ADVISORY BOARD MEETING MINUTES
1. Call to Order: Chair Pennie Page called meeting to order at 9:30 a.m.
Members Present: Blanche Reichert, Mary Garlets, Pennie Page, Pat Hennen, Larry Smith, Judy
Janke, and Marge Koski
Members absent:
Others Present: Parks and Recreation Director Kellee Omlid
2. Approve Agenda
Motion by Reichert to approve agenda, seconded by Koski. All persons in favor (APIF). Motion carried.
3. Approve Minutes
Motion made by Garlets to approve January 9, 2023 meeting minutes and seconded by Janke. APIF.
Motion carried.
4. Presentations
Chair Page read a poem on ageism. It was suggested to include in the River.
5. Business Items
A. Elect Chair and Vice-Chair
Chair Page reviewed the process for nominations for the chair position. Reichert nominated Page for
the chair position, seconded by Hennen. APIF. Motion carried.
Garlets expressed interest in the vice-chair position. Janke nominated Garlets for the vice-chair
position, seconded by Reichert. APIF. Motion carried.
B. Garage Sale Fundraiser
There was lots of discussion whether to hold a garage sale fundraiser. Director Omlid provided
information regarding the raffle and the Farmington Rotary is interested in participating with the
Rambling River Center on this fundraiser. Hennen provided information on the Lions Club raffle
fundraiser. Consensus was the raffle was a good fundraiser to try as the garage sale is so much work.
Motion by Koski to not hold a garage sale fundraiser in 2023 and partner with the Rotary on a raffle,
seconded by Smith. APIF. Motion carried.
6. Discussion Items
A. Review Open Meeting Law
The board reviewed the open meeting law information from the League of Minnesota Cities (LMC).
Director Omlid reviewed the reasons why meetings of public bodies must generally be open to the public
and the responsibilities of board members regarding the open meeting law. Director Omlid stated the
best course of action is to discuss city business at the meetings and call staff with questions and/or if you
need more information.
B. Review Advisory Board Ordinance and Bylaws
The board reviewed the advisory board bylaws. The bylaws were developed in 2020 and several of the
current board members were involved in the process to draft and approve them. Board members thought
the bylaws were very helpful, important, and cleared up questions they had regarding expectations of
advisory board members. The bylaws will be reviewed annually in February as new members start their
term in February.
C. Review Favor Farmington Expo
The consensus was the Expo was good as handed out several applications and visited with several
people. Board members felt attendance was down in both businesses and people. They met a
Farmington resident who was driving to Apple Valley to purchase MDC cards. Board members
suggested to review the display board and preferred an 8-foot table next year and not a lunch room table.
Reichert left the meeting at 10:10 a.m.
D. Parks and Facilities Tour with Parks and Recreation Commission and City Council
Director Omlid provided an overview of the parks and facilities tour with the parks and recreation
commission and city council. Advisory board members who have been on the tour said it was very
interesting and they learned a lot about the city. The parks and recreation commission identified
Wednesdays, August 16, 23, and 30 at 6 p.m. as potential tour dates. Page and Garlets aren’t available
August 16. It was decided August 23 and 30 would be the preferred dates for the tour. Director Omlid
will follow-up with the parks and recreation commission and city council to select the date.
E. Arts and Crafts Fundraiser
Director Omlid mentioned as of last week there were five vendors registered. It was mentioned
Recreation Supervisor Kohlbeck was going to reach out to Chik-fil-A about selling chicken sandwiches at
the event. There was a question regarding the turf and if it was going to be smoothed out better this year
as it was hard to walk on. A suggestion was made to add cones and warning signs in the areas it
bunches up. A subcommittee for the Arts and Crafts Fundraiser was created, with Page, Smith, and
Janke volunteering to be on it. Garlets will fill in for Smith if he can’t be there.
F. Review and Understand the Six Generations Living in the United States
Board members Garlets and Janke provided an overview of the research they did on the six generations
living in the United States and what was most important to each generation. They also provided
information on the number of residents in Farmington based on ages and generations. There are
approximately 1,100 veterans living in Farmington. There was discussion on how we attract more
veterans to become members of the Rambling River Center. There was a suggestion to hold a program
on Veteran’s Day. Director Omlid mentioned there is usually a program with dinner at Farmington
High School. In years past, they allowed organizations to set up tables to promote themselves at the
event. The Rambling River Center participated in the past, but this year there wasn’t an opportunity to
set-up a display and visit with attendees. It was recommended to purchase the customer list with names
and addresses of those 49 years of age and older.
G. 2023 Work Plan Review
Chair Page reviewed the progress of the goals and objectives of the 2023 work plan.
7. Staff Report
Informational Updates
• Director Omlid mentioned staff is waiting for an email from the Department of Housing and
Urban Development (HUD) with training dates to better understand the Environmental Review.
No grant money can be spent until the Environmental Review is completed.
• Recreation Supervisor Kohlbeck will provide an update on Rambling River Center programming
at the March meeting.

