ADVISORY BOARD VIRTUAL MEETING MINUTES
1. Call to Order: Chair Joan Moes called meeting to order at 9:30 am.
Members Present: Joan Moes, Pat Hennen, Marjorie Koski, Pennie Page, Gina Smith and Ken
Schumann
Members absent: Blanch Reichert
Others Present: Parks and Recreation Director Randy Distad, Recreation Supervisor Missie
Kohlbeck and Communication Specialist Lauren Siebenaler
2. Approve Agenda
Motion made by Koski to approve the meeting agenda and seconded by Smith, APIF. Motion carried.
3. Approve Minutes
Motion made by Smith to approve December 14, 2020 meeting minutes and seconded by Hennen, APIF.
Motion carried.
4. Presentation
None.
5. Business Items
A. Park and Recreation Director Position
Discussion occurred about interest in any advisory board members being a member of the interview
panel for the parks and recreation director position. Ken Schumann volunteered to be on the interview
panel. Director Distad will pass this information on to the City Administrator.
B. Approve 2021 Work Plan
Director Distad will add a new goal identifying the Advisory Board’s interest in being involved in the
hiring process for the parks and recreation director position. He shared a revised 2021 work plan that
includes this new goal would be brought to the February 8, 2021 meeting for final advisory board
approval.
C. 2021 Arts and Crafts Fundraising Event
Discussion regarding COVID protocols, and what would be required, occurred with the advisory board
members. It was decided by consensus that it is too early to know what protocols and requirements would
need to be met, but it was agreed by everyone that all MDH and CDC guidelines will be met when the
arts and crafts sale is held. The advisory board directed staff to continue to plan on having the arts and
crafts fair event on Saturday, May 8.
6. Discussion Items
A. Review Rambling River Center Capital Improvement Fund Balance
Staff informed advisory board members the current balance in the Capital Improvement Fund is
$21,450.64. Moes asked if Happy Harry Furniture is still donating. Recreation Supervisor Kohlbeck said
the Rambling River Center is still receiving donation whenever anyone who is purchasing furniture
mentions the Rambling River Center name at the time of purchase.
B. Review List of Past and Future Rambling River Center Capital Projects and Purchases
Staff reviewed the list of items that have been purchased and improvement projects that have been
completed in the past. Staff reviewed the list of future purchases and improvement projects identified.
Staff shared there may be funding available to purchase a new treadmill for the Jack and Bev McKnight
Fitness Room. The advisory board by consensus was willing to spend some fundraising monies on a new
treadmill if it is needed. The advisory board asked staff to bring back the treadmill item to be discussed
at the February 8 meeting.
Advisory board member Hennen suggested that a NuStep machine and a recumbent bike should be added
to the list identifying them to both be replaced in 2022.
While the advisory board discussed and thought new flooring in the Empire Room would be a good idea,
it was decided by consensus to wait on replacing the flooring until tours of other senior center facilities
was completed to see what other facilities have for flooring materials.
C. Review and Discuss Previous Rambling River Center Membership Surveys
Recreation Supervisor Kohlbeck reviewed the questions that were included in the past two membership
surveys. Advisory board members preferred the questions that were included in the 2014 membership
survey. Members added and removed categories in the programming area of the survey. It was also
suggested to add a question regarding volunteer opportunities. Staff will revise the survey based on the
comments provided by the advisory board. The revised membership survey will be brought to the
February 8 meeting to be reviewed and approved by the advisory board.
7. Staff Report
A. Informational Updates
• City hall reopened on January 4.
• The Rambling River Center reopened on January 11. Hours are 8 a.m. to noon. Programs will
resume as they were prior to the November 2020 Governor’s Executive Order. Based on the
most recent Governor’s Executive Order, masks will now be required for exercise/fitness classes.
8. Advisory Roundtable.
Schumann – Computer classes would be a good addition. He is trying to follow along with new thing.
Page – Didn’t have anything to share.
Koski - The trip planning committee is excited to get together.
Hennen – Didn’t have anything to share.
Smith – Didn’t have anything to share.
Moes – Didn’t have anything to share.

pos ion. I f any member is interes ted in becoming the chair they s hould indicate they are interested and
then they can be a candidate for the pos ion. C hair Moes w ill connue to call for chair nominaons tw o
more mes and if no one els e indicates they ar e interes ted in the chair pos ion, then the nominaon w ill
be closed. O nce all members who are interes ted in becoming the chair ar e k now n, then a v ote will be
taken for the chair pos ion. O nce the chair is elected, then the pers on elected as the chair w ill repeat the

