommission and R amb ling R iver C enter Ad vis ory Bo ard prior to the C ity C o uncil ap p roval. O n March 6, 2017 Ho is ington Koegler G roup , Inc (cons ultant) was hired b y the C ity C o uncil to d evelop a p referred c o nc ept plan for the design o f a plaza ad jacent to the R ambling R iver C enter. S taff met with the c ons ultant two times to provid e initial input o n the original des ign and then feed b ack on the draft design. Bas ed o n the staff inp ut and feed b ack a two draft c o nc ept optio ns were created . Both o p tions are inc lud ed in the meeting p acket. O n Ap ril 27, 2017 an open ho use was held in C ity Hall to allow the p ublic to view the two draft design concept options and then provid e feedbac k to the cons ultant about what features they liked in the two o p tions , what features they d is liked and what other features they wo uld like to add to the plaza d es ign. T here were ab o ut 20 p eo p le who attended the o p en hous e. T he two draft d es ign c o nc ep t o p tions were d is p layed in the C ity Hall lo b b y and were als o ac c es s ib le on the city’s web s ite, whic h allo wed ad d itional time fo r gathering p ublic inp ut. T he pub lic was able to p ro vide further feedbac k o n the two p laza c o nc ept o p tions through May 9, 2017. T he R ambling R iver C enter Advis o ry Board als o had an o p p o rtunity to review the two o p tions at its May 8, 2017 meeting During the meeting the R ambling R iver C enter Advis o ry Board mad e a fo rmal recommend atio n to the C ommission that it p referred C oncept B over C onc ep t A. Based o n the c omments received at the p ublic o p en hous e, comments p rovid ed at C ity Hall and c o mments p ro vided o n-line, the p ublic seemed to mo s t favo r the way C oncept A was des igned. T he C ons ultant will review during its p res entation to the C o mmis s ion, a preferred p laza c o nc ept plan that it develo p ed based on the pub lic's inp ut. T he p referred plaza conc ep t is includ ed in yo ur meeting pac ket. S everal C o mmis s io n memb ers were in attendance at the open hous e and c an p ro vide ad d itional informatio n ab o ut the o p en hous e if they wo uld like after the cons ultant's presentation. It's important to note that no c o s t es timates have been provid ed for the preferred plaza concept. O nce the p referred option is ap p ro ved and the amenities are id entified to be inc luded in the p laza, the next step will b e to create a co ns truc tion bud get c o s t es timate. C o mmis s io n members s hould c o me prepared to hear a p res entation from the c ons ultant about the R R C P laza's preferred plaza concept. By April 1, the Commission will have identified a date to meet with the City Council in a work session setting and will identify possible agenda topics for discussion during the meeting. Status: Completed. The Commission identified August 9, 2017 as a possible date to have a parks and facilities tour with the City Council and the City Council is planning to attend the tour . 2. By June 1, develop and recommend to City Council a long-term funding plan for park improvement fund. 3. By October 1, the Commission will have had a work session with the City Council and discussed during the workshop the long term funding plan for the park improvement fund and any other agenda topics identified. Goal #2: Develop and prioritize a list of parks, trails and recreational facilities improvement projects to be completed in 2018. 1. By April 1, the Commission will have discussed and identified a list of 2018 improvement projects to be completed in park, trails and recreational facilities. Status: Completed. The Commission discussed at its April 12 meeting a list of possible projects for the next five years along with a long term financial plan for the Park Improvement Fund. 2. By May 1, the Commission will have discussed and identify possible funding sources for the 2018 improvement projects. 3. By September 1, the Commission will have met with the City Council to discuss the 2018 improvement projects and how the project(s) may be funded. 4. By September 15, at least one of the projects recommended for funding in 2018 will be included in the approved 2018 preliminary budget. Goal #3: Continue to build and strengthen relationships with Empire Township’s Park and Recreation Commission (ETPRC). 1. By April 1, discuss and determine a date to have a joint meeting with ETPRC. Status: Completed. At the April 12 meeting the Commission reviewed and selected two possible dates in September to have a tour of township and city parks, facilities and trails with the ETPRC. Staff will follow up to see if the ETPRC is interested in doing the tour on one of the two dates selected. 2. By June 1, a date will have been set to have a joint meeting with ETPRC. Status: Completed. The ETPRC approved having a parks tour with the Commission on Monday, September 11, 2017 3. By August 1, discuss and formulate a list of discussion topics for a joint meeting agenda with ETPRC. 4. By October 1, a meeting will have been held with ETPRC. Goal #4: Participate in the process of making improvements in Prairieview Park. 1. By January 11, the Commission will have approved the improvements to be completed. Status: Completed. Improvements identified included adding new playground equipment, constructing a shelter, and constructing a basketball court. 2. By March 1, the RFP specifications for new playground equipment, a new picnic shelter and a basketball court will have been reviewed and approved. Status: Completed. RFP was reviewed and mailed to installation contractors and vendors. 3. By April 15, the Commission will have reviewed playground equipment, picnic shelter and basketball court proposals and made a recommendation to the City Council on the purchase and construction of these improvements. Status: Completed. Commission reviewed and submitted recommendations for playground equipment and park shelter to the City Council. 4. By May 15, the City Council will have approved the purchase and labor for the construction of the improvements. Status: Completed. City Council approved playground equipment and park shelter purchase and labor at its March 20 meeting. 5. By October 30, construction of improvements will be completed and a ribbon cutting will have occurred. Goal #5: Receive periodic presentations from each of the Parks and Recreation professional staff members about programs, parks, facilities and trails. 1. By March 1, the Commission will have received a presentation by professional staff members of the Department’s 2016 Annual Report. Status: Completed. Annual report was presented at the March 8 Commission meeting. Recreation Supervisor Missie Kohlbeck and Park and Recreation Director Randy Distad presented the annual report. 