HomeMy WebLinkAbout02.11.98 Work Session Minutes MINUTES CITY COUNCIL WORKSHOP SPECIAL ASSESSMENT POLICY FEBRUARY 11, 1998 7:00 P.M. 1. The meeting was called to order by the Mayor at 7:10 p.m. Present: Mayor Ristow, Councilmembers Cordes and Fitch Absent: Councilmembers Gamer and Strachan Also present: City Administrator Erar 2. Through the adoption of a Capital Improvement Program, the City Council has shown a commitment to replace and upgrade the City's deteriorating infrastructure. To follow through on that commitment a financial plan must be formulated that will enable the City to pay for this upgrade. One of the options to help fund improvements is through special assessments as outlined in Chapter 429 of the Minnesota Statutes. Sixteen cities of similar age, were compared on assessing reconstruction projects and new constructions. After careful study of the existing policy it was determined by City Council that the policy should stand as it exists with the following change: No more than the percentage set forth in the policy or no more than the appraised benefit resulting from the proposed project to the subject property, will be assessed to the property owners. Council expressed their desire to include discussions about the Special Assessment Policy in the Strategic Planning Process and to hold neighborhood meetings with the property owners prior to assessment hearings. This change to the policy will be brought to Council for their approval at the March 2, 1998 Council meeting. 3. Motion by Fitch, second by Cordes to adjourn at 9:05 p.m. APIF, motion carried.
