REGULAR WATER BOARD MEETING
Monday, August 27, 2018
7:00 PM

City Hall 430 Third Street Farmington, MN
Members Present: Gassert, Weierke, Snobeck
Members Absent: None
Staff Present: Katy Gehler, Public Works Director/City Engineer, Sue Miller, Administrative
Assistant.
Others Present: None
Call to Order: The meeting was called to order by Chair Weierke at 7:00 p.m.
1. Approve Minutes – July 23, 2018 - MOTION by Snobeck second by Gassert to
approve minutes as presented. APIF, Motion Carried.
2. Water Citations – Director Gehler provided an update on water use citations issued to
date.
a. 4813 – 186th St. W. – Motion by Weierke second by Snobeck to deny request to
waive. APIF, Motion Carried
b. Townhome watering was discussed and it was determined that if possible, they
should follow the odd/even rules. If it’s not possible, they should contact the
Director to discuss options.
3. Continued Business – None
4. New Business – None
5. Approve Bills – Motion by Snobeck second by Gassert to approve the bills, as
presented in the amount of $66,471.03 APIF, Motion Carried.
6. Open Forum – Project & Information Update
a. Water Conservation Program – Six residents have taken advantage of the
irrigation controller upgrade. The shower kits have also been popular.
b. Well #9 – The site at Everhill Ave. and 200th St. W. has been selected as the site
for Well #9. A neighborhood meeting is scheduled for residents to ask questions.
Drilling is scheduled to begin in late fall/early winter.
c. Water Tower reconditioning – Director Gehler indicated that a committee is
being assembled for the graphic design of the water tower. Mayor Larson and
staff members are part of this group and a Water Board member is needed to
provide input and meet with the designers for feedback and the design process.
Member Snobeck volunteered to be part of this committee.

T he C ity has water us e restrictions to enc ourage c onservation of water resources. T he restrictions are
administered by the Water Board with the use of the Water P atrol.

W hen a c itation is issued, the property owner is mailed a notice of violation whic h inc ludes the reason for the
violation, supporting documentation and information on the appeals proc es s . A log of the 2018 citations
is s ued and location map are attached. Two appeals were filed s inc e the las t Water Board meeting for the
Board's cons ideration.

SUBJECT: Well No. 9 Update

INTRODUCTION
The City awarded contract to Barr Engineering in May to provide professional services for the
construction of Well No. 9. This memo provides a summary of the work completed over the
last month.
DISCUSSION
A neighborhood informational meeting was held Tuesday, Aug. 28, 2018, to review the project
with residents in nearby Charleswood and Middle Creek. Notices were sent to all property
owners within 350 feet of the project locations. One resident attended the meeting and
discussed the project with City staff and a representative of Barr Engineering.
A Conditional Use Permit (CUP) is required for the new well. In addition, the CUP for Well No. 8
must be amended to allow expansion of the chemical system and well house to accommodate
Well No. 9. A Public Hearing was held at the September 11, 2018, Farmington Planning
Commission meeting. No one spoke at the Public Hearing and both CUPs were approved by the
Planning Commission.
Barr Engineering has completed final plans and specs for Well No. 9. Bids will be opened at
3:00 p.m. on October 16, 2018, and a contract will be presented to the Water Board at their
October 22, 2018, meeting for approval. Construction of the well will begin in early November
and be complete by late February 2019.
During construction of Well No. 9, Barr Engineering and City staff will proceed with design of
the additions to Well house No. 8 and well pump at Well No. 9. Construction of the additions at
Well house No. 8 and installation of the pump at Well No. 9 are scheduled for spring 2019.

SUBJECT: Water Tower Reconditioning
DATE: August 27, 2018
INTRODUCTION
The City awarded the professional services contract to KLM Engineering in August to prepare
the plans and specifications for the reconditioning of the water tower at the municipal center.
This memo provides a summary of the work completed over the last month.
DISCUSSION
KLM has completed the plans and specifications which were submitted to the Department of
Health for review and approval. The schedule below details the bidding schedule.

The Graphics Steering Committee has completed the process to select a designer. Proposals
were received from two vendors whom have developed graphic designs for water towers.
Interviews were held at the beginning of September and a designer was selected. A kickoff
meeting was held on Friday, September 21, 2018 with the steering committee and vendor.
