Call to Order: Chair Pennie Page called meeting to order at 9:30 a.m. Members Present: Blanche Reichert, Mary Garlets, Pennie Page, Pat Hennen, Larry Smith, and Judy Janke Members absent: Marge Koski Others Present: Parks and Recreation Director Kellee Omlid, Recreation Supervisor Missie Kohlbeck 2. Approve Agenda Motion made by Reichert seconded by Janke to approve November 14, 2022 agenda. All persons in favor (APIF). Motion carried. 3. Approve Minutes Motion made by Hennen to approve October 10, 2022 meeting minutes and seconded by Garlets, APIF. Motion carried. 4. Presentations 5. Business Items 6. Discussion Items A. Review of Breakfast and Silent Auction Fundraiser Recommendations for next year included dedicated use of Nicolai Board Room for one week prior to make baskets, donation form must be completed, supplies and bows made ahead of time, and volunteers to take baskets to car. We sold two sets of MDC cards. B. Capital Projects and Capital Improvement Fund RRCAB members reviewed the project lists. Monitors to identify what program is where was suggested to be added to the list. Staff will research cost. There was also discussion regarding master planning of the facility and use of grant money. C. Barriers to Getting to the Rambling River Center Calling former members whose membership expired to invite them back is one of the action items that has been identified. Janke volunteered to do some calling. We will review ageism at the December meeting. D. 2023 Work Plan Ideas Page had the following ideas:  Focus on programs for multi-generations.  Make RRC an inviting destination for all ages and a vibrant source for learning, socialization, and physical wellbeing.  Market and promote RRC using statistical measurements. E. Review 2022 Work Plan Progress Page reviewed the work plan. Goal are completed with the exception of fees, which will be approved in December, and master planning the facility. Master planning has been tabled to next year. 7. Staff Report Informational Updates  The Halloween Walk went well. We had 10 people representing the Rambling River Center.  The bean bag tournament had a small turnout but was fun and everyone that played said they would come again.  Thursday, December 1 there will be a Boards and Commissions reception. 8. Advisory Roundtable Smith – Would like to recruit more men to be on RRCAB Hennen – Is the train club doing Santa calls? Garlets – Nothing Koski – N/A Janke – Nothing Page – Table cloths for exhibits with the logo would be nice. Reichert - Nothing 9. Fear of losing "youthful" and "independent" identy including ageis m was idenfied as a barrier. The annual work plan outlines the w ork items the R R C A B wishes to accomplis h during the year. D I S C U S S I O N A/ached is a dra' w ork plan, w hich is a product of the discussions that occurred during O ctober and November meengs. A C T I O N R EQ U E S T E D The R R C A B is as ked to review the a/ached dra' 2023 work plan prior to the meeng. D uring the meeng, members should discuss and provide addional items to be included in the work plan. Based on the input provided by the board during the meeng, s taff w ill revise and bring a final work plan to the board to approve at its J anuary 9, 2023 meeng. AT TA C H M E N T S : Type D es cripon Backup M aterial D ra' 2023 Work P lan Rambling River Center Advisory Board 2023 Work Plan Goal #1: Focus on programs for multi-generations. Make the Rambling River Center an inviting destination for all ages and a vibrant source for learning, socialization, and physical wellbeing. Objectives: 1. By January 15, discuss the six generations living in America and understand what each generation finds appealing. 2. By March 1, discuss and increase programming for active adults. 3. By July 1, discuss and increase programming for inactive adults. 4. By October 1, assess program numbers and memberships. Goal #2: Create a master plan for future building configuration, improvements, and programming opportunities. Objectives: 1. By March 1, JLG Architects (formerly 292 Design Group) will be approved by city council to create a facility master plan and the kick-off meeting for the project will have happened. 2. By June 1, a stakeholder input session will have happened and up to three building layout options that show potential renovations or reconfigurations will have been presented. 3. By August 1, a study report including information the RRCAB and City of Farmington will need to make critical decisions moving forward will be assembled. 4. By October 1, a building master plan will be completed and the recommendations will be presented to city council. Goal #3: Review and recommend 2024 Rambling River Center fees and charges to the city council. Objectives: 1. By July 1, review and discuss the 2024 RRC fees and charges and determine if any revisions should be made to the 2024 fees and charges. 2. By August 1, forward recommended 2024 RRC fees and charges to the Parks and Recreation Commission. 3. By September 30, the Parks and Recreation Commission will have reviewed and approved the 2024 RRC fees and charges and will recommend to the City Council to approve them. 4. By December 31, the City Council will have acted on the Advisory Board and Parks and Recreation Commission recommended 2024 RRC fees and charges. Goal #4: Raise at least $10,000.00 from fundraising events and donations to fund future Rambling River Center capital improvements and/or equipment and furniture purchases. Objectives: 1. By June 1, discuss current fundraising events to see if any changes should be made to the exiting fundraising events and a discussion should occur about creating a new fundraising event. 