COUNCIL MEETING
SPECIAL
SEPTEMBER 27, 1993
1. The meeting was called to order by Mayor Kuchera at 7:00 P.M..
Members Present: Kuchera, Galler, Ristow, Rotty.
Members Absent: Orr.
Also Present: Finance Director Henneke, Public Works Director
Kaldunski, Water Board Members Shirley, Sauber, Wier.
2. The purpose of the meeting was a joint meeting with the City
Water Board and discussion of implementation of water meters and
water rates.
3. The Council and Water Board discussed the following and reached
the following consensus.
Water Rates
Council's concern is that before metering citizens are paying
$29/quarter and after metering the average bill should be $29 per
quarter. It was the consensus of the Council and Water Board to
read the meters on December 15, 1993 and bill April 1, 1994. The
finances of the Water Enterprise Fund should be analyzed for one
year and, if needed, the rates should be adjusted either up or
down. It was also the consensus to select 200 residential customers
and track their usage through December, 1993.
Reservoir
The reservoir may be budgeted in the CIP at a later date because
of the implementation of water meters.
Wells
Bob Shirley stated the City will need another well in 2-3 years.
Water Treatment Plant
Bob Shirley stated a water treatment plant is too costly for Farmington
at this time. A plant large enough to service the City would cost
more than $2 million.
4. MOTION by Galler, second by Ristow to adjourn at 8:10 P.M..