2. By May 1, Commission members will have received a presentation from staff on the results of the Schmitz-Maki Arena’s ice season. Status: In process of being completed. Jeremy Pire will be presenting the report at the May 17, 2017 meeting. 3. By August 1, Commission members will have received a presentation from staff on the first half operations of the Rambling River Center. 4. By October 1, Commission members will have received a presentation from staff on the results of the summer programs offered. 5. By November 1, the Commission will have received a presentation from staff about maintenance and improvements to parks and trails Goal #6: Work with City staff on the city’s 2040 Comprehensive Plan Parks, Recreation and Open Space Systems Plan Update. 1. Develop an outline for the Parks, Recreation and Open Space Chapter in the City’s Comprehensive Plan that can be used as the framework for the city’s 2040 comprehensive plan. Status: Completed. At the April 12 meeting, Commission reviewed the 2030 Comprehensive Plan and provided direction to staff to use the 2030 Comprehensive Plan framework during the process of creating the 2040 Comprehensive Plan. 2. Assess and prioritize outdoor athletic field needs by May 1. 3. Update the five-year Park Improvement Fund’s Capital Improvement Plan (CIP) to include parks that have been recently acquired and to also rotate existing parks into the five year CIP by June 1. 4. Through the assistance of the Parks and Recreation Department staff create a five year Capital Improvement Plan for the Farmington Civic Arena and Outdoor Pool by July 1. 5. Analyze and determine possible future dedicated funding sources for parks and trail development or redevelopment by July 1. 6. Analyze and determine future direction for the city’s recreational facilities by October 1. 7. Complete Park, Recreation and Open Space Chapter by December 31. Goal #7: Participate in the master planning process for Marigold and Prairie Pines Parks 1. Work with staff and consultant to provide a public input meeting in order to receive community input on the development of the Prairie Pines park master plan by January 31. Status: Completed. Chair Dustin Johnson attended the public open house held on January 12, 2017 and there were 15 residents who attended and provided input on the initial draft master plan. Additional public input was received at the January 28, 2017 Community Expo. 2. At one of its meetings receive a presentation from staff and consultant on draft master plans for Marigold Park and Prairie Pines Park, allow public input on the draft during the meeting and then forward recommended master plans for both parks to the City Council by February 28. Status: Completed. A presentation was made on the Marigold Park and Prairie Pines Park master plans to the Commission at its February 8, 2017 meeting and a recommendation was forwarded to the City Council to approve the master plans for both parks. 3. City Council will review the recommended master plans, allow additional public input and then approve the master plans by March 31. Status: Completed. A presentation was made to the City Council at its March 6, 2017 meeting. The City Council approved both master plans after the presentations were made and additional input was given by the City Council. Goal #8: Work with Park and Recreation Department staff to explore offering a program and/or events in different parks. 1. By May 1, 2017 solicit Farmington service organizations about their interest in offering a special event and/or program in a city park in order to expand programs and events in the parks. 2. By June 1, and after discussing possible opportunities and obstacles, determine at least one possible program and/or event that could be held in a different location in 2018 from where it is usually held. 3. By December 31, staff will develop a plan and review it with the Commission about the program and/or event that will be held in a different location in 2018, so it can be advertised in the City News and Recreation Guide. Goal #9: Initiate a trail wayfinding signage program. 1. Determine and approve initial trail loop locations for signage program by January 31. Status: Completed. Review was completed at the January 11, 2017 meeting and three trail loops were discussed and approved to move forward with completing a trail signage program. 2. Work with company in the design and graphics of a trail sign that can be installed at trail heads by April 30. Status: In process of being completed. Vacker Signs, Inc. has been contacted and staff is working through design and graphic concepts for the three trails loops. 3. Executive Summary Park And Recreation Administration The Department provides the administrative oversight for the recreational services, recreational facilities, parks and trails that are offered to the community. The City Council approves the operating and capital improvement budgets that provide the annual funding for the Department. In 2017 operational costs for all Divisions within the Department was budgeted at $1,802,974. Capital improvement costs for park improvements was budgeted at $150,000. The table below shows the population data from the past three US Censuses completed. The most current population estimate for Farmington, as of 2015, is 22,731. Growth since the 2010 census continues to occur in the northern areas of Farmington, but has also been occurring on the east and southeast areas of the city. As a result, the growth has begun to spread and connect with older, more established neighborhoods. As of the 2010 census, there were 21,086 people residing in the city. The city is comprised of 7,066 households and 5,426 families. The population density was 1,435.4 inhabitants per square mile (554.2/km2). There were 7,412 housing units at an average density of 504.6 per square mile (194.8/km2). The racial makeup of the city was 89.8% white, 2.1% African American, 0.5% Native American, 3.6% Asian, 0.1% Pacific Islander, 1.1% from other races, and 2.8% from two or more races. Hispanic or Latino of any race were 3.6% of the population. There were 7,066 households of which 51.4% had children under the age of 18 living with them, 63.4% were married couples living together, 8.7% had a female householder with no husband present, 4.7% had a male householder with no wife present, and 23.2% were non-families. 17.7% of all households were made up of individuals and 4.7% had someone living alone who was 65 years of age or older. The average household size was 2.95 and the average family size was 3.38. The median age in the city was 31.6 years. 33.3% of residents were under the age of 18; 6.3% were between the ages of 18 and 24; 35.7% were from 25 to 44; 19% were from 45 to 64; and 5.6% were 65 years of age or older. The gender makeup of the city was 50.1% male and 49.9% female.
