Call to Order: The meeting was called to order by Secretary Snobeck at 7:15 p.m.
1. Approve Minutes – May 19, 2017 - Motion by Snobeck, second by Snowbeck to approve the minutes as
presented. APIF, Motion Carried.
2. Water Citations
a. 521 Oak Street – Douglas Jaeger – Denied first citation, waived second citation.
b. 19780 Embers Ave – Brooke Anderson – Denied
c. 22461 – Canova Court – Lee R. Gregory – Continued to July meeting

4. New Business – None
5. Approve Bills – The charge for the truck billboard frame from Blackfire Creative Designs, will be removed
and recoded to Solid Waste. Motion by Snobeck, second by Gassert to approve the bills as amended. APIF,
Motion Carried.
5. Open Forum – The board and Director Gehler discussed the new resident packets. The board would like to
know when packets are delivered and what is in them. This will be brought to the July meeting. Discussion
regarding the watering policy and marketing and education for water restrictions could also be discussed at the
July meeting.
6. Adjourn – Motion by Snobeck, second by Gassert to adjourn at 8:16 PM. APIF, Motion Carried.

T he C ity has water us e restrictions to enc ourage c onservation of water resources. T he restrictions are
administered by the Water Board with the use of the Water P atrol. T he s eas onal Water P atrol began the last
week of May. Attac hed is a log of the citations issued in 2017.

W hen a c itation is issued, the property owner is mailed a notice of violation whic h inc ludes the reason for the
violation, supporting documentation and information on the appeals proc es s . T here are five property
owners appealing citations . Information on each c itation is attac hed.

WATER COMMISSION

It is hereby recognized that in the city there was created in August of 1911 a "water board" which it is herein
reaffirmed, did and continues to exist as an independent administrative utilities commission under the
provision of MSA 412.341. The commission shall have jurisdiction over the municipal water system only and
shall have all of the powers granted to it under MSA 412.361. (Ord. 080-88, 4-7-1980)
2-5-2: INITIAL APPOINTMENTS:
Initial appointments were made to accomplish the rotation of overlapping terms described in subsection 2-5-
3(E) of this chapter. (Ord. 080-88, 4-7-1980)
2-5-3: CRITERIA ADOPTED:
The following criteria are hereby adopted:
(A) Members; Officers: There shall be three (3) members who shall choose annually from among themselves
a president and all of whom shall appoint a secretary who need not be a member of the commission.
(B) Designated Seats: All seats are undesignated unless a member of the city council is appointed to the one
seat allowed for this purpose.
(C) Appointing Authority: All members shall be appointed by the city council.
(D) Qualifications: All members shall be citizens of the United States and shall be residents of the city.
(E) Terms Of Office: All members shall be appointed for three (3) year terms beginning on February 1
providing for the rotation of one member each year.
(F) Vacancy: A vacancy shall be filled by the council for the unexpired term.
(G) Compensation: Members shall receive a salary as fixed by the council in the annual budget. The secretary
shall receive a salary fixed by the commission.
(H) Removal: Members may be removed from office for cause by a four-fifths (4/5) vote of the council.

(I) Oath Of Office: Prior to assuming the duties to which first appointed, each member shall take an oath of

2-5-4: EFFECTIVE DATE:
This ordinance becomes effective upon adoption by the council and upon subsequent publication in the

WATERWORKS
8-3-1: ESTABLISHMENT:
The water system as they are now constituted or shall be hereinafter enlarged or extended shall
be operated and maintained under the provisions of this Chapter subject to the authority of the
Council at any time to amend, alter, change or repeal the same.
8-3-2: COUNCIL TO MANAGE SYSTEM:
The Council shall have charge and management of the water system, subject to such
delegation of their authority to other City employees as the Council shall provide.
8-3-3: WATER DEPARTMENT SUPERVISOR:
For the purposes of this ordinance, the Water Department Supervisor is defined as either the
City Engineer or the Municipal Services Director.
8-3-4: APPLICATION, PERMITS AND FEES:
No person shall make any type of connection to, repair of, or alteration in the water system,
except after making an application on a form provided by the City and receiving a permit issued
by the City. The application shall include the legal description of the property to be served, the
uses for which the connection is requested, and the size of the service line to be used.
The Water Department Supervisor shall examine all applications before a permit is issued; and
after the construction, enlargement, alteration, or repair is complete the Water Department
Supervisor shall be notified. It shall be unlawful to cover any connecting line until an inspection
has been made and such connection and the work incident thereto has been approved by the
Water Department Supervisor as a proper and suitable connection.
No permit shall be issued and no connection shall be made with respect to any water system
serving the property of any person or occupants of the land, parcel or premises affected that
have not paid or provided for the payment of their full and proportionate share of the cost of
said utility, or the current installment of any special assessment thereon.
All connection costs and charges, permit fees and user charges, together with the method of
payment therefor, shall be established by the Council from time to time, within the discretion of
the Council. (Ord. 173, 7-7-69)
No permit shall be issued to connect with any water main unless the Clerk certifies to the truth
of one of the following or the payment required under Section 8-3-4 is made:
(A) That the lot or tract to be served has been assessed for the cost of construction of the main
with which the connection is made or that proceedings for levying such assessment have

