MINUTES
COUNCIL MEETING
SPECIAL
OCTOBER 30, 1995
1. The meeting was called to order at 6:00 P.M. by Mayor Kuchera.
Members Present: Kuchera, Ristow, Fitch, Galler, Gamer.
Members Absent: None.
Also Present: Interim City Administrator Finstuen, Attorney Grannis.
2. The purpose of the meeting was to discuss the position of Economic Development
Director which had been newly created within the City organization.
3. There was a consensus of the Council that the position was necessary to the
operation of the City and that the position should be funded through the General
Fund, Councilmember Fitch confirmed that budgetary matters for the HRA would now be
handled by the City Finance Committee. The Compensation Committee would determine
the appropriate grade for salary. The Council also discussed the Personnel policy
with regard to hiring practices for this position. MOTION by Fitch, second by
Kuchera to amend the Personnel policy by adding the following:
2.2. (J) Economic Development Director,
APIF, MOTION CARRIED.
MOTION by Fitch, second by Kuchera to amend the Personnel by adding:
5.4, Requirements of this section may be waived by the City Council.
and
2.4. The position of Economic Development Director, while exempt from the
provisions of this policy, shall be covered by an Employment Agreement.
APIF, MOTION CARRIED.
MOTION by Galler, second by Kuchera that an advertisement for the position be waived.
VOTING FOR: Galler, Kuchera. AGAINST: Fitch, Gamer, Ristow. MOTION FAILED.
MOTION by Ristow, second by Gamer that an advertisement be placed in the official
newspaper for publication in the November 2, 1995 issue and that it be posted for a
period of at least 5 days. APIF, MOTION CARRIED.
4, MOTION by Fitch, second by Gamer to adjourn at 6:45 P.M.. APIF, MOTION CARRIED.
