MINUTES
COUNCIL MEETING
SPECIAL
DECEMBER 6, 1994
1. Mayor Kuchera called the meeting to order at 7:00 P.M..
Members Present: Kuchera, Ristow, Orr, Rotty.
Members Absent: Galler.
Also Present: Administrator Thompson, Administrative Assistant
Finstuen, HRA Executive Director Henricks, Chamber of Commerce
Communications Director Schreier.
2. The purpose of the meeting was to discuss the Fall Survey results.
Public perception/Communication
Administrator Thompson presented an overview of the survey results,
noting that it appeared the Council had a problem informing the public
and needed to dedicate more resources to communication and public
relations. Points addressed were:
a. Negative articles in the newspaper, most notably Letters to the
Editor.
b. Selecting methods to communicate with the public, such as monthly
newsletter, CATV, or taking out a weekly/monthly ad in a local
paper.
c. A consultant should be hired to determine the best method for
communicating.
d. Specifically dedicating responsibilities for communications
officer.
e. It would not be in the City's interest to respond to Letters to
the Editor.
f. Varying viewpoints as to negative news slants by the newspapers.
It was agreed that the Council should meet with representatives of the
Farmington Independent to discuss the matter.
3 . CATV Access
Councilmember Orr stated that the City should strive towards providing
cablecast of Council meetings and that the design of the new Council
Chambers should include a studio room. Mr. Orr also noted that the
costs could be covered in the franchise fees so the users would be
paying for the equipment and space. Other suggestions were made for
utilizing cable TV. It was agreed that the design of the new Council
Chambers should include plans for a TV studio.
4. MOTION by Ristow, second by Orr to adjourn at 8:40 P.M..