CELEBRATE MILESTONE & WELCOME NEW STAFF
New Hires: Austin Holm, Emilee Shearer, and John CarpenterDan Thielbar 1984-PRESENT
John CarpenterParks Maintenance
John joined the parks maintenance team in November.
He worked as a seasonal staff member for the cities
of Cottage Grove and Apple Valley prior to joining the
city. He is looking forward to driving machinery he has
not had a chance to use, as well as, working to provide
the best park experience to residents of Farmington.
In his spare time, John enjoys deer hunting, fishing, ice
fishing, playing guitar, bowling, and trapping.
Emilee Shearer Recreation Supervisor
Emilee started as the Recreation Supervisor in August.
For nine years, Emilee worked for the Farmington Parks
and Recreation Department as a Receation Assistant/
Program Supervisor. She grew up in Farmington
and will be soon finishing her doctorate degree in
Communication Studies. In her new position, she looks
forward to putting her own twist on the city's recreation
programs. In her free time, she likes to spend time with
her boyfriend, family, and friends, as well as cooking,
reading, and watching football and hockey.
Austin Holm, Parks Maintenance
Austin started working for the parks and recreation department in June as a parks
maintenance worker. Previously he worked seasonally for the City of Eagan for
the last four years while in college. He is looking forward to learning new things
in his new position, and seeing the city's progress throughout his career. Austin
grew up in Eagan and currently lives there. Outside of work, he likes to hunt, farm,
and enjoys anything with an engine. Make sure to say hi to Austin when you see
him out and about!
Dan Thielbar, Parks Maintenance
Dan has worked for Farmington Parks and Recreation since 1984. He worked seasonally for a few years and recently completed 35 years of full-time employment.
Dan's favorite aspects of the job include field maintenance, making ice and generally working outside. He also enjoyed building trout beds with the Dakota County
Sportsman's Club. He attended Turf School, taken the Shade Tree Course, and Playground Safety Inspection Class. Fun fact: at Turf School, Dan got to be one of
the first people at Target Field. He walked the warning track, toured the management suites and learned how they collect rainwater to water the field. Dan enjoys
fishing, hunting and watching wildlife in his free time.

CAPITAL IMPROVEMENTS
Infrastructure Support
Toro Groundmaster replaced a towed behind mower.
The tractor was a 2004 John Deere and the gang
mower attachment was from 2006.
Parks completed several important projects this year
including:
• Flagstaff Meadows Master Planning
• Tree Planting at Prairie Pines
• Trail reclamation at Mystic Meadows
• Installation of a root barrier at Mystic Meadows
• Fishing pier improvements at Lake Julia Park
• Feely Fields and Arena parking lot improvements
• Railings were raised on bridges by the Arena and
Kuchera's entrance to meet ADA regulations
• Sunny Hills Park playground completion
Farmington Elementary makes great use of the
outdoor ice Parks Maintenance staff floods and
maintains for them. In fact, Principal Kim Bolleson
tweeted:

The Spruce St. project and parking lots changed the traffic patterns at the
arena. People are getting used to one way in and out on the west side of the
arena. The parking lot lights are new. The parking lot on the east was also
paved. This project will be finished this year.

