MINUTES
COUNCIL MEETING
SPECIAL
FEBRUARY 19, 1993
1. Mayor Kuchera called the meeting to order at 5:30 P.M. at the Lakeville
Inn.
Members Present: Kuchera, Ristow, Orr, Rotty, Galler.
Members Absent: None.
Also Present: Administrator Thompson, Administrative Assistant Finstuen,
Finance Director Henneke, Police Chief Siebenaler, Public
Works Director Kaldunski, HRA Director Henricks, Liquor
Store Manager Asher, Facilitators Trevor Walsten and Joe
Fredkove.
2. The purpose of the meeting was to conduct the annual retreat. Topic:
Employees Programs.
3. Trevor Walsten outlined various legal compliance issues noting ADA,
sexual harassment, right to know, etc.
4. Mr. Walsten also outlined probable changes which will be required as
the City moves through the 1990s, noting recent quotes by the Minnesota
T)epartment of Employee Relations Director Linda Barton and public
;entiment.
J. Joe Fredkove outlined a total quality management program for the City,
noting the benefit of such a program.
6. A general discussion followed regarding Council/employees relations,
noting the importance of communications, expectations and identification
with customers.
7. It was noted that Mr. Walsten and Mr. Fredkove would issue a follow up
report and identify possible directions the Council may take.
8. MOTION by Rotty, second by Ristow to adjourn at 11:00 P.M.. APIF,
MOTION CARRIED.
