MINUTES
COUNCIL MEETING
SPECIAL WORKSHOP
APRIL 24, 1995
1. Mayor Kuchera called the meeting to order at 7:00 P.M..
Members Present: Kuchera, Ristow, Gamer, Fitch.
Members Absent: Galler.
Also Present: Administrator Thompson, Parks and Recreation Director Bell,
Recreation P~ogrammer pellir.r.i.
2. The purpose of the meeting was to discuss Parks and Recreation issues.
3. Administrator Thompson gave a brief presentation, noting that he
felt the need for a workshop due to recent questions posed by the Council.
Parks and Recreation Di~ector Bell distributed the following information:
a. Memo from Councilmember Galler dated April 20, 1995.
b. Parks and Recreation Department Programs.
c. 1994 Parks and Recreation employee list.
d. 1995 Parks and Recreation equipment list.
e. 1994 and 1995 Parks and Recreation budgets.
f. City vehicle list.
Mr. Bell noted it was the department's policy to share equipment.
QUESTIONS/COMMENTS:
a. In the private industry, employees are supplying their own vehicles.
b. Having all jurisdictions pay their fair share.
c. Charging rental fees and surcharges.
d. Joint Powers Agreement with the townships.
e. Discuss the issues with the School District.
f. IRS approved program.
g. Leasing vehicles from the School District.
h. Park dedication fees.
i. Hockey Complex/Warming House - $30,000 - Council commitment.
It was agreed that:
a. The level of programming was okay.
b. Staff and the Finance Committee should look closer at the fee
schedule.
c. A meeting should be set with the School District
d. The annexation negotiating committee should discuss funding with
the townships.
e. Look at various options for vehicles:
1. IRS approved reimbursement plan,
2. Establishing a car pool,
3. Lease from School District.
4. MOTION by Fitch, second by Ristow to adjourn at 9:20 P.M.. APIF,
MOTION CARRIED.
