Special Workshop
January 30, 1995
1. Mayor Kuchera called the meeting to order.
Members present: Kuchera, Ristow, Gamer, Galler, Fitch
Members absent: None
Also present : Administrator Thompson, Finance Director Henneke, Public Works
Director Kaldunski, Public Works Department Administrative Assistant Larson, Solid Waste Supervisor
Klotz.
2. The purpose of the meeting was to review Solid Waste Issues. Administrator
Thompson presented a background on Solid Waste and various scenarios as outline in his January 26, 1995
memorandum.

Adequate staffing to meet needs of growing community.
Ease in getting out of recycling business.
Legal requirement to provide recycling.
Contracting recycling.
Co-mingled vs. Source Separated Recycling
Cost of new vehicles and housing needs.
Private Groups - Recycling
1994 Solid Waste Survey
White Bear Lake Contract
Need for legal advise before making decision
Effect on existing personnel if City discontinues service.
Equipment - Lease vs. Purchase
Bidding service out. City submits bid.
Salvage value of equipment
Cost of providing commercial solid waste services.

4. Direction to Staff.

Review Scenario 1. Personnel costs should be reviewed and realistic
1995-1998 personnel costs be added.
Analyze leasing equipment instead of purchasing.
Analyze the cost in providing commercial service.
Analyze what happens to employees if they are no longer needed in Solid
Waste.

5. Motion by Galler, second by Fitch to adjourn the meeting at 9:10 p.m.. APIF, MOTION CARRIED.
