The meeting was called to order at 7:00 P.M. by Mayor Kuchera at the Akin Road Elementary School. Members Present: Kuchera, Orr, Galler, Rotty, Ristow. Members Absent: None. Also Present: Administrator Thompson. ".~,i~'; 2. The purpose of the meeting was to discuss the proposed sanitary sewer and street reconstruction project with Pine Knoll area residents and to receive their inpu t . 3. Councilmember Orr stated that the meeting would allow the Council to learn about the issues involved at the same time as the residents. 4. City Engineer Kaldunski presented an overview of the project. 5. Ron Spong, Dakota County Environmental Health Specialist, presented an overview of Dakota County Ordinance 113 relating to individual septic systems. 6. The residents present expressed the following concerns and opinions: a. Are the pending assessments for this project on property records? b. The value of the property will not appreciate at the same ratel! a s <dr he costl of assessments. c. Is there a possibility of splitting the project to serve Pilot Knob Road if Pine Knoll residents don't want it? d. There are costs to the property owners which are not included in the assessment. e. Payment of SAC charges. f. The assessment payments will have an effect on personal cash flow. Is there any way to alleviate this problem? g. Cannot afford the assessments. h. Procedure to initiate project. i. Assessment policy regarding buildable lots. j. Project schedule. k. The mortgage balance plus the proposed assessments total more than the value of the property. 1. Placement of roads. m. Water trunk lines coming through Pine Knoll when the reservoir is built. n. After a certain point in time, street maintenance will not help the problem. o. Improved roads will promote increased speed in residential areas. p. What is the implementation date of Dakota County Ordinance 113. q. How are septic system inspections made? r. A survey will be conducted asking the Pine Knoll residents their opinions regarding the proj ect. 8. MOTION by Galler, second by Ristow to adjourn. APIF, MOTION CARRIED.
