ADVISORY BOARD VIRTUAL MEETING MINUTES
1. Call to Order: Chair Joan Moes called meeting to order at 9:31 am.
Members Present: Joan Moes, Pat Hennen, Pennie Page, Gina Smith and Ken Schumann
Members absent: Marjorie Koski, and Blanch Reichert
Others Present: Parks and Recreation Director Randy Distad, Recreation Supervisor Missie
Kohlbeck and Communication Specialist Lauren Siebenaler
2. Approve Agenda
Motion made by Hennen to approve the meeting agenda and seconded by Page, APIF. Motion carried.
3. Approve Minutes
Motion made by Hennen to approve November 9, 2020 meeting minutes and seconded by Page, APIF.
Motion carried.
4. Presentation
None.
5. Business Items
A. 2020 Attendance Report
Attendance report was updated to reflect attendance at the meeting. Motion by Smith to accept 2020
attendance report and seconded by Page. APIF. Motion carried.
B. 2021 Arts and Crafts Fundraising Event
Tentatively scheduled for May 8, 2021 at the Schmitz-Maki Arena. The RRC Advisory Board members
are feeling good about a COVID safe sale that late into the spring. A final decision on having the event
will be made at the January 11, 2021 meeting.
C. Approved Completed 2020 Work Plan
The 2020 Work Plan was reviewed by Chair Moes. Items that were not completed were due to COVID
and are proposed to be carried over to the 2021 Work Plan. Motion by Hennen to approve the completed
2020 Work Pan and seconded by Schumann. APIF. Motion carried.
6. Discussion Items
A. Review Draft 2021 Work Plan
Goals to be carried over to 2021 include:
• Fees and Charges for 2022 change dates to June 1 and August 1.
• Touring parks and facilities with the Park and Recreation Commission and City Council if
possible
• Senior center tours
• Fundraising events: arts and crafts show, kiss the pig and bike auction during Dew Days, garage
sale, waffle breakfast/MDC cards, and locked shredding containers
• RRC 40th anniversary celebration
• Bus trips
• Membership survey – add previous surveys to January meeting.
7. Staff Report
a. Informational Updates
• Staff had been researching the possible purchase of a new treadmill.
8. Advisory Roundtable.
Schumann – Busy with family, dad is currently ill.
Page – Asked if there is any update on applications submitted for the advisory board. Was informed
there were applications submitted by the three advisory board members whose terms are expiring on
January 31, 2021.
Hennen – Surprised to hear of Herb Carson’s passing.
Smith – Wished everyone a Happy Holidays.
Moes – Nothing to share.

At the beginning of each year the Rambling River Center A dvisory Board (A dvisory Board) approves an
annual w ork plan for the coming year. The annual work plan outlines the types of w ork items the
A dvisory Board w is hes to accomplish during the year.

A,ached is the final dra. 2021 work plan that the A dvisory Board is being asked to review and approve.
The work plan is a product of the discussion that occurred over s everal Board meengs in 2020.

