MARCH 14, 2022 RAMBLING RIVER CENTER
ADVISORY BOARD MEETING MINUTES
1. Call to Order: Chair Pennie Page called meeting to order at 9:30 a.m.
Members Present: Joan Moes, Blanche Reichert, Pat Hennen, Marjorie Koski, Pennie Page, Gina
Smith, and Larry Smith
Members absent:
Others Present: Parks and Recreation Director Kellee Omlid
2. Approve Agenda
Director Omlid suggested moving the presentation of the Parks and Recreation 2021 Annual Report to
the April meeting. Motion by Moes to approve agenda less the Parks and Recreation 2021 Annual
Report, seconded by Koski, APIF. Motion carried.
3. Approve Minutes
Motion made by Reichert to approve February 14, 2022 meeting minutes and seconded by Smith, APIF.
Motion carried.

6. Discussion Items
A. Community Expo Review
There was discussion regarding the location of the Rambling River Center and city’s booths. Suggestion
was made to be in main area as many people didn’t stop. Having pens for giveaway was a draw.
Handed out several Rivers. Not as well attended as in past. Rosemount Expo was same day. Still
thought was good event to participate in.
B. Rambling River Center’s 40th Anniversary Celebration
Reichert said the time capsule was ordered and expected to arrive soon. There was discussion regarding
engraving; check with Blackfire and Pellicci Hardware. It was decided to do the walk through of the
building in April so Recreation Supervisor Missie Kohlbeck could be there. Page, Smith, and Smith met
to discuss the pumpkin decorating contest. The pumpkins will be displayed in the Empire Room. The
welcome desk will be in the Empire Room. Attendees will go through the Nicolai Board Room to get
back to the hallway and into the banquet room. Koski is going to visit with Kohlbeck about the
decorations and tablecloths. Hennen has three volunteers including herself for the welcome desk.
C. 2022 Arts and Crafts Fundraiser
As of today, 17 spaces have been reserved. There were questions when the Facebook posts start.
Director Omlid will follow-up with Communication Specialist Lauren Siebenaler. Director Omlid stated
Youth Hockey wasn’t interested in selling concessions. It was asked if the Farmington Bakery was
interested. The Rambling River Center is going to sell greetings cards.
D. Strategic Plan to Increase Membership
A discussion regarding the strengths and weaknesses of the Rambling River Center took place.
Opportunities include reaching out more and letting people know we are here, selling the fact
memberships start at age 50, promoting the fitness center more, communication with the Legacy and
Trinity, and building improvements. It was suggested to investigate hosting more meals.
E. Barriers to Getting to the Rambling River Center
Discussion took place on identifying barriers to getting to the Rambling River Center. Barriers identified
included:
Loss of community
Transportation
No interest in social life
Health concerns and stigma
Parking
It was suggested when the architect is hired to create a building master plan to have them look at the
door on the west side of the building as a possible entrance. Another suggestion to explore is increasing
the size of the fitness room by expanding into the garage.
F. Review 2022 Work Plan Progress
Director Omlid provided an update on the work plan progress.
7. Staff Report
Informational Updates
The survey and Social PinPoint website for the Jim Bell Park and Preserve master plan closed
March 6. The next advisory committee meeting is March 24.
Kiss the Pig and the bike auction are scheduled for Saturday, June 25. Kiss the Pig candidates
have been finalized.
Staff is working on a request for proposals (RFP) to hire an architect to complete a building
master plan for the Rambling River Center.
Reminder we will be touring the Apple Valley and Hastings senior centers Monday (March 21).
We will leave at 8:30 a.m.
8. Advisory Roundtable
Koski – Thought we should visit Spruce Place and Oak Manor to visit with the residents about the RRC
and recruit new members.
Page – Won’t be here for April meeting. Thanked Moes for her leadership and hard work as the chair
last year.
Smith – Nothing
Moes – Nothing
Smith – Been a pleasure. This is her last meeting as moving to St. Cloud at the end of the month.
Reichert – Went through a lot of stuff this morning especially how to get seniors to the RRC.
Hennen– Receives a blood pressure monitor from Blue Cross Blue Shield every two years. Received
her new one recently and didn’t want to throw away the old one as still worked. Inquired if the RRC or
someone wanted it.

Motion by Reichert and seconded by Moes to adjourn the meeting, APIF. Motion carried. The meeting
was adjourned at 10:57 a.m.
