MINUTES
COUNCIL MEETING
SPECIAL
JANUARY 21, 1993
1. Mayor Kuchera called the meeting to order at 11:30 A.M. at the Senior Center.
Members Present: Kuchera, Ristow, Orr, Rotty, Galler.
Also Present: Administrator Thompson; School Board Members Warren, Leslie McMurtrey,
Kim Harms, Jerry Wacker, Bob Brownawel1, John Switzer and School
District Superintendent Pat Hanauer.
2. The purpose of the meeting was to meet with the ISD 192 Board to discuss various
issues. The following issues were raised.
a. City/School has worked well together in the past and should focus on the good
and how to avoid future problems.
b. Use of District buildings. School Board is working on using old Middle School
as community center, focusing on education.
c. School's major focus is educational needs with larger area and constituency.
City's focus is providing public services to its citizens. Both bodies should
be aware of different focuses and constituencies when viewing various actions.
d. Acknowledgement that problems relating to how and where money is spent are
inevitable.
e. Swimming pool would be a good addition to the City.
f. Decision making process and structure differ between the City and School District.
Both bodies should be cognizant of these differences. Some of the past problems
can be traced back to misperceptions in the decision making process or unmet
expectations.
g. An acknowledgement that each group consider the others interests when making
decisions.
h. Structures of each organization.
i. Assessment process.
j. Understanding of each other's role in the community and how they dramatically
change when dealing with school development.
3. It was agreed that the meeting was productive and that the Council and School
Board should continue to meet on an ongoing basis, perhaps in three to six months.
4. MOTION by Rotty, second by Ristow to adjourn at 1:10 P.M.. APIF, MOTION CARRIED.
