ADVISORY BOARD MEETING MINUTES
1. Call to Order: Chair Pennie Page called meeting to order at 9:33 a.m.
Members Present: Blanche Reichert, Mary Garlets, Pennie Page, Pat Hennen, Larry Smith, and
Marge Koski

2. Approve Agenda
Motion made by Reichert seconded by Smith to approve August 8, 2022 agenda. All persons in favor
(APIF). Motion carried.
3. Approve Minutes
Motion made by Hennen to approve July 11, 2022 meeting minutes and seconded by Garlets, APIF.
Motion carried.

5. Business Items
A. Elect Vice-Chair
Garlets indicated she would be interested in being the vice-chair with some assistance. No other interest,
no other nominations. Motion by Hennen to approve Garlets as vice-chair, seconded by Smith. APIF.
Motion carried.
6. Discussion Items
A. Review Parks and Facilities Tour with Parks and Recreation Commission and City Council
Smith commented there is a lot of opportunity at Evergreen Knoll Park. Garlets had never been to
Evergreen Knoll and she commented the number of parks in the system is impressive. Director Omlid
mentioned the bath house at Evergreen Knoll Park is scheduled for demolition. She also felt it was very
beneficial for all three groups to get together.
B. Rambling River Center’s 40th Anniversary Celebration
Final details were completed. Tickets will go on sale August 15. Page will send volunteer lists to Stacey
Popp for printing and placement at front desk.
C. Strategic Plan to Increase Membership
The board reviewed a welcome packet and agreed on all the items included. Kohlbeck will update the
letter and put on city letter head and have a final sample ready for next meeting.
D. Review 2022 Work Plan Progress
Director Omlid provided an update on the work plan progress.
7. Staff Report
Informational Updates
• The 2023 preliminary budget includes two new police officers that would start July 2023 and a
community development code enforcement position. The current proposed levy increase is
5.78%.
• The contract with 292 Design Group for facility master planning is on the city council agenda
for August 15, 2022.
• Pizza Man is working on a price for the breakfast fundraiser on October 29, 2022. Donations
for coffee, juice, and syrup have been requested from Kwik Trip.
• The parks and recreation bus failed its annual inspection so can no longer be driven.

term will be through January 31, 2025.

S taff w ould like to discuss the breakfast and s ilent aucon fundraising event with advisory board
members to see which member w ill follow -up w ith bus inesses regarding the silent aucon. S taff would
also like to idenfy which board members are able to volunteer to create bas kets and w ork during the
event. The breakfas t w ill be catered by P izza Man, so an update on the menu and cos t per pers on w ill be
provided.

Welcome to the Rambling River Center!
We would like to officially welcome you to the Rambling River Center (RRC). We speak for all
our members when we say, we're excited you became a member of our active and remarkable
community!
The RRC was established in 1982 as a landmark in the Farmington community to serve seniors and
enrich connections. We are a place for seniors to feel welcome and build a vision for everyone in
Farmington.
The RRC is operated by the Farmington Parks and Recreation Department under the policies and
guidelines established by the Farmington City Council. The RRC serves as the city’s senior recreation
destination and is also available for rental use.

Volunteer Bucks

How Do RRC Member Volunteer Bucks Work?
Volunteers receive $1 worth of volunteer bucks for each hour worked. Volunteer bucks can be used
towards RRC trips, programs and classes. They can not be used for fundraising events or driver
safety. For example if you volunteered at the RRC answering phones and you accumulated 20 hours,
you would be credited $20 in volunteer bucks.
Volunteer Bucks Rules for Use
• Volunteer bucks max out at $150 per person per year.
• A maximum of $75 per year can be transfered to another
person provided they are a member of the RRC.
• Volunteer bucks may reduce activity costs as much as 50%
of the cost with a maximum of $30 per class/trip/program.
• Volunteer bucks do not carry into the next calender year
with the exception of the last quarter.
• To be eligible volunteers must work a minimum of two
hours at a RRC fundraiser.
• Volunteers must work at approved volunteer positions.
• Volunteers are responsible for logging their own hours.
Why Volunteer Bucks?
As a participant in the volunteer bucks program you are providing the RRC with your valuable skills,
experience, and time in exchange for discounts on classes/trips/programs that are sponsored by the
RRC. It is also a great way to get involved at the RRC and ivents, we'd love to have you volunteer here!

Studies have shown that Americans over age 50 who volunteer regularly are:
• 16% happier than those who don't volunteer.
• 47% more likely to have their cholesterol levels tested and treated.
• 30% more likely to get flu shots.
• Volunteers spend 38% fewer nights in the hospital
• Volunteers walk on average 1,500 more steps per day than those who don't volunteer.
• Volunteers are less likely to develop high blood pressure, a condition that can lead to heart
attacks or strokes.

