MARCH 8, 2021 RAMBLING RIVER CENTER
ADVISORY BOARD MEETING MINUTES
1. Call to Order: Chair Joan Moes called meeting to order at 9:30 am.
Members Present: Joan Moes, Blanch Reichert, Marjorie Koski, Pennie Page, Gina Smith and Ken
Schumann
Members absent: Pat Hennen
Others Present: Parks and Recreation Director Randy Distad and Recreation Supervisor Missie

2. Approve Agenda
Motion made by Schumann to approve the meeting agenda and seconded by Koski. APIF. Motion
carried.
3. Approve Minutes
Motion made by Smith to approve February 8, 2021 meeting minutes and seconded by Koski. APIF.
Motion carried.
4. Presentation
The park and recreation department 2020 Annual Report was presented by Recreation Supervisor
Kohlbeck. She highlighted the challenges the department faced during the COVID-19 pandemic that
occurred during 2020, but also presented what was achieved by the department despite the pandemic.
5. Business Items
A. Adopt-a-Grandparent Program
Recreation Supervisor Kohlbeck informed board members that the program will match senior citizens
and youth and have them contact each other 1 time a week throughout the summer via either phone,
email, or zoom. No in person contact will occur due to COVID-19 during the summer. If the COVID
restrictions are eased, then an outdoor event will be planned to occur in August as an in-person event.
The committee will meet next week to finalize the application form and discuss conversation topics.
Recreation Supervisor Kohlbeck thanked Page for her list of “Do’s and Don’ts” highlighting things
participants should or shouldn’t do such as: youth not asking their senior partner for money and the
senior partner not asking youth for rides. It was very insightful. A program description will be included
in the summer edition of the Farmington Currents.
B. 2021 Arts and Crafts Fundraising Event
Recreation Supervisor Kohlbeck shared there is currently 8 paid vendors. She said in the past there has
been a requirement of having at least 35 paid vendors to hold the event. She said members will be
recruited to volunteer to assist with set up and hand out information during the Arts and Crafts event. An
attempt will be made to have food trucks should the MDH guidance allow this to occur. The arts and
crafts fair event will be advertised in the summer edition of the Farmington Currents. Staff will also send
a second application to the vendors who are on the list but have not yet submitted an application.
C. VFW Steak Fry Fundraising Event
Recreation Supervisor Kohlbeck informed everyone that the Farmington Sons of the American Legion
are still not meeting due to COVID-19. She shared that when they do start meeting and plan to resume
Steak Fries, they will contact us about the RRC Steak Fry fundraising event.
D. Kiss the Pig and Bike Auction Fundraising Events
Advisory board members were made aware that due to the apparent cancellation of Dew Days, staff
would like to bring the bikes to the Arts and Crafts Fair and have the annual bike auction held during
this event. This would bring in additional people and help sell the bikes. Advisory board members were
made aware that the RRC’s Model Railroad Club meets later this week and will discuss assisting with the
bike auction, including cleaning and repairing bikes for the auction. General consensus from advisory
board members was to move the bike auction to May 8, 2021 so it can be held at the Schmitz-Maki Arena
during the arts and crafts event.
Staff also presented an idea to move the kiss the pig contest to a fall park and recreation department
event and also scheduling Koo Koo Kanga Roo to play at the same event. Advisory board members by
consensus agreed with staff to do this.
E. Free Meal with the Longbranch
Kenny LaBeau is donating up to 200 meals for Farmington senior citizens on Tuesday, March 30. Eating
in and take out are both options. Staff is currently handling reservations for both. They are also
scheduling volunteers to assist with this free event both inside the Longbranch and at the takeout/pick up
site. Recreation Supervisor Kohlbeck said there is still plenty of room and encouraged advisory board
members to spread the word to others about this free meal event. She said the last day to make a
reservation is Tuesday, March 23.
F. Rambling River Center’s 40th Anniversary Celebration
The Rambling River Center will be celebrating its 40th anniversary in 2022. Koski, Page and Reichert
volunteered to be on a committee to begin the initial planning. Moes will be an alternate. It was agreed
that they will meet this month to begin the planning of the 40th anniversary event.
G. Waffle Breakfast and Silent Auction Fundraising Event
Recreation Supervisor Kohlbeck made advisory board members aware that Dad’s Belgian Waffles has
not responded to her emails or phone messages. She shared staff will reach out to other senior centers
that also use Dad’s Belgian Waffle Breakfast fundraiser and find out if anyone else has been able to
speak with them. She said it is a possibility that due to COVID-19 they may no longer be in business.
6. Discussion Items
A. Park and Facilitates Tour City Council and Rambling River Center Advisory Board
The park and recreation commission added Evergreen Knoll and the community garden to the list of
parks and facilities to tour. The advisory board approved the schedule by general consensus.
B. Park and Recreation Director Position Update
Director Distad informed everyone that first round interviews were completed last week for the park and
recreation director position. Five candidates have been invited back. Advisory board members Joan
Moes and Ken Schumann will participate in the next round of interviews and they will be held on March
23.
C. Tour Other Senior Centers
Advisory board members agreed that the tour of other senior center locations should remain the same as
what was planned to occur in 2020 and should occur in fall this year. Recreation Supervisor Kohlbeck
informed advisory board members that not all of the senior centers identified to be toured are open and
operating. Staff will contact them closer to fall. She was hopeful the locations will be open and the
advisory board can receive a complete tour.
D. Review 2021 Work Plan
Chair Moes reviewed the 2021 work plan. She identified that several of the goals are currently being
worked on and a few more objectives have been completed. Goal #2, objective #1 was changed to show a
deadline date of April 1. Director Distad will update and bring work plan to next meeting.
Schumann left the meeting at 10:50 a.m.
7. Staff Report
a. Informational Updates
• RRC Covid update: The advisory board was given the ok to start meeting in person. Staff will
work on having volunteers to start working again at the main desk once vaccinations are done
and members have immunity. Activity has been increasing, so having the volunteers return will
be helpful for staff.
• Advisory board members reviewed the Muddy Bunny Run video. A thank you was extended to
Joan Moes for her participation in the video. Recreation Supervisor Kohlbeck encouraged
advisory board members to consider running/walking on April 3.
• City Administrator David McKnight is planning to fundraiser for a new tread mill for the RRC.
He is taking pledges and running 100 miles on Farmington streets in 100 days. Please consider
donating to this cause.