A new skate sharpener was purchased.
Tiger T-ball and Footfire Soccer had
sessions throughout June and July,
utilizing parent volunteers and recreation
staff.
This year, we brought back the “Pie a
Coach in the Face” event from 2017.
During the last night of T-ball, kids play
various T-ball related games and are
able to win the chance to pie one of their
coaches in the face by hitting a ball off
the tee into a bucket. This event is fun for
the kids, parents and staff alike!
The last night of soccer included a fun
game where the kids played against
their parents. The kids had a blast on this
game night!

was today! The sound system worked great, the show was engaging and the
kids loved the music and dancing in the beginning.

The Tiger Cub Pep Fest and Halloween Wark are co-sponsored by Parks
and Recreation and Farmington Community Education.
At the Tiger Cub Pep Fest, families enjoyed getting together and dancing
to a DJ following the Homecoming Parade to cheer on the Farmington
Tigers.
At the Halloween Walk, businesses connected with the community as
they handed out candy and other treats to the families in attendance.
We had a blast celebrating
the 40th Anniversary of the
Rambling River Center. In
addition to a hog roast with
music by the Polka Dots, we
held a pumpkin decorating
contest, had a photo booth
and put together a time
capsule to be opened in 2062.

Neil Anderson, Minnwest Bank, presented the
Rambling River Center Advisory Board with a
check for $16,000 for the passenger van.
The former bus was pulled from service in
August for failing to pass the DOT inspection.
All fundraising and donations in 2022 went
toward funding the passenger van.

honor of the 40th Anniversary,

Infrastructure Support & Community Engagement
Emerald ash borer (EAB) has hit
Farmington, 117 turf area park
trees were identified with EAB.
Twenty-seven trees (Prairie
View Park and Fair Hills) were
treated. Fifteen trees (Hill Dee
Park, Rambling River Park, and
Westview Acres) were cut down.
The bath house at Evergreen Knoll
Park was removed.
The RRC Advisory Board planned and hosted
a very successful 40th Anniversary Party.
They also held several successful fundraisers
including the Arts and Crafts Fair and Breakfast
& Silent Auction. Thank you Marjorie Koski, Judy
Janke, Pennie Page, Larry Smith, Mary Garlets,
Pat Hennen, and Blanche Reichert.
RAMBLING RIVER CENTER
ADVISORY BOARD
This Parks and Recreation Commission worked with
HKGi and the advisory committee to present three
master plan ideas for the Jim Bell Park and Preserve.
They reviewed playground equipment proposals and
went on a tour of the parks and facilities with the City
Council and the RRC Advisory Board. Thank you David
McMillen, Katherine Caron, Katie Putt, Ashley Crabtree,
and Elizabeth Koss.

Community Engagement
Graffiti and vandalism are
ongoing issues.
An advisory committee was created to develop a Master Plan for Jim Bell Park and
Preserve. The intent of this group was to help steward the planning process, provide
input on deliverables and concepts, advise on implementation, and assist with public
engagement and outreach. In April, three concept plans were presented to the city
council.
It was at this point in the master planning process the team decided to evaluate the
city’s park system as a whole. The Park System Analysis and Asset Management Tool were
presented to the City Council and Parks and Recreation Commission in November.
We look forward to updating Farmington parks to meet the needs of Farmington's growing
population.

the Farmington Rotary on a raffle fundrais er.

At the advis ory board meeng on February 13, 2023, D irector O mlid review ed the ordinance that
pertains to the Rambling River Center A dvisory Board and als o the bylaws.
The bylaws are intended to idenfy rules so the board operates cons is tently, there are clear expectaons
for members , and the board can funcon in an orderly manner. Thes e bylaws were developed over
s everal months in 2020, which included review ing sample bylaw s from other s enior organizaons and
deciding w hat to include in its bylaw s . The board created dra2 bylaw s that it approved at its March 9,
2020 and forw arded to city council for approval. City council approved the R R C A B bylaws at its May 4,
2020 meeng.

