MINUTES
COUNCIL MEETING
SPECIAL JOINT MEETING
MAY 23, 1995
1. Mayor Kuchera called the meeting to order at 7:00 A.M..
Members Present: Kuchera, Ristow, Fitch, Galler, Gamer.
Members Absent: None.
Also Present: Administrator Thompson, Parks and Recreation Director Bell.
2. The purpose of the meeting was to jointly discuss Parks and
Recreation and Community Education iRsues with the ISD 192 School Board.
3. Parks and Recreation Director Bell gave a brief background on
joint services, noting the philosophy statement dated November 14, 1994.
QUESTIONS/COMMENTS
a. The City runs adult recreation, summer recreation, and open gym.
The School District runs Community Education and enrichment classes.
b. Do children use open gym? Not right now. Community Ed is going
to target 17 and 18 year olds. There is an open gym for kids on
Sunday.
c. Kids after school programs. Only for enrichment classes.
d. Summer kids programs.
e. Community based funding versus City based.
f. Look at adjusting fee schedule to totally fund school programs.
g. Ice Arena - differentiate hourly rates for prime time.
h. Swimming Pool - where is the School Bond Issue?
i. Youth programs benefit other departments, such as Police Department.
J. Jim Bell and Bernie Wood have been doing a very good job.
4. It was requested that staff report back on what youth programs
cost and the revenues they generate.
5. MOTION by Fitch, second by Galler to adjourn at 8:25 P.M.. APIF,
MOTION CARRIED.