At the March 8, 2021 advis ory board meeng, a discussion occurred about forming a commi(ee to begin
the planning of the Rambling River Center's (R R C) 40th anniversary celebraon, w hich w ould occur in
2022.
D I S C U S S I O N
At the March 8, 2021 meeng, Pennie Page, Marjorie Kos ki and Blanche Reichert volunteered to be on a
commi(ee to begin the planning of the R R C's 40th anniversary celebraon. Chair J oan M oes volunteered
to s erve as an alternate on the commi(ee in the event that one of the other commi(ee members could
not a(end a meeng.
The commi(ee has met s ince the last advisory board meeng. A dvis ory board member Page nofied
Recreaon S upervis or Kohlbeck that the commi(ee has idenfied a meframe of S eptember 20-25, 2022
to hold the celebraon. The commi(ee prefers the dates of S eptember 22-24, 2022. The advisory board
s hould dis cus s these dates and then make a decision if thes e dates are acceptable, so they can be
approved for the 40th annivers ary celebraon.
I n addion a meline w ith events was developed for when the celebraon w ould occur and it is a(ached
along w ith s ome ideas about creang a history board for the 40th anniversary.

At the March 8 meeng, informaon was s hared about the Rambling River C enter offering an adopt-a-
grandparent program. A commi+ee w as formed and the inial planning has occurred

The program w ill be primarily virtually based. I t is hoped that before the program ends there will be an

The advisory board has approved a date of M ay 8, 2021 for the annual arts and cra!s s ale fundrais er to
occur. S chmitz-M aki A rena was s elected as the site and it has been res erved for the event.

At the March 8 meeng the advisory board approved moving the bike aucon, so it will be held on the
s ame day and me as the arts and cra!s s ale fundrais er. The bike aucon will be held outside of the
arena w hile the arts and cra!s sale event is occurring in order to hopefully generate addional traffic for
both fundrais ing events .
S taff w ill provide an update to advis ory board members about the number of vendors who have currently
registered to parcipate. Because this w ill be the last advisory board meeng before the arts and cra!s
fair and bike aucon event is held, it will be important to make the finale decis ions needed about holding
the event.
There should als o be a connued dis cus s ion by advisory board members about the on-going planning of
this event. This w ould include such things as recruitment of volunteers , tas ks the volunteers w ould
perform and when volunteers w ould be scheduled to work.