2. By August 1, assist with and complete at least one fundraising activity. 3. By September 1, assist with and complete at least a second fundraising activity. 4. By October 1, assist with and complete at least a third fundraising activity. 5. By December 31, assist with and complete at least a fourth fundraising activity. Goal #5: Work with the Trip Planning Committee upon receiving the passenger van to offer Fun Fridays in 2023 and to plan future trips in 2024. Objectives: 1. By May 1, receive a report from the Trip Committee on trips that have been or will be offered in 2023. 2. By August 1, receive a presentation by the Trip Committee about the draft list of future trips planned in 2024. 3. By September 15, receive a report from the Trip Committee on the attendance and trips offered during the second quarter in 2023. 4. By October 1, receive a presentation on the final list of trips planned by the Trip Committee to occur in 2024. 5. By November 1, receive a report from the Trip Committee on the attendance and trips offered during the third quarter in 2023. 6. By December 31, receive a report from the Trip Committee on the attendance and trips offered during the fourth quarter and an annual report identifying the total attendance of those attending the 2023 trips. Goal #6: Facilitate a meeting with the Parks and Recreation Commission (PRC). Objectives: 1. By April 1, determine possible dates for a meeting with the PRC. 2. By May 1, finalize and approve a recommended date and give input on topics to be discussed. 3. By June 1, approve the meeting agenda. 4. By October 1, complete a meeting with the parks and recreation commission. Goal #7: Market and promote the Rambling River Center using statistical measurements. Objectives: 1. By March 1, a discussion will have taken place to create an evaluation to identify trends and popular activities, areas that need improvement or inclusion, and assess member satisfaction. 2. By June 1, evaluate the results in a quarterly report. 3. By August 1, promote a success story or member profile that illustrates the benefits of the Rambling River Center. 4. By December 1, survey members and general community regarding the perception of the Rambling River Center. AT TA C H M E N T S : Type D es cripon Backup M aterial 2022 Work P lan Rambling River Center Advisory Board 2022 Work Plan Goal #1: Tour other senior centers to learn about facilities and programs offered in other communities. Objectives: 1. By January 15, a discussion and decision will have been made about touring the two other senior center facilities. Status: Completed. March 21 was identified to tour Apple Valley Hayes Senior Center and Hastings Senior Center. Staff will contact to see if date works for them. 2. If a decision is made to tour the other senior center facilities, then by February 1 a decision will have been made about the dates of the senior center facility tours. Status: Completed. March 21 was identified and confirmed to tour Apple Valley Hayes Senior Center and Hastings Senior Center. 3. By April 1, a tour of other senior center facilities and a follow up discussion about the tours will have occurred. Status: Completed. The tours of Apple Valley Hayes Senior Center and Hastings Senior Center were completed on March 21. Goal #2: Create a master plan for future building configuration, improvements, and programming opportunities. Objectives: 1. By February 1, discuss a timeline for completing a building master plan. Status: Completed. The timeline was discussed at the May 9, 2022 meeting. 2. By March 1, complete a request for proposal process to hire a consultant firm to develop a building master plan. Status: Completed. Requests for proposals were sent with a deadline of June 8, 2022 for submittal. 3. By May 1, a consultant firm will be approved by city council and the kick-off meeting for the project will have happened. Status: Tabled until grant funding decision has been made in December 2022. 4. By October 31, a building master plan will be completed. Goal #3: Review and recommend 2023 Rambling River Center fees and charges to the city council. Objectives: 1. By July 1, review and discuss the 2023 RRC fees and charges and determine if any revisions should be made to the 2023 fees and charges. Status: Completed. The advisory board reviewed, discussed, and voted on fees and charges at their July 11, 2022 meeting. 2. By August 1, forward recommended 2023 RRC fees and charges to the Parks and Recreation Commission. Status: Completed. Fees and charges will be reviewed at the October or November parks and recreation commission meeting. 3. By September 30, the Parks and Recreation Commission will have reviewed and approved the 2023 RRC fees and charges and will recommend to the City Council to approve them. Status: Completed. Fees and charges were reviewed and approved at the November 9, 2022 parks and recreation commission meeting. 4. By December 31, the City Council will have acted on the Advisory Board and Parks and Recreation Commission recommended 2023 RRC fees and charges. Status: Completed. City council approved 2023 RRC fees and charges at their December 5, 2022 meeting. Status: Completed. The garage sale was cancelled and the breakfast and silent auction was scheduled for October 29, 2022. 