been or will be commenced in due course; or
(B) That the cost of construction of the main has been paid by the developer or builder
platting the lot or tract; or
(C) That, if neither of the foregoing is true, a sum equal to the portion of the cost of
constructing the main which would be assessable against the lot or parcel has been paid to
the city. (Ord. 092-274, 7-20-1992)
8-3-5: PRIVATE WATER SYSTEM UNLAWFUL:
It shall be unlawful for any person to install a private or community water system in the city in
cases where the public water system is accessible to the premises where such private system
is requested. To determine whether or not such public water is available for connection each
person or corporation desiring to install a private or community water system must first make
application for connection to the public system. Upon determination of the council that it is not
feasible to connect the applicant's premises to the public water system, then the applicant shall
be granted a permit to install a private community water system.
All properties using a water system in the city, except those properties which are considered as
agricultural, shall connect to the water system of the city within one year after the time that said
system is available to the property. (Ord. 173, 7-7-1969)
8-3-6: WATER METER REGULATIONS:
Before any water conveyed through the municipal water system shall be used or utilized on the
premises of any person there shall be installed a water meter that will accurately measure the
water consumed on said premises. The meters so installed shall be of the type approved by the
water department and shall be installed at the applicant's own expense. A water meter yoke
shall be installed on water service pipes going into the premises of one inch (1") or less. All
water use shall be metered.
All properties which are currently receiving water through the city shall have one year from the
passage of this section to have a meter installed meeting the requirements of section 8-3-6 of
this chapter. If the owner of said property has not installed the meter within one year of the
passage of this section, the city may have the meter installed and charge the property owner
for said installation. If the installation and meter are not paid for by the property owner, the city
may then assess the cost thereof to the property.
The city shall exclusively own and control the water meters to be used in the water system.
If any meters are damaged either by carelessness or neglect of the owner or occupant of the
premises or other agents, the owner or occupants must pay for the repairs of such damage. The
cost of ordinary maintenance and repair of all meters owned by the city shall be borne by the
water department. (Ord. 092-274, 7-20-1992)
8-3-7: METERS:
(A) Meter Use Required: Except for extinguishing of fire, no person except authorized city

employees shall use water from the water supply system or permit water to be drawn
therefrom unless the same be metered by passing through a meter supplied or approved by
the city. (Ord. 092-274, 7-20-1992)
(B) Installation of Meters: All water meters hereafter installed or replaced shall be done so in
accordance with the following rules:
1. The service pipe from the water main to the meter shall be brought through the floor in a
vertical position. The full flow ball valves shall be installed between twelve inches (12")
and sixty inches (60") above the floor. Brass fittings are required between the full flow ball
valves.
2. The meter shall be located so that the bottom is a minimum of twelve inches (12") above
the finished floor line. The meter shall be set not more than sixty inches (60") above the
floor line, measured horizontally from the inside line of the basement wall, unless an
alternate method is approved by the building official. A suitable bracket to support the
meter in a proper vertical position and to prevent noise from vibration shall be provided.

3. All meter installations shall have a full flow ball valve on the street side of the meter. In no
case shall there be more than twelve inches (12") of pipe exposed between the point of
entrance through the basement floor and the gate valve.
Full flow ball valves shall also be installed on the house side of the meter. Meter setting
devices shall be of copper pipe or tubing from the terminus of the service pipe up to and
including the house side full flow ball valve and it must provide for continuous electrical
conductivity. When no meter horn is installed, continuous electrical conductivity shall be
provided by adequately sized ground strap per electrical codes.
4. Meters installed prior to the passage of this Section are exempt from Sections 8-3-1
through 8-3-3. (Ord. 092-274, 7-20-92)
8-3-8: WATER RENTAL CHARGES:
For the purpose of providing funds with which to construct, maintain and operate the Municipal
water system of the City and facilities connected therewith, the Public Utilities Commission has
been granted and is hereby granted the power and authority to assess and determine the rates
to be paid by the various users and customers of the Municipal water system for the water
supplied to said users and the benefits derived by them.
The rates therefor shall be established by the Public Utilities Commission and the classification
of the type of service or the types of premises to which service is furnished shall be determined
by said Commission.
Said rates may vary between the classes established by the Commission, but may not vary as
between different users in the same class. Rates may be established on a monthly, quarterly,
semi-annually or annual basis and may provide both gross and net rates. (Ord. 153, 12-30-63)
The secretary of the Public Utilities Commission shall compute the amount due from the
respective users of the Municipal water system, or the benefits derived therefrom, and shall
render a statement thereof to the owner or occupant of any premises served by said water