Member Code of Conduct
The Rambling River Center (RRC) Code of Conduct Policy has been established by the City of
Farmington for members of the RRC in order to define behavior expectations of members while
participating in classes, programs and events and/or general use of the facility.
Attendence Documentation
It is required for members to sign into the My Senior Center monitor or log sheet for every visit.
Cell Phones
Cell phone usage at the RRC should be respectful of the people around you. Please shut your phone
off or place it on vibrate during classes, presentations or special events. If you are in a class/program
and your cell phone rings, leave the room to take your call.
Independence & Health
Members must be able to function independently at the RRC or on a RRC sponsored trip. If they
cannot function independently, they must be accompanied by a caregiver.
It is required for members to maintain personal hygiene that is healthy and not offensive.
Use of Facility Rules
• Participants are expected to avoid causing disturbance or disruptions and to be respectful of
other participants.
• Participants must also show respect for the building and personal property of others.
• After use of a building area, all participants are required to clean the area so it clean for the next
class/program/event.
• Due to multiple programs within the rooms, groups need to adhere to the published program
time and put the room back to it's original state.
• Touching or removing personal property of others and or center articles is not permitted.
• Be considerate of others.
• Use voice, language and behavior that will not offend or disturb other participants or staff.
• Recognize and respect diversity and treat other with courtesy and consideration.
• Help avoid needless repairs by treating the RRC and it's equipment with care.
• Understand that the RRC is a public facility and is require to follow compliance with all federal,
state, county and city regulations.
Violence Is Not Tolerated
• Violence is not allowed against any person, a person's property or property of the RRC.
• Threatening staff or RRC members is sufficient cause for removal from the building.
• Refrain from using abusive, obscene, threatening, harassing, insulting or suggestive language.
• No comments, slurs, or epithets regarding race, ethnicity, religion or lifestyle will be tolerated.
• If at any time you are made to feel uncomfortable by the language and/or behavior of others,
notify RRC staff immediately.
No Smoking
By state law smoking is not allowing in any city building. This Code of Conduct Policy further prohibits
vaping with e-cigarettes in the RRC.
Alcohol Guidelines
• Alcohol is not allowed to brought into the RRC by members and consumed during business hours
unless it is associated with a program or event that is facilitated by RRC staff.
• Members will not be allowed to participate in programs and events if they are under the influence
of alcohol to such an extent that the member is visibly inebriated and/or it creates a negative
affect on a member's balance, speech and/or behavior.

Rambling River Center Advisory Board
2022 Work Plan
Goal #1: Tour other senior centers to learn about facilities and programs offered in other
communities.
Objectives:
1. By January 15, a discussion and decision will have been made about touring the two
other senior center facilities.
Status: Completed. March 21 was identified to tour Apple Valley Hayes Senior Center
and Hastings Senior Center. Staff will contact to see if date works for them.
2. If a decision is made to tour the other senior center facilities, then by February 1 a
decision will have been made about the dates of the senior center facility tours.
Status: Completed. March 21 was identified and confirmed to tour Apple Valley Hayes
Senior Center and Hastings Senior Center.
3. By April 1, a tour of other senior center facilities and a follow up discussion about the
tours will have occurred.
Status: Completed. The tours of Apple Valley Hayes Senior Center and Hastings
Senior Center were completed on March 21.
Goal #2: Create a master plan for future building configuration, improvements, and
programming opportunities.
Objectives:
1. By February 1, discuss a timeline for completing a building master plan.
Status: Completed. The timeline was discussed at the May 9, 2022 meeting.
2. By March 1, complete a request for proposal process to hire a consultant firm to develop
a building master plan.
Status: Completed. Requests for proposals were sent with a deadline of June 8, 2022
for submittal.
3. By May 1, a consultant firm will be approved by city council and the kick-off meeting for
the project will have happened.
4. By October 31, a building master plan will be completed.
Goal #3: Review and recommend 2023 Rambling River Center fees and charges to the city
council.
Objectives:
1. By July 1, review and discuss the 2023 RRC fees and charges and determine if any
revisions should be made to the 2023 fees and charges.
Status: Completed. The advisory board reviewed, discussed, and voted on fees and
charges at their July 11, 2022 meeting.
2. By August 1, forward recommended 2023 RRC fees and charges to the Parks and
Recreation Commission.
3. Status: Completed. Fees and charges will be reviewed at the October or November
parks and recreation commission meeting.
4. By September 30, the Parks and Recreation Commission will have reviewed and
approved the 2023 RRC fees and charges and will recommend to the City Council to
approve them.
5. By December 31, the City Council will have acted on the Advisory Board and Parks and
Recreation Commission recommended 2023 RRC fees and charges.
Goal #4: Raise at least $10,000.00 from fundraising events and donations to fund future
Rambling River Center capital improvements and/or equipment and furniture purchases.
Objectives:
1. By June 1, discuss current fundraising events to see if any changes should be made to the
exiting fundraising events and a discussion should occur about creating a new
fundraising event.
Status: Completed. The garage sale was cancelled and the breakfast and silent auction
was scheduled for October 29, 2022.
2. By August 1, assist with and complete at least one fundraising activity.
Status: Completed. The RRC Arts and Craft Fair was held on April 30, 2022.
3. By September 1, assist with and complete at least a second fundraising activity
Status: Completed. The RRC hosted the Veteran’s Steak Fry at the VFW on May 21,
2022.
4. By October 1, assist with and complete at least a third fundraising activity.
Status: Completed. The annual bike auction was held on June 25, 2022.
5. By December 31, assist with and complete at least a fourth fundraising activity.
Status: Completed. The Kiss the Pig Contest was held on June 25, 2022.
Goal #5: Work with the Trip Planning Committee to offer bus trips in 2022 and to plan
future bus trips in 2023.
Objectives:
1. By May 1, receive a report from the Trip Committee on trips that have been or will be
offered in 2022.
Status: Completed. A report was given at the May 9, 2022 meeting.