Rambling River Center Advisory Board
2021 Work Plan
Goal #1: Tour other senior centers to learn about facilities and programs offered in other
communities.
Objectives:
1. By March 1, a discussion and decision will have been made about touring other senior
center facilities.
2. If a decision is made to tour other senior center facilities, then by May 1 a decision will
have been made about the number, location and date of the senior center facility tour.
3. By November 1, a tour of other senior center facilities and a follow up discussion about
the tours will have occurred.
Goal #2: Create a master plan for future building configuration, improvements and
programming opportunities.
Objectives:
1. By March 1, a discussion and recommendation will have occurred about requesting
funding in the 2022 budget to cover the cost of hiring a consultant to develop a building
master plan.
2. By June 1 a request will be made in the 2022 budget to fund hiring a consultant to
develop a building master plan.
3. By December 31, approval will be given in the final budget to have funding available to
cover the cost of developing a building master plan in 2022.
Goal #3: Review and recommend 2022 Rambling River Center fees and charges to the city
council.
Objectives:
1. By July 1, review and discuss the 2021 RRC fees and charges and determine if any
revisions should be made to the 2022fees and charges.
2. By August 1, forward recommended 2022 RRC fees and charges to the Park and
Recreation Commission.
3. By September 30, the Park and Recreation Commission will have reviewed and approved
the 2022 RRC fees and charges and will recommend to the City Council to approve them.
4. By December 31, the City Council will have acted on the Advisory Board and Park and
Recreation Commission recommended 2022 RRC fees and charges.
Goal #4: Raise at least $10,000.00 from fundraising events and donations to fund future
Rambling River Center capital improvements and/or equipment and furniture purchases.
Objectives:
1. By June 1, discuss current fundraising events to see if any changes should be made to the
exiting fundraising events and a discussion should occur about creating a new
fundraising event.
2. By August 1, assist with and complete at least one fundraising activity.
3. By September 1, assist with and complete at least a second fundraising activity.
4. By October 1, assist with and complete at least a third fundraising activity.
5. By December 31, assist with and complete at least a fourth fundraising activity.
Goal #5: Work with the Trip Planning Committee to offer bus trips in 2021 and to plan
future bus trips in 2022.
Objectives:
1. By May 1, receive a report from the Trip Committee on trips that have been or will be
offered in 2021.
2. By August 1, receive a presentation by the Trip Committee about the draft list of future
trips planned in 2022.
3. By September 15, receive a report from the Trip Committee on the attendance and trips
offered during the second quarter in 2021.
4. By October 1, receive a presentation on the final list of trips planned by the Trip
Committee to occur in 2022.
5. By November 1, receive a report from the Trip Committee on the attendance and trips
offered during the third quarter in 2021.
6. By December 31, receive a report from the Trip Committee on the attendance and trips
offered during the fourth quarter and an annual report identifying the total attendance of
those attending the 2021 trips.
Goal #6: Complete a city parks and facilities tour with the Park and Recreation
Commission (PRC) and City Council.
Objectives:
1. By April 1, determine possible tour dates.
2. By May 1, finalize and approve a recommended tour date and give input on which parks
an facilities to tour.
3. By June 1, provide a recommended tour date, schedule and site locations to the PRC and
City Council.
4. By October 1, complete a parks and facilities tour with the PRC and City Council.
Goal #7: Complete a membership survey.
Objectives:
1. By March 1, review the previous membership survey.
2. By April 1, develop a list of questions to ask on the membership survey and determine
which method(s) to use in order to engage members to participate in the survey.
3. By June 1, a membership survey will be initiated.
4. By September 1, a membership survey will be completed.
5. By November 1, the results of the membership survey will be shared with Advisory Board
members.
Goal #8: Begin planning a Rambling River Center 40th anniversary celebration that will
occur in 2022.
Objectives:
1. By April 1, approve a date to have the 40th anniversary celebration.
2. By June 1, approve a structure for a planning committee that will assist staff in the
planning of the 40th anniversary celebration.
3. By September 1, a draft schedule of events will be presented to the Advisory Board.
4. By December 31, a final schedule for the 40th anniversary celebration will be approved
by the Advisory Board.