system or benefited thereby. The amounts so computed shall be the joint and several liability of
both the owner and occupant of each of the respective premises. Each charge established
pursuant to this Section is hereby made a lien upon the corresponding lot, parcel of land,
building or premises served by said water system and all such charges which are delinquent
shall be certified by the secretary of said Commission to the Clerk and by the Clerk certified to
the County Auditor of Dakota County on the first day of October of each year. In so certifying
such charges, there shall be set forth the respective amounts thereof, the description of the
premises served or benefited, and the name of the owner thereof; and the amounts so certified
shall be extended by the Auditor on the tax rolls against such premises in the same manner as
other taxes, and collected by the County Treasurer and paid to the City Treasurer, along with
other taxes. In so certifying such charges, the Clerk shall include the amounts so certified
interest thereon from the first day of October of the year of certification until September 30 of
the year following at a rate set forth from time to time by resolution of the City Council. (Ord.
153, 12-30-63; amd. Ord. 083-158, 12-19-83)
In addition to the foregoing, but not in limitation thereof, the City may recover any charges
established pursuant to this Section in a civil action brought in the name of the City in any
court of competent jurisdiction.
All funds received as water rentals as authorized by this Section, and all funds collected with
real estate taxes for delinquent water rentals and interests shall be transferred and credited to
the Municipal Power Commission for the purposes herein provided. (Ord. 153; 12-30-63)
8-3-9: METER READING:
(A) The Council may provide a system of water meter reading by any method deemed suitable
to the purpose of the Council. The Council may also establish billing areas or districts and
provide for the reading of meters and billing charges by calendar quarters or monthly
quarters or such periodic intervals as the Council shall determine suitable and necessary
from time to time.
(B) The Council reserves the right to discontinue service to any customer of the water
system without notice when necessary for repairs, additional connections or reconnection or
for nonpayment of charges or bills or disregard of any rules or regulations in connection
with the use or operation of said system. Whenever any service has been discontinued for
nonpayment of charges or bills or for disregard of any rules or regulations or for any other
purpose, it shall not be resumed except upon payment of the charges or bills accrued
together with interest thereon in the amount of six percent (6%) per annum, or compliance
with the rules and regulations previously violated and payment to the Council of a
restoration fee to be determined by the Water Board.
(C) The City shall keep an accurate record of each meter in use, read all meters at the end of
the billing cycle and calculate the amount of water used by each consumer. (Ord. 173, 7-7-
69; amd. Ord. 092-274, 7-20-92)
8-3-10: BILLING REGULATIONS:
The Council shall have the authority to prescribe by resolution the rates to be charged for water
to the customer from time to time and may prescribe the date of billing, a discount for payment
within a prescribed period and/or penalty for failure to pay within such period and such further

rules and regulations relative to the use and operation of such system as it may deem
necessary from time to time.
8-3-11: FAULTY METERS:
If a meter fails to register or accurately measure the water, the charge for water consumed
shall be paid for at the established rate based upon past average billings as determined by
the Water Department.
If the property owner fails to allow the City to access the faulty meter and make repairs
within 30 days of notification, the Water Board is authorized to impose a monthly surcharge
against the property until such time as access to the meter is granted. The Water Board
shall determine the surcharge amount.
8-3-12: LEAK IN SERVICE LINE:
Any owner, occupant or user of a premises who shall discover a leak in a service line to the
premises shall notify the Supervisor within twenty four (24) hours. Any water wasted due to
failure of such person to comply with this regulation shall be estimated by the Water
Department Supervisor and be charged for against him at the established rate. (Ord. 173, 7-7-
69)
The Water Department Supervisor shall have the authority to discontinue service if a leak has
not been repaired within 7 days of notification. W ater service shall be discontinued
immediately if the waste of water is great, or when damage is likely to result from the leak
8-3-13: CONNECTION REQUIREMENTS:
There shall be installed in every connection to the City water system, one full flow ball valve
which shall be installed at a point between the curb stop and the meter so that the water may
be turned off and the meter and house plumbing entirely drained. There shall be installed
another full flow ball valve in the pipe on the house side of the meter. There shall be installed a
meter yoke of the type approved by the Council for convenient installation or removal of the
meter. A separate connection shall be provided for fire protection systems. No meter is required
on fire protection service lines. All service pipes connected to the City system shall be Type K
copper, a minimum of one inch (1") inside diameter or its approved equal. Each principal use
shall be connected separately to the public water service system.
Existing connection pipes shall be brought into compliance with this Section upon their repair,
alteration or replacement. All curb stops shall be installed at the property line, centered on the
lot, upstream of the sanitary sewer service and shall include a riser rod inside the valve box.
Before undertaking the construction work authorized by the permit, the person shall secure and
maintain a policy of insurance against damages to property or injury or death to individuals as
provided by law. Proof of such insurance shall be filed with the City prior to construction work
and such policy shall provide that the City shall be notified immediately of any termination or
modification of such insurance. (Ord. 090-225, 1-2-90; amd. Ord. 092-274, 7-20-92; Ord. 093-
296, 1-19-93)
8-3-14: CONNECTIONS PROHIBITED:

It shall be unlawful for any person to make or have made on his behalf any connection to the
City water system in the City for the purpose of, or resulting in, connecting property not then
within the boundaries of the City to the City water system. (Ord. 157; 8-2-65)
8-3-15: UNLAWFUL TO TAMPER WITH METER:
It shall be unlawful for any person to tamper with, alter, by-pass or in any manner whatsoever
interfere with the proper use and functioning of any water meter within the City.
8-3-16: RESPONSIBILITY OF OWNERS:
After the initial connection has been made to the curb stops, the applicant, owner, occupant or
user of the premises shall have the responsibility to maintain the stop box at such height as will
insure that it remains above the finished grade of the property.
8-3-17: INSTALLATION OF CONNECTIONS:
All connections to the water system shall be performed by a plumber licensed to do plumbing
by the State of Minnesota, except that nothing in this Chapter shall be construed to prohibit an
individual owner from obtaining a permit and installing such connection by his own labor;
provided, however, that said construction is conducted under the regulations of this Chapter
and requirement of the City Engineer and Water Department Supervisor.
8-3-18: CITY NOT LIABLE:
The City shall not be held liable at any time for any deficiency or failure in the supply of water to
any customer whether the same be occasioned by shutting off the water for repairs or
connections or for any cause whatsoever.
8-3-19: EXCAVATION AND REPAIR WORK:
(A) All installation work or repairs of connections to the water systems, including grades, bends
and backfilling shall be performed under the direction and supervision of the Water
Department. All backfill should be free of foreign materials, be compactable and a
mechanical tamper should be used. No work shall be covered or backfilled until directed by
said Supervisor. When excavation work is done on City or private property, the excavated
material should be placed on a plastic or canvas or similar covering and the top soil should
be kept separately from the other soil excavated. When the excavation is backfilled, the top
soil shall be replaced last. All work and excavation shall be protected by the barricades and
warning markers and lights reasonable and suitable to the purpose. The City shall be held
harmless of any claim or loss that might arise from damage, loss or injury caused by or
arising by reason of such work being performed; and the applicant causing such work to be
done shall give undertaking to the City with respect hereto.
(B) No digging in a permanent type street shall be permitted except by special permission from
the City, and upon posting of such security as may be required for the replacement of said
street. (Ord. 173, 7-7-69)
8-3-20: USE OF FIRE HYDRANTS:
(A) It shall be unlawful for any unauthorized person to open, tamper with, or otherwise use any

fire hydrant, valve or appurtenance to the water system. Firefighters and City employees
are authorized to use the fire hydrants.
(B) The City does not issue hydrant use permits. Anyone wishing to utilize large quantities of
water may receive water from the City's filling station(s).
(C) Anyone wishing to utilize water for irrigation, rink flooding, etc., must utilize a
permanently installed water meter station as determined by the Public Works Director.
All of these water uses shall be metered and a report submitted to the Public Works
Director. (Ord. 094-330, 4-4-94)
(D) At the discretion of the Water Department Supervisor, contractors on large projects
may be allowed to obtain water directly from fire hydrants. When approved by the
Water Department Supervisor, all water must be metered through the use of a hydrant
meter supplied by the City. The contractor will be responsible for all costs associated
with the usage including but not limited to the appropriate usage charge and a damage
deposit for the meter.
8-3-21: EMERGENCY REGULATIONS:
The Council may impose emergency regulations pertaining to the conservation of water by
resolution of the Council and by giving notice by publication or by posting in the City Hall and at
such public places as the Council may direct. (Ord. 173, 7-7-69)
8-3-22: RIGHT TO ENTER LAND:
The City by any authorized employee or agent shall have the right to enter and be admitted to
any lands and property in the City for the purpose of inspection of materials, plumbing work
and fixtures of all kinds used by or in connection with the water system. (Ord. 173, 7-7-69)
8-3-23: PRIVATE WATER NOT PERMITTED IN CITY SYSTEM:
Whenever any premises are connected to the City water system there shall be maintained a
complete physical separation between the City water supply system and any private water
supply system so that it is impossible to intentionally or unintentionally allow any water
produced by a private system to be introduced in the supply line of the City system. (Ord.
173,7-7-69)
8-3-24: NOTICE OF USERS:
Upon the change of occupancy of any premises which are connected to the City water system,
the occupant leaving the premises shall give notice prior to the time he vacates the premises
that the water service shall be discontinued. The fee owner of the premises is required to give
notice to the Water Department of the name and address of the new occupant as well as to
give notice when the water service shall be furnished to the new occupant. (Ord. 173, 7-7-69)
8-3-25: WATER AREA CHARGES:
No building permit, subdivision, rezoning or action by the Zoning Board of Adjustment shall be