At the beginning of each year the Rambling Riv er C enter A dvisory Board (A dv is ory Board) approves an
annual w ork plan for the coming year. The annual wor k plan outlines the ty pes of wor k items the
A dvisory Board w is hes to accomplis h during the year.
D I S C U S S I O N
Normally at the J anuar y 11, 2 0 21 meeng the advis or y board would hav e approv ed the 2 0 21 w ork plan.
H owever ther e w as dis cus s ion about the advis or y board being interes ted in being involv ed in the hiring
proces s for the park s and recreaon director pos ion. A s a res ult of this , it w as decided by cons ensus to
delay approving the 2021 work plan becaus e of the des ire to add another goal about the advisory boar d
being involved in the hir ing process for the par ks and recreaon director pos ion.

2021 Work Plan
Goal #1: Tour other senior centers to learn about facilities and programs offered in other
communities.
Objectives:
1. By March 1, a discussion and decision will have been made about touring other senior
center facilities.
2. If a decision is made to tour other senior center facilities, then by May 1 a decision will
have been made about the number, location and date of the senior center facility tour.
3. By November 1, a tour of other senior center facilities and a follow up discussion about
the tours will have occurred.
Goal #2: Create a master plan for future building configuration, improvements and
programming opportunities.
Objectives:
1. By March 1, a discussion and recommendation will have occurred about requesting
funding in the 2022 budget to cover the cost of hiring a consultant to develop a building
master plan.
2. By June 1 a request will be made in the 2022 budget to fund hiring a consultant to
develop a building master plan.
3. By December 31, approval will be given in the final budget to have funding available to
cover the cost of developing a building master plan in 2022.
Goal #3: Review and recommend 2022 Rambling River Center fees and charges to the city
council.
Objectives:
1. By July 1, review and discuss the 2021 RRC fees and charges and determine if any
revisions should be made to the 2022fees and charges.
2. By August 1, forward recommended 2022 RRC fees and charges to the Park and
Recreation Commission.
3. By September 30, the Park and Recreation Commission will have reviewed and approved
the 2022 RRC fees and charges and will recommend to the City Council to approve them.
4. By December 31, the City Council will have acted on the Advisory Board and Park and
Recreation Commission recommended 2022 RRC fees and charges.
Goal #4: Raise at least $10,000.00 from fundraising events and donations to fund future
Rambling River Center capital improvements and/or equipment and furniture purchases.
Objectives:
1. By June 1, discuss current fundraising events to see if any changes should be made to the
exiting fundraising events and a discussion should occur about creating a new
fundraising event.
2. By August 1, assist with and complete at least one fundraising activity.
3. By September 1, assist with and complete at least a second fundraising activity.
4. By October 1, assist with and complete at least a third fundraising activity.
5. By December 31, assist with and complete at least a fourth fundraising activity.
Goal #5: Work with the Trip Planning Committee to offer bus trips in 2021 and to plan
future bus trips in 2022.
Objectives:
1. By May 1, receive a report from the Trip Committee on trips that have been or will be
offered in 2021.
2. By August 1, receive a presentation by the Trip Committee about the draft list of future
trips planned in 2022.
3. By September 15, receive a report from the Trip Committee on the attendance and trips
offered during the second quarter in 2021.
4. By October 1, receive a presentation on the final list of trips planned by the Trip
Committee to occur in 2022.
5. By November 1, receive a report from the Trip Committee on the attendance and trips
offered during the third quarter in 2021.
6. By December 31, receive a report from the Trip Committee on the attendance and trips
offered during the fourth quarter and an annual report identifying the total attendance of
those attending the 2021 trips.
Goal #6: Complete a city parks and facilities tour with the Park and Recreation
Commission (PRC) and City Council.
Objectives:
1. By April 1, determine possible tour dates.
2. By May 1, finalize and approve a recommended tour date and give input on which parks
an facilities to tour.
3. By June 1, provide a recommended tour date, schedule and site locations to the PRC and
City Council.
4. By October 1, complete a parks and facilities tour with the PRC and City Council.
Goal #7: Complete a membership survey.
Objectives:
1. By March 1, review the previous membership survey.
2. By April 1, develop a list of questions to ask on the membership survey and determine
which method(s) to use in order to engage members to participate in the survey.
3. By June 1, a membership survey will be initiated.
4. By September 1, a membership survey will be completed.
5. By November 1, the results of the membership survey will be shared with Advisory Board
members.
Goal #8: Begin planning a Rambling River Center 40th anniversary celebration that will
occur in 2022.
Objectives:
1. By April 1, approve a date to have the 40th anniversary celebration.
2. By June 1, approve a structure for a planning committee that will assist staff in the
planning of the 40th anniversary celebration.
3. By September 1, a draft schedule of events will be presented to the Advisory Board.
4. By December 31, a final schedule for the 40th anniversary celebration will be approved
by the Advisory Board.
Goal #9: Participate in the Park and Recreation Director hiring process.
Objectives:
1. By February 1, the Advisory Board will have selected two of its members to participate in
the hiring process.
2. By February 15, the City Administrator will be informed about the two members who are
interested in participating in the hiring process.
3. By March 15, two Advisory Board members will have participated in the interview
process and given input on who the city should hire.
4. By April 1, a decision will have been made about the hiring of the park and recreation
director position.