Kenny LaBeau who owns the Longbranch S aloon and Eatery provided a free meal to senior ciz ens on
March 30, 2021.
D I S C U S S I O N
This meal event featured both in-pers on dining and take out meals. I t required both staff and volunteers
to help with this event. I nially there w as up to 200 free meals offered. H owever due to a deadline
needing to be met and a s low res pons e to the registraon, there w ere les s than 200 free meals served.
This w as a very generous offer from M r. LaBeau to provide this free meal event. S taff, and we are sure
the advisory board as w ell, are appreciave of Mr. L aBeau for the iniave he took in providing this free
meal event.
S taff w ould like to get some feedback from advisory board members w ho parcipated in the free meal
event about how this event went.

O ne of the 2021 w ork plan goals was for the advis ory board to tour other senior centers . The advis ory
board dis cus s ed at its March 8 meeng the possibility of touring other area s enior centers in 2021. The
follow ing cies were idenfied to have their s enior centers toured: Northfield, H as ngs , Rosemount and
A pple Valley.
D I S C U S S I O N
D uring the March 8 meeng, it was decided by consens us that the advis ory board w ould like to
tentavely complete a tour of other senior centers in the fall of 2021. This was due to the fact that not all
of the senior centers idenfied to be toured are currently open to tour. S taff w ill provide an update about
the possible fall tour of the senior centers .
I n addion, it may be helpful to als o have a dis cus s ion about what the advisory board feels are the goals
that should be accomplis hed during the tour. This w ay w hen the tours are s cheduled, staff can make the
s taff at the other s enior centers aw are of what goals the tour is looking to accomplis h. I t also allow s the
tours to be tailored to allow the advisory board to come aw ay w ith helpful/us eful informaon es pecially
w hen developing a future mas ter plan for the Rambling River C enter building.

The Rambling River C enter holds a garage s ale fundrais er on an odd numbered year bas is and typically
has held them in the fall.
D I S C U S S I O N
The garage sale fundraiser has been occurring in odd numbered years. This means in 2021, a garage sale
fundrais er w ould normally occur if the odd numbered year connues to be followed.
S taff and the advis ory board s hould have a dis cus s ion about holding a garage sale fundraiser in 2021.
G iven the number of fundraisers that have been pushed back to later dates this year, it might be advisable
to cons ider pos tponing the garage s ale for another year.

I N T R O D U C TI O N
The advisory board has dis cus s ed in the past the need to create a master plan for the Rambling River
Center building.
D I S C U S S I O N
A building master plan w ould provide an opportunity to w ork w ith an architect to complete an analysis of
the exis ng s pace to s ee if a new design for the interior space of the building would improve building
s ecurity, circulaon, a)racvenes s and expand programming s pace.
W hile there w as a request to include funding in the 2021 budget to hire a consultant to develop a mas ter
plan for the building, it was eventually deferred for a year and moved to the 2022 reques ted budget. This
w as done becaus e of the C O V I D 19 pandemic in 2020 and not know ing how the city's 2020 and 2021
budgets w ould be impacted by the pandemic. The 2020 budget was able to have a s urplus at the end of
the year due to the federal government's C A R E S A ct funding. A s a res ult the city's current budget
s ituaon is not as bad as it was projected to be.
The 2022 reques ted budget process will begin in M ay. S taff w ould like to discuss with the advis ory board
if it w ould like staff to reques t funding in the 2022 budget to hire a consultant to develop a mas ter plan for
the building in 2022.