approved until the applicant has paid a water area charge for past, present or future water
supply. Said charge shall be based on and used in accordance with the Farmington Water
Supply and Distribution Plan as amended. (Ord. 089-224, 12-4-89)
8-3-26: TURNING ON WATER, TAPPING MAINS:
No person except an authorized City employee shall turn on any water supply by operating a
gate valve, hydrant or corporation stop; or tap any distributing main or pipe of the water supply
system or insert a stop corp or other appurtenance therein. City employees and licensed
plumbers shall be allowed to operate the curb stop, typically located at the property line, in the
course of their duties when all City permits have been received. (Ord. 094-330, 4-4-94)
8-3-27: PENALTY:
A violation of this Chapter or of any provision of this Code shall be a penal offense and subject
to the penalties therefor. Any person convicted of such violation shall be penalized up to the
maximum amounts allowed for statutory misdemeanor violations. (Ord. 093-314, 9-7-93)

General Water Board Policies
1. Water Distribution Plan
The most current version of the City’s Water Distribution Plan is incorporated by reference into
this policy.
2. Authority
The City’s Director of Municipal Services and City Engineer are in responsible charge of the
City’s Water system on a day to day operational and maintenance basis. In their absence, the
Street and Utility Supervisor is in charge. In the case of emergency situations, the person in
responsible charge is authorized by the Water Board to take the steps necessary to address the
situation.
3. Investments
The Water Board’s investments will be coordinated and approved by the City’s Director of
Finance.
4. Residential Fixture Elevation
The maximum first floor elevation allowable in new developments is 999. Water fixtures in
residences may not be installed above the elevation of 1005 unless a booster pump is installed.

Water Board Policy on Water Meters and Water Service
1. Residents of the City of Farmington are responsible for all plumbing costs, including the cost of the
meter horn and the two (2) required valves. The meter horn must be purchased from the City to
ensure compatibility with the meters being purchased. The property owner is responsible for
maintaining his own plumbing including the meter horn. The City retains ownership of the meter and
the curb box. The City will be responsible for necessary repairs to the curb box. The City will also be
responsible for curb box adjustments. However, curb box adjustments that are a result of changes to
the property made by the property owner will be billed back to the property owner.
2. Installation of Water Meters. Effective November 1, 1998, the City of Farmington switched to
radio read water meters. Radio transmitting devices will be installed on all new residential water
meters. The new radio reading system requires special installation and testing tools that have been
purchased by the City of Farmington. Because special equipment is needed, the procedure contractors
will follow when installing residential meters has changed. Contractors are required to install only a
bare meter body in a City approved meter setter. The City Water Department, at the time of the final
plumbing inspection, will install the radio reading devices.
A bare meter body and a meter setter will be provided at City Hall. No register or transmitter will be
sent with the meter. Please refer to the Installation Data Sheet for detailed installation instructions.
3. Time Limit on Installation All meters shall be installed within 30 days from the date that the
permit is issued by the City, to avoid costs of metering hardware and material in the event of loss by
the installer. Any meters that are changed because of repairs or replacement will be brought up to the
current code.
4. A Water Meter permit is required for installation of meter and horns. After October 1, 1993, the
property owner is responsible for all costs for meters, etc. Staff is to utilize the existing permit
application form to track meter installation. Copies of approved applications shall be distributed to
the Inspector, Finance, Administration, and Municipal Services.
5. Water meter installers, with plumbers license, shall be allowed to operate curb stops during the
construction phase (estimated to be 30 days) after the permit is granted.
6. Permit applications can be approved by staff upon determination that the application is complete and
all applicable fees have been collected and/or billed.
7. If water is to be utilized during the construction phase of any building and/or project, the water meter
is to be in place and functioning. The property owner will be responsible for all water used during
construction for items such as base compaction, water sod, etc. If the meter is not in place, the water
service shall be shut off at the curb box.
8. Any water used during construction shall be paid for at the time of closing on a house sale. The final
inspection of the water meter installation shall be performed prior to closing of a house sale. The
installer must notify the City when meter installation is complete. An appointment for final meter
inspection shall be made at this time. A minimum of 24 hours lead-time is required between