S U B J EC T:2021 A rts and Cra$s F undraising Event

I N T R O D U C TI O N
The Rambling River C enter has held an arts and cra$s sale fundraiser in the past and has generally been
held during the month of A pril.
D I S C U S S I O N
A dvisory Board members discussed the possible 2021 arts and cra$s fundraising event during its
O ctober 12 and November 9, 2020 meengs. There were s ome concerns expressed about holding the
event if the C O V I D -19 pandemic res tricons have not eased. There w as a feeling that if the restricons
did not eas e, then it might impact the parcipaon of arts and cra$s vendors and keep the public from
a3ending this fundraising event.
At the November 9 meeng Recreaon S upervisor Kohlbeck provided a report about how arts and cra$s
vendors felt about parcipang in the arts and cra$s fundraising event. The responses s he received w ere
varied about the w illingnes s to parcipate in the event.
A s a result of the feedback received from pas t arts and cra$s vendors , the A dvisory Board voted to have
the S chmitz -Maki A rena res erved on S aturday, May 8, 2021 for the arts and cra$s fundraising event.
The reas on for this date was s o that it would be about a month later than in the past in order in hopes
that a C O V I D 19 vaccine w ould have been distributed by then and people w ould be vaccinated and
thereby reducing the fear that people may have w ith a3ending the event.
The A dvis ory Board should have a connued discussion about if it w is hes to connue with having the
event in M ay. I f it does , then a further dis cus s ion s hould be held on the inial stages of planning this
fundrais ing event.

I N T R O D U C TI O N
The A dvis ory Board, s taff and Rambling River C enter members have raised a significant amount of funds
to cover building improvements and the purchas e of equipment and furniture that have benefi-ed and
s upported the Rambling River C enter's operaons and programs. There have also been donaons
received over the same number of years that have als o s upported building improvements and the
purchas e of equipment and furniture.
D I S C U S S I O N
Because of the C O V I D 19 pandemic in 2020, almos t all of the fundrais ing events normally held during the
year had to be cancelled. H owever, this does not mean that there w asn't any donaons and fundrais ing
money received by the Rambling River Center.
A-ached is an updated financial report that s how s annual revenues and expens es for the Rambling River
Center's Capital I mprovement F und. Revenues are received from both fundraising events and donaons
made by others . This report goes back to 2012 becaus e that is w hen this fund was created and
establis hed.
A s you can s ee there is sll a healthy fund balance remaining for future building improvements , or to
purchas e equipment and furniture if needed. The current fund balance as of D ecember 31, 2020 shows
there is sll $21,450.64 remaining. I t als o s how s , while there were a limited number of fundrais ing
events held this year, there w as sll $3,630.46 received from donaons given and fundraising events
held. A ll in all, this is a nice total given the lack of opportunies in 2020 to have any fundraising events for
the Rambling River C enter.

furniture purchases that would benefit the Rambling River Center. A s a res ult of this , there have been
many building improvements made and equipment and furniture that have been purchased that have
benefi.ed the Rambling River Center over the years.
D I S C U S S I O N
A.ached are tw o documents to review. The firs t is an updated list of building improvements and
equipment and furniture purchases that have been completed since 2013. The s econd is a lis t of future
improvement and equipment and furniture purchas es to make that the A dvisory Board has given input on
in the pas t.
S taff w ould like to have the A dvis ory Board do the follow ing things :
review the list of completed building projects and equipment purchas es that have been made, and
the year in which the w ere made, to make s ure this lis t is correct
idenfy any addional building improvements and/or equipment and furniture purchases to make
in order to possibly add items to the lis t
provide some direcon about if any building improvements and/or equipment and furniture
purchas es idenfied on the list should be made in 2021

I N T R O D U C TI O N
A s urvey of Rambling River Center members was last completed in 2011. Becaus e it has been almos t ten
years s ince the last survey, staff feels it would be important to survey members in 2021. The A dvisory
Board agreed and has included it as one of its work plan goals to accomplis h in 2021.
D I S C U S S I O N
A*ached is a copy of surveys that w ere completed in 2008 and 2011 and includes the quesons that
w ere used in these previous members hip s urveys . A lot has changed at the Rambling River C enter since
the las t tw o s urveys w ere completed.
S taff are interes ted in hearing what kind of ques ons A dvis ory Board members w ould like to include in
the 2021 members hip s urvey. The input from the A dvisory Board does not enrely have to be about
s pecific survey ques ons to as k. Rather input from the A dvis ory Board could als o include what areas of
operaons A dvisory Board members are interested in receiving feedback about from members such as :
programs, events, facility improvements , technology, communicaon, etc.