2023 Work Plan
Goal #1: Focus on programs for multi-generations. Make the Rambling River Center an
inviting destination for all ages and a vibrant source for learning, socialization, and
physical wellbeing.
Objectives:
1. By January 15, discuss the six generations living in America and understand what each
generation finds appealing.
Status: Completed. The advisory board listened to a presentation by Garlets and Janke
on the six generations living in the United States at their February 13, 2023 meeting.
2. By March 1, discuss and increase programming for active adults.
3. By July 1, discuss and increase programming for inactive adults.
4. By October 1, assess program numbers and memberships.
Goal #2: Create a master plan for future building configuration, improvements, and
programming opportunities.
Objectives:
1. By March 1, JLG Architects (formerly 292 Design Group) will be approved by city
council to create a facility master plan and the kick-off meeting for the project will have
happened.
2. By June 1, a stakeholder input session will have happened and up to three building layout
options that show potential renovations or reconfigurations will have been presented.
3. By August 1, a study report including information the RRCAB and City of Farmington
will need to make critical decisions moving forward will be assembled.
4. By October 1, a building master plan will be completed and the recommendations will be
presented to city council.
Goal #3: Review and recommend 2024 Rambling River Center fees and charges to the city
council.
Objectives:
1. By July 1, review and discuss the 2024 RRC fees and charges and determine if any
revisions should be made to the 2024 fees and charges.
2. By August 1, forward recommended 2024 RRC fees and charges to the Parks and
Recreation Commission.
3. By September 30, the Parks and Recreation Commission will have reviewed and
approved the 2024 RRC fees and charges and will recommend to the City Council to
approve them.
4. By December 31, the City Council will have acted on the Advisory Board and Parks and
Recreation Commission recommended 2024 RRC fees and charges.
Goal #4: Raise at least $10,000.00 from fundraising events and donations to fund future
Rambling River Center capital improvements and/or equipment and furniture purchases.
Objectives:
1. By June 1, discuss current fundraising events to see if any changes should be made to the
exiting fundraising events and a discussion should occur about creating a new
fundraising event.
Status: Completed. At their February 13, 2023 meeting, the advisory board decided to
not hold a garage sale fundraiser this year and instead partner with the Farmington
Rotary on a raffle fundraiser.
2. By August 1, assist with and complete at least one fundraising activity.
3. By September 1, assist with and complete at least a second fundraising activity.
4. By October 1, assist with and complete at least a third fundraising activity.
5. By December 31, assist with and complete at least a fourth fundraising activity.
Goal #5: Work with the Trip Planning Committee upon receiving the passenger van to
offer Fun Fridays in 2023 and to plan future trips in 2024.
Objectives:
1. By May 1, receive a report from the Trip Committee on trips that have been or will be
offered in 2023.
2. By August 1, receive a presentation by the Trip Committee about the draft list of future
trips planned in 2024.
3. By September 15, receive a report from the Trip Committee on the attendance and trips
offered during the second quarter in 2023.
4. By October 1, receive a presentation on the final list of trips planned by the Trip
Committee to occur in 2024.
5. By November 1, receive a report from the Trip Committee on the attendance and trips
offered during the third quarter in 2023.
6. By December 31, receive a report from the Trip Committee on the attendance and trips
offered during the fourth quarter and an annual report identifying the total attendance of
those attending the 2023 trips.
Goal #6: Facilitate a meeting with the Parks and Recreation Commission (PRC).
Objectives:
1. By April 1, determine possible dates for a meeting with the PRC.
2. By May 1, finalize and approve a recommended date and give input on topics to be
discussed.
3. By June 1, approve the meeting agenda.
4. By October 1, complete a meeting with the parks and recreation commission.
Goal #7: Market and promote the Rambling River Center to increase exposure in the
Farmington community.
Objectives:
1. By March 1, purchase a customer list with names and addresses of those over age 50 in
the 55024-zip code to send introductory Rambling River Center materials to.
2. By May 1, send introductory Rambling River Center materials to those over age 50 in
55024 zip code.
3. By July 1, attend at least two community meetings/events to promote the Rambling River
Center.
4. By August 1, promote a success story or member profile that illustrates the benefits of the
Rambling River Center in the Currents and the Rivers.
5. By October 1, create and send out weekly stories and events to press release contacts
6. By December 1, partner with others to offer a creative event for the Rambling River
Center.
Goal #8: Create a list of expectations and guidelines for Rambling River Center Advisory
Board Members.
Objectives:
1. By March 1, review the city code and understand the advisory board’s role in city
governance.