notification and final meter inspection. The water meter final inspection must be certified by City
staff prior to the issuance of a building Certificate of Occupancy.
9. The Water Board’s definition of availability is a water service line stubbed to the property line with
curb box. City Code requires that all properties must connect to municipal services when available.
10. Property owners are responsible for notifying the City when their water service status is changed.
City staff will utilize existing forms/procedures for documenting and implementing changes to water
service. In the event of errors or discrepancies in billings and/or fees, the Water Board will review
them on a case by case basis upon receipt of a written request. The Water Board will consider issues
retroactive to one (1) year prior to the written request.
11. The Water Board will designate its agents for water rate studies to determine fees and rates to be
levied on behalf of the Water Board from time to time. The rates shall be established on an annual
basis by Resolution recommended by the Water Board and adopted by the City Council.
12. Water Meter Accuracy Check
A consumer may, by written request, have their meter accuracy checked. In case a test should show
an error of over five percent (5%) of the water consumed (Industry Standard), a correctly registered
meter will be installed, and the bill will be adjusted accordingly. In the event that the error is less than
5%, the owner will be charged a Meter Testing Fee consistent with the current Fees & Charges
Resolution. This testing fee will be added to owner’s next quarterly bill. Adjustment shall not extend
back more than one billing period from the date of the written request. The charges for meter testing
are in the Fees & Charges Resolution, and shall be deposited into the Utility Operating Fund.
13. City Policy and Code require a 3/4" water meter. The City’s standard water meter is the Badger
Model 25. If a property owner requests a 1" or larger water meter in lieu of the standard 3/4" meter,
the property owner must pay the additional costs associated with the larger meter. These costs will be
from the unit prices bid from the City's water meter contract.
14. The Water Board retains ownership of the meter, wire and remote reader/radio transmitter and is
responsible for maintaining it properly. In the event of negligence on the part of the property owner
(i.e. such as a frozen meter, etc.), the property owner will be responsible for all repair costs.
15. Tampering with the meter, wire, remote reader/radio transmitter and seal is illegal. It is considered a
misdemeanor and will be prosecuted as allowed by City Code and applicable laws. A penalty will be
applied in cases of tampering as determined by the Water Board. Tampering with the curb box at the
property line is also illegal with the same penalties.
16. A handout consisting of the following shall be distributed with all meters and horns to provide for
proper installation.
a. Typical water meter installation diagram
b. Gate Valves shall be A.Y. McDonald #2032 Ball valve full port or approved equivalent.
c. Policies

17. Utility bills are the responsibility of the property owners. All accounts will be put in the property
owner’s names. If the property owner has multiple users of his/her property, it is the property owners’
responsibility to determine his/her own method of distributing the water bill from the City. The City
encourages private metering in this type of use. The cost of the meters is the responsibility of the
property owner. The City will be reading meters on a quarterly basis at the remote reader or by radio
transmitter as the case may be. Periodically, the City may inspect the actual meter in the home as
determined by the Water Board.
18. The City shall be notified for the following:
A. New Utility Accounts - The name, address and telephone number of the property owner to
establish the utility account.
B. Change in Ownership - The City utility maintenance personnel shall take a final meter reading
prior to the closing day. A minimum 24-hour notice is required during working hours Monday
through Friday, 8:00 A.M. to 4:30 P.M. The City will need to have the property owners
forwarding address to send the final bill. The City will also need to have the new property
owner’s name before it can be taken out of the current listing.
C. Water Maintenance - Property owners are expected to call the City of Farmington if they are
having problems with a water meter or services.
D. Door Tags - If a resident has received a door tag, the property owner is expected to call the
Municipal Services Department as soon as possible.
19. The City's Standard Operating Procedure on Water Line Services
It is the responsibility of the consumer or owner to maintain the service line from the curb stop into
the house or other building. In case of failure upon the part of any consumer or owner to repair any
leak occurring in his service line within seven (7) days after oral or written notice has been given the
owner or occupant of the premises, the water may be shut off and will not be turned on until a
reconnection charge has been paid and the water service has been repaired. If repairs are not made in
in the specified time, the City may cause the work to be done at the expense of the property owner.
When the waste of water is great or when damage is likely to result from the leak, the water will be turned
off if the repair is not proceeded with immediately. Any water wasted shall be estimated by the Water
Department Supervisor and be charged against the property owner at the established rate. Water lines in
public or privately owned property, privately owned on the effective date hereof, shall continue to be the
responsibility of the property owner. When determining responsibility for the leak repair, if the leak stops
when the curb box is turned off, the property owner is responsible for the cost and for coordinating the
repair. If the leak does not stop when the curb box is turned off, the City is responsible for the cost and for
coordinating the repair.
20. In the event there is water leaking from a vacant foreclosed home, staff will contact the Police
Department to explain the situation. An officer will be dispatched, if available, otherwise a Computer
Aided Dispatch incident will be created. Staff will enter the house by whatever means necessary to
turn off the water and attempt to identify and inform the mortgage company or their attorney using
Dakota County property records.