2. By August 1, assist with and complete at least one fundraising activity. Status: Completed. The RRC Arts and Craft Fair was held on April 30, 2022. 3. By September 1, assist with and complete at least a second fundraising activity Status: Completed. The RRC hosted the Veteran’s Steak Fry at the VFW on May 21, 2022. 4. By October 1, assist with and complete at least a third fundraising activity. Status: Completed. The annual bike auction was held on June 25, 2022. 5. By December 31, assist with and complete at least a fourth fundraising activity. Status: Completed. The Kiss the Pig Contest was held on June 25, 2022. Goal #5: Work with the Trip Planning Committee to offer bus trips in 2022 and to plan future bus trips in 2023. Objectives: 1. By May 1, receive a report from the Trip Committee on trips that have been or will be offered in 2022. Status: Completed. A report was given at the May 9, 2022 meeting. 2. By August 1, receive a presentation by the Trip Committee about the draft list of future trips planned in 2023. Status: Completed. A report was given at the September 12, 2022 meeting. 3. By September 15, receive a report from the Trip Committee on the attendance and trips offered during the second quarter in 2022. Status: Completed. A report was given at the September 12, 2022 meeting. By October 1, receive a presentation on the final list of trips planned by the Trip Committee to occur in 2023. Status: Completed. A report was given at the September 12, 2022 meeting. By November 1, receive a report from the Trip Committee on the attendance and trips offered during the third quarter in 2022. Status: Tabled. The parks and recreation bus was pulled from service for not passing inspection. RRCAB planned events to take the place of Fun Fridays until the passenger van is delivered. Committee will resume when the passenger van is here. 4. By December 31, receive a report from the Trip Committee on the attendance and trips offered during the fourth quarter and an annual report identifying the total attendance of those attending the 2022 trips. Goal #6: Complete a city parks and facilities tour with the Parks and Recreation Commission (PRC) and City Council. Objectives: 1. By April 1, determine possible tour dates. Status: Completed. August 3, 2022 was tentatively identified as the tour date. By May 1, finalize and approve a recommended tour date and give input on which parks and facilities to tour. Status: Completed. August 3, 2022 was identified as the tour date during the May 9, 2022 meeting. 2. By June 1, provide a recommended tour date, schedule and site locations to the PRC and City Council. Status: Completed. A recommended tour date, schedule, and site locations were sent to the PRC. By October 1, complete a parks and facilities tour with the PRC and City Council. Status: Completed. A parks and facilities tour happened on August 3, 2022. Goal #7: Develop a Strategic Plan to Increase Membership. Objectives: 1. By February 28, a discussion will have taken place on ideas to increase membership. Status: Completed. At the March 14, 2022 meeting, strength and weaknesses of the Rambling River Center were identified. Suggestions were made to visit senior living facilities in Farmington. 2. By April 1, staff will have researched and visited with other senior centers about ways they attract new members. Status: Completed. Kohlbeck asked the South of the River senior centers their strategies for recruiting members. 3. By June 1, a draft strategic plan will be completed by the Advisory Board. By August 1, a strategic plan to increase membership will have been approved by the Advisory Board. Status: Completed. A plan was approved at the September 12, 2022 meeting to use a welcome packet highlighting the opportunities offered at the Rambling River Center. A list of Rambling River Center events where this information will be shared was also compiled. 4. By December 31, the results of the strategic plan to-date will be shared with Advisory Board members. Goal #8: Finish Planning and Host a Rambling River Center 40th Anniversary Celebration that will occur in 2022. Objectives: 1. By April 1, the 40th anniversary celebration schedule and program will be finalized. Status: Completed. The schedule and program have been finalized. 2. By August 1, publicity will have started and tickets on sale. Status: Completed. Information on the celebration is included in the fall Currents delivered to homes the last week of July and also in the July/August edition of the River delivered to homes the end of June. 3. By September 30, the 40th anniversary celebration will have happened. Status: Completed. A celebration was held on September 22, 2022. Goal #9: Identify Barriers to Getting to the Rambling River Center and Explore Opportunities to Remove Them. Objectives: 1. By February 1, the Advisory Board will have discussed barriers for seniors to get to the Rambling River Center. Status: Completed. At the March 14, 2022 meeting, several barriers were identified. 2. By April 1, the Advisory Board will have identified potential opportunities to remove these barriers to getting to the center. Status: Completed. A report with potential opportunities to remove barriers was discussed at the September 12, 2022 meeting. 3. By July 1, approved opportunities to help seniors get to the Rambling River Center will be implemented. Status: Completed. Tasks to remove barriers identified and assigned to RRCAB members at the November 14, 2022 meeting. 4. By December 31, a discussion on the success of the implemented strategies will have taken place.