2021 Work Plan
Goal #1: Tour other senior centers to learn about facilities and programs offered in other
communities.
Objectives:
1. By March 1, a discussion and decision will have been made about touring other senior
center facilities.
Status: Completed. A discussion occurred at the March 8 meeting and it was decided
to move the tour to the fall of 2021 and keeping the same facilities to tour as were
identified in 2020 to tour.
2. If a decision is made to tour other senior center facilities, then by May 1 a decision will
have been made about the number, location and date of the senior center facility tour.
Status: Partially completed. It was determined to tour the senior center facilities
previously identified to be toured in 2020. However, a date for the tour has not been
identified yet.
3. By November 1, a tour of other senior center facilities and a follow up discussion about
the tours will have occurred.
Goal #2: Create a master plan for future building configuration, improvements and
programming opportunities.
Objectives:
1. By March 1, a discussion and recommendation will have occurred about requesting
funding in the 2022 budget to cover the cost of hiring a consultant to develop a building
master plan.
2. By June 1 a request will be made in the 2022 budget to fund hiring a consultant to
develop a building master plan.
3. By December 31, approval will be given in the final budget to have funding available to
cover the cost of developing a building master plan in 2022.
Goal #3: Review and recommend 2022 Rambling River Center fees and charges to the city
council.
Objectives:
1. By July 1, review and discuss the 2021 RRC fees and charges and determine if any
revisions should be made to the 2022fees and charges.
2. By August 1, forward recommended 2022 RRC fees and charges to the Park and
Recreation Commission.
3. By September 30, the Park and Recreation Commission will have reviewed and approved
the 2022 RRC fees and charges and will recommend to the City Council to approve them.
4. By December 31, the City Council will have acted on the Advisory Board and Park and
Recreation Commission recommended 2022 RRC fees and charges.
Goal #4: Raise at least $10,000.00 from fundraising events and donations to fund future
Rambling River Center capital improvements and/or equipment and furniture purchases.
Objectives:
1. By June 1, discuss current fundraising events to see if any changes should be made to the
exiting fundraising events and a discussion should occur about creating a new
fundraising event.
Status: Completed. Fundraising events were discussed during the March 8 meeting
and it was decided to rearrange some of the fundraising events this year due to
COVID.
2. By August 1, assist with and complete at least one fundraising activity.
3. By September 1, assist with and complete at least a second fundraising activity.
4. By October 1, assist with and complete at least a third fundraising activity.
5. By December 31, assist with and complete at least a fourth fundraising activity.
Goal #5: Work with the Trip Planning Committee to offer bus trips in 2021 and to plan
future bus trips in 2022.
Objectives:
1. By May 1, receive a report from the Trip Committee on trips that have been or will be
offered in 2021.
2. By August 1, receive a presentation by the Trip Committee about the draft list of future
trips planned in 2022.
3. By September 15, receive a report from the Trip Committee on the attendance and trips
offered during the second quarter in 2021.
4. By October 1, receive a presentation on the final list of trips planned by the Trip
Committee to occur in 2022.
5. By November 1, receive a report from the Trip Committee on the attendance and trips
offered during the third quarter in 2021.
6. By December 31, receive a report from the Trip Committee on the attendance and trips
offered during the fourth quarter and an annual report identifying the total attendance of
those attending the 2021 trips.
Goal #6: Complete a city parks and facilities tour with the Park and Recreation
Commission (PRC) and City Council.
Objectives:
1. By April 1, determine possible tour dates.
Status: Completed. A tour date was approved at the February 8 meeting.
2. By May 1, finalize and approve a recommended tour date and give input on which parks
and facilities to tour.
Status: Completed. Input was given on which parks and facilities to tour.
3. By June 1, provide a recommended tour date, schedule and site locations to the PRC and
City Council.
Status: Completed. A recommended tour date, schedule and site locations were sent to
the PRC.
4. By October 1, complete a parks and facilities tour with the PRC and City Council.
Goal #7: Complete a membership survey.
Objectives:
1. By March 1, review the previous membership survey.
Status: Completed. The two previous membership surveys were reviewed at the
January and February meetings.
2. By April 1, develop a list of questions to ask on the membership survey and determine
which method(s) to use in order to engage members to participate in the survey.
Status: Completed. A list of questions to include on the membership survey and a
method to use to engage members was determined at the February 8 meeting.
3. By June 1, a membership survey will be initiated.
Status: In progress.
4. By September 1, a membership survey will be completed.
5. By November 1, the results of the membership survey will be shared with Advisory Board
members.
Goal #8: Begin planning a Rambling River Center 40th anniversary celebration that will
occur in 2022.
Objectives:
1. By April 1, approve a date to have the 40th anniversary celebration.
Status: In progress. A discussion will occur during the April 12 meeting about the
dates of the celebration.
2. By June 1, approve a structure for a planning committee that will assist staff in the
planning of the 40th anniversary celebration.
Status: Completed. A committee was formed at the March 8 meeting.
3. By September 1, a draft schedule of events will be presented to the Advisory Board.
4. By December 31, a final schedule for the 40th anniversary celebration will be approved
by the Advisory Board.
Goal #9: Participate in the Park and Recreation Director hiring process.
Objectives:
1. By February 1, the Advisory Board will have selected two of its members to participate in
the hiring process.
Status: Completed. Chair Moes and member Schumann were selected to participate.
2. By February 15, the City Administrator will be informed about the two members who are
interested in participating in the hiring process.
Status: Completed. The city administrator was notified of the two members who are
interested in participating in the hiring process.
3. By March 15, two Advisory Board members will have participated in the interview
process and given input on who the city should hire.
Status: Completed. Chair Moes and advisory board member Schumann participated
in the March 23 presentations that candidates gave.
4. By April 1, a decision will have been made about the hiring of the park and recreation
director position.