21. The Licensed Water Operators employed by the City are responsible for inspecting the water meter
installations, sealing of the meters and installation of radio transmitters. They are also responsible for
keeping a log of water meter serial numbers and the meter installation locations.
Appointments are required for final meter inspections. Appointments for inspections will be
performed between 9AM and 2PM with 24-hour notice. The resident or plumber must be available to
insure access to the meter for this inspection. A one-hour time allotment will be made for these
inspections. The following must be inspected as part of the final inspection.
1. Meter Installation 6. Check for valves and curb stops in open position
2. Sealing of the meter 7. Verify serial number and address
3. Curb Stop 8. Must run water to test meter
4. Initial meter reading 9. Check for leaks
5. Proper meter flow direction
22. An access panel, centered on meter, of sufficient size (minimum 2' X 2') must be provided to allow the
City to maintain its water meters whenever the meter is enclosed.
23. In the case that a meter is found to have stopped, or to be operating in a faulty manner, the amount of
water used will be estimated in accordance with previous use history.
24. The water rate shall consist of two components as established by the Water Board and included in the
City’s fee schedule by the City Council. The first component shall be a flat rate, which is charged to
cover fixed costs of the utility. This fee is charged at all times whether the meter is used or not. The
second component shall be a fee per 1000 gallons of water used as measured by the water meters or
estimated in the case of a faulty meter (see 23 above).
25. Sprinkling and Other Limitations - The Water Board may impose emergency regulations pertaining to
the conservation of water by Resolution and by giving Public Notice by publication or by posting at
City Hall and other such public places as the Water Board directs.
26. Notice of Disruption of Water Services: The Water Boards policy is to notify affected properties prior
to disruption of water service. In cases of emergency, this notice shall be done as soon as possible
prior to disruption. This notice shall be done by City staff on a house by house basis. A written
notice shall be left at all affected locations when possible.
27. City policy is to provide one service line to each property. Multiple dwelling units (2 to 4 housing
units) will be provided with a service line for each unit. Apartments will be serviced by one line. No
more than one housing unit or building shall be supplied from one service connection. Fire sprinkling
service lines will be provided for all large structures at owner’s expense. Fire sprinkling lines will not
be metered.
28. All potable water lines shall be laid to a depth of not less than 7 feet below the established grade, or at
a safe frost depth as defined per Minnesota State Plumbing Code.
29. All service line connections shall be inspected by the City prior to backfilling. These inspections shall
be done by the City's licensed water operators utilizing the existing forms established by the City. A
sketch of the service lines shall be made at the time of inspection. Ties from the curb stop to the

corners of the buildings shall be noted on this sketch. The licensed water operators are responsible for
maintaining the records of these service lines and curb stop locations.
30. Curb stops shall be installed at the property line near the centerline of the lot. Water services shall be
installed upstream from the sanitary service. Fifteen foot long stubouts shall be installed from the
curb stop onto the property in all new developments. Riser rods are required in curb boxes to a point
one (1) foot below the established grade.
31. Compound meters are required when 2" or larger service lines are utilized.
32. Water Shut-Offs: The City will provide the service of shutting off or turning on a water service at the
rates outlined in the City’s fee schedule.
33. All new meters shall have radio transmitters installed for meter reading purposes.
34. All existing idler pipes/spacers currently in existing meter horns must be turned into the City. The
City will confiscate any that are found during inspections.
35. From time to time, the City will need access to the water meter inside the house as allowed by City
Code. The water operators shall contact the property owner when access is needed by the following
methods:
a. Phone
b. Personal Contact
c. Mailed notice and/or door knob notice
If, after 30 calendar days, the City is unsuccessful in obtaining access, the Water Board has the authority
to impose a surcharge of not less than $150 per month to be added to the utility bill.
36. The City Code requires that all water meters installed in new construction shall be installed at a
minimum height of 12" above the finished floor, maximum 60" above the finished floor. The Water
Board policy on pre-existing service lines will allow property owners to utilize their existing shut off
valve at its current location. The new water meter is to be installed on the house side of the existing
valve. A meter horn and a second valve is required by City Code.\
37. Certification of Delinquent Accounts: In the event that an account is in excess of 60 days past due, the
City will have the amount that is 60 days past due certified to Dakota County for collection on the
property taxes. This will take place at a public hearing at the second City Council meeting in
November. The amount that is over 60 days past due will be certified to Dakota County by December
1 to be added to the property taxes the following year.

