Call to Order: Meeting was called to order by Chair Schmidtke at 9:30 am. Quorum was present. Members Present: Marilyn Briesacher, Roger Wood, Kay Bennett, Fred Schmidtke, Blanche Reichert, Marjorie Koski, and Sarah Miller Members Absent: Others Present: Parks & Recreation Director Randy Distad and Recreation Supervisor Nicole Gorman 2. Approve Agenda Motion made by Briesacher to approve July 11, 2016 meeting agenda and seconded by Bennett. APIF. Motion carried. 3. Approve Minutes Motion made by Wood to approve May 9, 2016 meeting minutes and seconded by Briesacher. APIF. Motion carried. 4. Presentations 5. Business Items A. RRC Capital Improvement Fund Projects Director Distad reported that $73,000 has been spent on items for the RRC leaving a balance of $3,500 in the fund. Distad reviewed the list of potential projects to be funded in the future. Koski inquired about redoing the strings on the blinds in the banquet room versus buying new. Staff said they would look into the price difference. Advisory Board members agreed that items pertaining to the safety of the center should take priority to items that beautify it. Briesacher requested Distad to add Empire Township to the list of completed projects as one of the contributors. Distad said he’d add it. B. 2017 Fees & Charges – RRC Membership Structure Director Distad discussed staff recommendations regarding fees and charges for 2017. Changes included merging the RRC general membership and the Jack and Bev McKnight Fitness Center membership together and charge $35 per person instead of the current rates of $27 and $60. Advisory Board members felt that there may be complaints due to the increase but thought it would be worth trying. Additional changes included increasing the banquet room rental rate from $300 to $325 for four hours and from $75 to $80 for each additional hour. Other changes included increasing the Empire Room from $70 to $75 per two hours and from $35 to $37 for each additional hour; the two small conference rooms would go from $18 to $20 for two hours and from $9 to $10 for each additional hour; lastly, the Harry & Louise Ross Room would go from $55 to $60 for two hours and from $27.50 to $30 for each additional hour. Motion made by Briesacher to increase RRC membership fee to include the fitness center’s fee per staff’s recommendation and seconded by Koski. APIF. Motion carried. Motion made by Wood to increase rental fees per staff’s recommendation and seconded by Bennett. APIF. Motion carried. 6. Discussion Items A. Waffle Breakfast Supervisor Gorman provided an update on the Waffle Breakfast to Advisory Board members. Gorman stated that tickets have been printed and are ready to sell. The waffle breakfast portion of the event will run from 8:30 a.m. to noon per the board’s request. Distad requested volunteers from the board to chair different aspects of the event. The following volunteered to chair: Briesacher (Ticket Sales), Koski (Silent Auction), Miller (Bake Sale/MDC Cards), Schmidtke (Waffle Breakfast-Day of Logistics), Bennett (Marketing/Signage). Each chair will be corresponding with Gorman prior to Gorman’s leave. After that each chair will coordinate accordingly with Distad and RRC staff. B. 2017 Arts & Crafts Sale Gorman requested input from the Advisory Board as to the date for the April 2017 Arts & Crafts Sale. Board members agreed upon April 22. Gorman will send out save the date postcards to potential crafters to give them ample time to make crafts. Staff and Board members decided to change the time from 9 a.m. to start at 10 a.m. There will also be a lunch option available for purchase which will include a sloppy joe sandwich, chips and beverage. C. Recreation Facilities Recommendation Director Distad reported that the recreation facilities recommendation was approved by council to put on the November 2016 ballot. Distad provided Advisory Board members with a copy of the estimated costs of the projects that were recommended. D. Dew Days Review Gorman gave a review of how the four fundraisers the center held during Dew Days went. The popcorn/water tent for Beer, Brats and Bingo brought in a net profit of $33.66; the bike auction had 30 bikes available and brought in a net profit of $317.54; the jewelry sale brought in a net profit of $447.05; and Kiss the Pig brought in a net profit of $1,082.26. Total net profit for 2016’s Dew Days fundraisers was $1,880.51. Staff recommended that the jewelry sale be held every other year in September, next one would be 2018. E. RRC Fall Staffing Distad discussed coverage and reassured the Board that there would be a part-time staff person working Mondays-Thursdays for 16 hours a week to help cover while Nicole is on maternity leave. 7. Commission Roundtable Koski –Stated how much she enjoyed the Thirty-One Bingo Event in May. Miller – Nothing to share. Bennett – Requested a sign with one sweet per person be posted in the bread room. Also, stated that she feels non-members are not paying the non-member fee when attending the center for cards and other special interest groups. Briesacher –Nothing to share. Wood – Inquired about being involved in the Downtown Block Party and Car Show for 2017. Reichert – Offered to help in any way for the Waffle Breakfast in October. Schmidtke – Nothing to share. 8. A few p hoto s have b een attached fo r the Bo ard 's review. As a result of this vandalism is s ue, staff has worked with the Farmingto n Po lic e Department on the cost o f installing a s ec urity camera ab o ve this area in order to hopefully record the p erp etrato rs in the act of committing the vand alis m. The cost of the new s ec urity camera, mounting hardware and software licens e is $1,250.00. Bec ause this is not a b udgeted exp ens e in the Ramb ling River C enter's 2016 o p erating b ud get, s taff is rec o mmending the cost of the sec urity c amera be s p lit 50/50 between the 2016 RRC operating b udget ($750) and the RRC Capital Impro vement Fund b udget ($750). Imp lementatio n o f the p lan has b een initiated . DISCUSSION The Plan identifies s everal ac tion step s to be c o mp leted. T he firs t actio n s tep of p urc hasing and installing new bike rac ks downto wn has been funded and is in the proc es s of b eing c ompleted . Staff is now in the proc es s of reviewing another actio n s tep, whic h is to des ign and build a Rambling River Center p laza in the area west of the Ramb ling River C enter and fronting o nto Oak Street as a multi-functional p laza for d aily info rmal us e as well as for events . Includ ed in yo ur p acket are the four preferred p laza concept plans . Staff wo uld like the Board to review the four c o nc ep ts and then c o me prepared at the meeting to d is c us s and recommend a p referred c oncept plan. The Economic Development Authority has alread y p ro vid ed a recommend ation for its preferred p laza c o nc ep t p lan. The P ark and Rec reation Commission will b e dis c ussing the c o nc ep t plans at its Augus t 17, 2016 meeting and making a recommend atio n at that time. Onc e a p referred c oncept plan has been identified , the next step in the p roc es s will be to engage the cons ulting firm, Hois ingto n Koegler Group , Inc . to do ad d itional design wo rk and cost estimates. DISCUSSION A disc ussion s hould oc cur by the Bo ard abo ut its interest in having a tab le fo r the RRC at the P atriotic Night event that will be held at Farmingto n High Sc ho o l on Thursday, No vember 10, 2016. If the Bo ard is interes ted in partic ipating and having a display table fo r the RRC, then some logis tic s will have to b e d etermined . DISCUSSION At its July 13, 2016 meeting, the P RC reviewed the Bo ard 's rec o mmended 2017 fees and c harges . The only revisions mad e were amend ing and removal o f s ome language bec ause o f the language no lo nger being ap p licable to the Jac k and Bev McKnight Fitnes s Center (Fitness Center).