trips planned in 2023.
3. By September 15, receive a report from the Trip Committee on the attendance and trips
offered during the second quarter in 2022.
4. By October 1, receive a presentation on the final list of trips planned by the Trip
Committee to occur in 2023.
5. By November 1, receive a report from the Trip Committee on the attendance and trips
offered during the third quarter in 2022.
6. By December 31, receive a report from the Trip Committee on the attendance and trips
offered during the fourth quarter and an annual report identifying the total attendance of
those attending the 2022 trips.
Goal #6: Complete a city parks and facilities tour with the Parks and Recreation
Commission (PRC) and City Council.
Objectives:
1. By April 1, determine possible tour dates.
Status: Completed. August 3, 2022 was tentatively identified as the tour date.
By May 1, finalize and approve a recommended tour date and give input on which parks
and facilities to tour.
Status: Completed. August 3, 2022 was identified as the tour date during the May 9,
2022 meeting.
2. By June 1, provide a recommended tour date, schedule and site locations to the PRC and
City Council.
Status: Completed. A recommended tour date, schedule, and site locations were sent
to the PRC.
By October 1, complete a parks and facilities tour with the PRC and City Council.
Status: Completed. A parks and facilities tour happened on August 3, 2022.

Goal #7: Develop a Strategic Plan to Increase Membership.
Objectives:
1. By February 28, a discussion will have taken place on ideas to increase membership.
Status: Completed. At the March 14, 2022 meeting, strength and weaknesses of the
Rambling River Center were identified. Suggestions were made to visit senior living
facilities in Farmington.
2. By April 1, staff will have researched and visited with other senior centers about ways
they attract new members.
Status: Completed. Kohlbeck asked the South of the River senior centers their
strategies for recruiting members.
3. By June 1, a draft strategic plan will be completed by the Advisory Board.
4. By August 1, a strategic plan to increase membership will have been approved by the
Advisory Board.
5. By December 31, the results of the strategic plan to-date will be shared with Advisory
Board members.
Goal #8: Finish Planning and Host a Rambling River Center 40th Anniversary Celebration
that will occur in 2022.
Objectives:
1. By April 1, the 40th anniversary celebration schedule and program will be finalized.
Status: Completed. The schedule and program have been finalized.
2. By August 1, publicity will have started and tickets on sale.
Status: Completed. Information on the celebration is included in the fall Currents
delivered to homes the last week of July and also in the July/August edition of the
River delivered to homes the end of June.
3. By September 30, the 40th anniversary celebration will have happened.
Goal #9: Identify Barriers to Getting to the Rambling River Center and Explore
Opportunities to Remove Them.
Objectives:
1. By February 1, the Advisory Board will have discussed barriers for seniors to get to the
Rambling River Center.
Status: Completed. At the March 14, 2022 meeting, several barriers were identified.
2. By April 1, the Advisory Board will have identified potential opportunities to remove
these barriers to getting to the center.
3. By July 1, approved opportunities to help seniors get to the Rambling River Center will
be implemented.
4. By December 31, a discussion on the success of the implemented strategies will have
taken place.
