MINUTES
CITY COUNCIL
SPECIAL
DECEMBER 30, 1994
1. The meeting was called to order by Mayor Kuchera at 4:00 P.M..
Members Present: Kuchera, Orr, Ristow, Rotty, Galler.
Members Absent: None.
Also Present: City Planner Tooker.
2. Mayor Kuchera outlined the purpose of the meeting as a review of
the Findings of Fact which have been prepared in support of the decision
on August 1, 1994 declaring an absence of need for an East Farmington
PUD or Prairie Waterway EIS. City Planner Tooker reviewed the objections
raised by Trout Unlimited with respect to the August 1, 1994 action
namely that Trout Unlimited believes that by taking action before
August 8, 1994, its members were not able to comment upon the EAW and
that the City failed to adopt findings in support of that action. It
was generally agreed that the process of distilling the findings from
the background materials was appropriate and clearly settled all issues
raised, therefore, the decision reached was also appropriate. MOTION
by Galler, second by Kuchera to adopt RESOLUTION NO. R167-94 ratifying
the findings in support of Resolution No. R96-94, dated August 1, 1994.
VOTING FOR: Orr, Kuchera, Ratty, Galler. ABSTAIN: Ristow. MOTION
CARRIED.
3. Mayor Kuchera entertained a motion to adjourn. MOTION by Orr,
second by Rotty to adjourn at 4:10 P.M.. APIF, MOTION CARRIED.