T he Rambling Riv er C enter has held an arts and cr a$s s ale fundraiser in the pas t and has generally been
held during the month of A pril.

A dvisory Board member s dis cus s ed the pos s ible 2 0 2 1 arts and cra$s fundrais ing event at its O ctober -
D ecember 2020 meengs and at the J anuar y 2021 meeng. W hile there w er e s ome concerns expres s ed
about holding the ev ent if the C O V I D -19 pandemic r es tr icons have not eas ed, a decision was made at
the J anuary 11, 2 0 2 1 meeng to hold the event on S aturday, May 8, 2021 at the S chmitz -Maki A rena.
T he decis ion w as made bas ed on a feeling that thr ough v accinaon efforts r es tr icons would likely eas e,
and good parcipaon of arts and cra$s vendors and the public would occur.
T he A dvis ory B oar d s hould hav e a connued dis cus s ion about the arts and cr a$s s ale event and begin to
make decis ions on s ome of the adv anced planning items that need to be made pr ior to the ev ent being
held in M ay.

Each year the February meeng serv es as an opportunity to review the M innes ota s tate statute as it
pertains to w hat the open meeng law entails .

T he new est council member, Kae Porter, has made her interest know n to Recreaon S upervisor
Kohlbeck about hav ing the Rambling River C enter offer intergeneraonal programming. A s pecific idea
s he had w as an adopt-a-gr andparent progr am.
Recreaon S uper vis or Kohlbeck s hared with council member Porter that s he would as k advisory board
members, at their February meeting, if any advis or y board members might be inter ested in w orking w ith
council member Porter and Recreaon S uper vis or Kohlbeck on the development of this ty pe of a
program.
A s an example, the adopt-a-grandparent program idea could include s uch acv ies as:

T he Park and Recr eaon C ommis s ion (P R C ) and R ambling River C enter A dvis or y B oar d (R R C A B) have
previously tour ed s ome of the city's parks and facilies . A tour was planned to occur in 2 0 20, but due to
the C O V I D 19 pandemic, it had to be postponed unl 2 0 2 1 .
D I S C U S S I O N
T he P R C at its J anuar y 13, 2 0 2 1 meeng idenfied a par ks and facilies tour date of Wednes day, A ugus t
1 1, 2021. I t als o idenfied a tour s tart me of 6 :00 p.m. and end me of 8 :00 p.m. T he P R C w anted to
make the tour inclus ive of both the C ity C ouncil and R R C A B. The City Council has been made aware of
this and the tour date has been put on their s chedule.
Because of the lar ge number of parks and facilies owned and maintained by the city, it would not be
pos s ible to tour all of them w ithin the two hour me frame. This means a decis ion will need to be made
about which par ks and facilies to tour.
I have a7ached the 2020 parks and facilies tour s chedule that was created for the P R C and R R C A B, but
did not occur. The R R C A B s hould us e this s chedule as a s tarng point and then if it wishes to change any
of the park and/or facility locaons to tour, it may do s o. O nce the R R C A B members are comfortable
w ith the park and facility locaons to tour and the s chedule, it will then be prov ided to the P R C to review
and approve at either its February 10, or M ar ch 1 0 meeng.
