FEBRUARY 8, 2021 RAMBLING RIVER CENTER
ADVISORY BOARD VIRTUAL MEETING MINUTES
1. Call to Order: Chair Joan Moes called meeting to order at 9:30 am.
Members Present: Joan Moes, Pat Hennen, Marjorie Koski, Pennie Page, Gina Smith and Ken
Schumann
Members absent: Blanch Reichert
Others Present: Parks and Recreation Director Randy Distad, Recreation Supervisor Missie
Kohlbeck and Communication Specialist, Lauren Siebenaler
2. Approve Agenda
Motion made by Koski to approve the February 8, 2021 meeting agenda and seconded by Hennen.
APIF. Motion carried.
3. Approve Minutes
Motion made by Smith to approve January 11, 2021 meeting minutes and seconded by Hennen. APIF.
Motion carried.
4. Presentation
None.
5. Business Items
A. Elect Chair and Vice-Chair Positions
Chair Moes called for nomination for the chair position and also asked if anyone was interested in
serving in the chair position. Page nominated Moes to for the chair position. Chair Moes called for
nominations two additional times. There were no other nominations. Nominations were closed. By a 6-0
vote Moes was elected Chair for the next year.
Chair Moes called for nomination for the vice-chair position and also asked if anyone was interested in
serving in the vice-chair position. Page nominated Schumann for the vice-chair position. Schumann
nominated Koski for the vice-chair position. Chair Moes called for nominations two additional times.
There were no other nominations. Nominations were closed. The results of the vote were as follows:
5 votes for Schumann and 1 vote for Koski. Schumann was elected vice-chair for the next year.
B. Approve 2021 Work Plan
Director Distad revised the 2021 work plan to include a goal about including RRCAB members in the
park and recreation director hiring process. He shared that Moes and Schumann will represent the
advisory board on the interview committee and that City Administrator David McKnight has been made
aware of their interest and will be including them in the hiring process.
Motion made by Koski to approve the 2021 work plan and seconded by Smith. APIF. Motion carried.
C. 2021 Arts and Crafts Fundraising Event
Discussion occurred about the annual Arts and Crafts Fair event that is scheduled for May 8, 2021 at
the Schmitz-Maki Arena. Recreation Supervisor Kohlbeck made the advisory board members aware that
“save the date” postcards have been sent to vendors and RRC members. She also shared arts and crafts
vendor applications are on the City’s website. She informed everyone that notices were also placed on a
few Art and Craft show websites.
There was some discussion about COVID 19 restrictions including the 150-person maximum allowed
under the current Governor’s Executive Order. The 150-person maximum number would include
vendors and anyone else who is in a vendor’s booth, so this would reduce the number of people who
could be inside the arena shopping at the event.
Recreation Supervisor Kohlbeck is going to wait sending out vendor applications until either the
maximum number who can be in attendance has increased, or if it isn’t, then adding additional
language to the application limiting the number of people who can be in a vendor’s booth.
D. Rambling River Center Membership Survey
Page suggested a slight language change in the survey introduction paragraph of the draft survey and
suggested adding a “thank you” at the bottom of the page. Supervisor Kohlbeck will make these
changes prior to printing.
Advisory board members also suggested posting information in The River newsletter about the survey
and also promote it in the digital version on the city’s website. By consensus it was decided that two
boxes of MDC cards would be offered as door prizes for those completing the survey. Anyone
completing a survey and included their name on the survey would be eligible during the drawing to win
one of the MDC boxes.
6. Discussion Items
A. Review Open Meeting Law
Director Distad review the open meeting law with Board members.
B. Intergenerational Committee Events and Programs
Recreation Supervisor Kohlbeck informed advisory board members that city council member Katie
Porter is interested in meeting with a sub-committee from the Rambling River Center to start an adopt-a-
grandparent program. Page and Koski volunteered to be on the subcommittee. Recreation Supervisor
said she would contact city council member Porter to schedule a meeting.
C. Park and Facilities Tour City Council and Rambling River Center Advisory Board
The advisory board members by consensus felt that the August 11, 2021 date identified for the park and
facilities tour with a start time at 6:00 p.m. was acceptable. By consensus advisory board members also
recommended using the 2020 parks and facilities tour schedule and locations, which was included in the
meeting packet, for this year’s tour.
D. Prioritize Work Goals to Achieve
Director Distad shared several of the 2021 work plan goals are already being worked on including the
membership survey and the parks and facilities tour. He asked advisory board members if they have any
goals they would like to prioritize to work on at the March 8 meeting. The goals identified to work on
included fundraising and the Rambling River Center’s 40th anniversary celebration. Director Distad will
look at what other goals have upcoming deadline dates and have the goals discussed at the next meeting.
7. Staff Report
a. Informational Updates
Information about the following items was shared:
• COVID: A change at the RRC is now masks are required for exercise.
• The parks and recreation director position has been posted and application deadline is February
12.
• Kenny LaBeau from the Longbranch would like to offer his services to serve a free meal for
seniors.
• City Administrator David McKnight is planning to fundraiser for a new tread mill to be
purchased for the RRC by taking pledges and running 100 miles on Farmington Streets.
8. Advisory Roundtable.
Schumann – Asked if it is possible to have AARP tax preparation services held in Farmington?
Recreation Supervisor shared that no tax preparation services will be offered in any government
buildings in 2021 due to COVID.
Page – Shared she is not receiving the Mailchimp email.
Koski - Thought it was wonderful that David McKnight and Kenny LaBeau are willing do things for the
Rambling River Center when they don’t have to.
Hennen – Will not be at the March meeting due to a doctor’s appointment.
Smith – Didn’t have anything to share.
Moes – She had the opportunity to do a video with Bethel’s Rock Church to explain who we are and
what the RRC does. The video will be used to recruit runners for their 5K fundraiser. It will be shown in
three different churches, which includes the Farmington church. They are donating all the profits to the
RRC. The dulcimer group and Julia also made appearances in the video. It will hopefully be shared with
everyone when the city receives a copy of the video.

Motion by Smith and seconded by Koski to adjourn the meeting. APIF. Motion carried.