POLICY ON FROZEN WATER SERVICES
From time to time, water service lines in the City of Farmington become frozen due to deep frost
conditions. When this occurs prompt action is needed to prevent major damages.
The following outlines the City's policy on responding to this type of problem.
1) Typically the City will receive a phone call of no water available to a property. City staff is to
complete a "Citizen Action Request Form" when this call is received. All policies that apply to
these forms must be followed. This form is then given to the Street and Utility Supervisor with a
copy to the Municipal Services Director, for implementation.
2) City staff is to respond as quickly as possible to a suspected frozen water service. Contact between
the Street and Utility Supervisor and property owner (and/or resident) shall be implemented
immediately to determine what plan of action is to be followed.
3) The Street and Utility Supervisor is to discuss the plan of action with property owner as quickly as
possible. Frozen water service lines are typically thawed by connecting a large welder to the curb
boxes in the street and interior plumbing.
A) If the City and resident agree to share the cost equally at this discussion, the supervisor will
proceed to have the service line thawed from the main to the structure. It is difficult to determine
the actual location of the frozen portion of the service and under this policy the City and property
owner agree to share liability.
B) If the resident and City do not agree to share the cost equally, the supervisor will proceed to
thaw the water service line from the main to the curb box, typically at the property line. No
attempt will be made to thaw the service line between the curb box and the structure. This portion
is the property owner’s responsibility. The City will be responsible for all costs associated with
thawing the City’s share of the service line. (From main to curb box.)
It is recognized that the property owner is assuming some risk under option B. If the service is
frozen beneath the street, he may not have any costs. If the service is frozen on private property,
he may incur more costs on his own. The property owner will be responsible for all costs
associated with repairs to a frozen water service under option B.
4) The Street and Utility Supervisor is to prepare a written report to document what has occurred in
responding to the frozen water service. A copy of this report is to be given to the Municipal
Services Director and Finance Department (for billing if appropriate).
5) From time to time, the Water Board may want to consider declaring an emergency situation
related to extremely deep frost conditions. Whenever this declaration is made, the Water Board
will direct residents to keep one faucet running 24 hours per day to prevent freezing and related
costs to a minimum. A credit for this water use will be applied to the water bill of citizens
requesting this option. The cost of sanitary sewer treatment will not be credited. This declaration
can only be made between January 1 and March 31 of any given year. The property owner must

notify the City that they are doing this and requesting credit. The City will read the meter at the
start and end of this period. Water usage will be compared to average daily usage for the quarter
immediately preceding the declaration, and the property owner will be credited the difference
between the average usage immediately prior to the declaration and the average usage during the
declaration. Once the property owner has been notified that it is no longer necessary to run the
water, no credits will be given.
6) If the Street and Utility Supervisor is aware of specific properties that have frozen water problems
on a regular basis, he shall notify the property owner to keep one faucet running in the house, 24-
hours per day, until, based on his determination, this is no longer necessary. Credit for additional
water usage during this time will be handled as in 5) above. Frozen water lines are generally the
result of water lines that are too shallow. If it is determined that the City’s main or stub is
currently too shallow, but that is corrected in the future, no further credits will be given. It is the
property owner’s responsibility to correct problems related to shallow service lines that are on
their property. If the water line re-freezes due to the property owner not keeping one faucet
running, all costs associated with successive thawing operations will be the responsibility of the
property owner.
7) The Water Board will implement a program to insulate all water mains and service lines to the
curb box installed less than seven (7) feet in depth. This program will be implemented as street
reconstruction occurs or as the Board can fund it.
8) If a property owner or his agent turns the water service to his property or structure off, he shall be
responsible for any damages associated with a frozen service line.
9) If the City is going to do any repairs to a frozen service line that is the property owner’s
responsibility, the parties must sign an agreement before the work is done.

Water Use Restrictions Policy
1. WATER USE RESTRICTIONS:
A. Odd-Even Restriction. Use of the City water supply system for lawn or garden sprinkling or
other irrigation shall be limited to an odd-even schedule corresponding to property address
effective year round. This odd-even water use restriction shall not apply to the watering of new
seed or sod for a period of three weeks from the date of seeding or sodding, provided that the
owner has applied for and received a new seed/sod watering permit from the city.
B. Time of Day Restriction. No lawn or garden sprinkling or other irrigation shall occur between
the hours of noon and 6 PM. This restriction does not apply to hand watering or for sprinklers
being actively used by children.
C. Emergency Restrictions. Whenever the Water Board determines it in the public interest, the
Water Board may, by resolution, further limit the use, times and hours during which water may be
used from the City water supply system, following public notice by publication or posting.
D. Enforcement. Administrative citations will be issued at the direction of the City
Engineer/Director of Municipal Services.
2. Effective Date. This policy was updated on April 25, 2016 and has been in effect since January 1,
2000.
