HomeMy WebLinkAbout10.19.95 Special Council Minutes MINUTES COUNCIL MEETING SPECIAL JOINT SESSION WITH EMPIRE TOWNSHIP OCTOBER 19, 1995 1. The meeting was called to order. 2. Discussion was held regarding the problems with the existing wells on 213th Street. The Empire Township Board was interested as to whether these annexations were "forced" or whether the residents solicited it. It was noted that the applications for annexation were made prior to the discussion of the well issue, and that some carne about as a result of the Water Board's policy regarding provision of municipal water service. 3. There was a lengthy discussion regarding the joint planning issue and merger. There seemed to be a consensus that the main issue was that joint planning of infrastructure and the use of cornmon boundaries was acceptable, however, the land use of the rest of the Township was not. The merger idea was not acceptable to the Township Board since they felt it should be voted upon by the Township residents. 4. The question of planning Farmington's borders was discussed as well as how the annexation process had begun. 5. Several questions were raised regarding Farmington's current development and whether the Council was directing the developers or if the developers were dictating City development. 6. The issue of water runoff was discussed. Overall consensus was that the natural watersheds should not be disturbed. 7. There was some cornmon ground on the issue of to the City border and east to Biscayne Avenue. was agreeable to allowing residents to decide on annexation to the City. An information agreement to drop the suit was suggested provided that the discussion on land south of County Road 66 continued and that boundaries would include natural boundaries such as sloughs and waterways. 9.
