COUNCIL MEETING
SPECIAL
NOVEMBER 8, 1993
1. Mayor Kuchera called the meeting to order at 7:00 P.M..
Members Present: Kuchera, Ristow, Rotty.
Members Absent: Orr, Galler. (Galler arrived at 8:00 P.M.)
Also Present: Administrator Thompson, Finance Director Henneke,
Administrative Assistant Finstuen, Police Chief
Siebenaler, Fire Chief Kuchera.
2. The purpose of the meeting was to conduct a budget workshop.
3. Finance Director Henneke presented an update of the 1994 Budget
(November 4, 1993). Mr. Henneke noted:
a. comparison of per capita spending,
b. comparison of per capita tax base,
c. taxes on a typical house,
d. breakdown of property taxes.
4. The following items were noted by the Department Heads:
a. Fire Chief - radio maintenance,AD&D program, Fire Marshal's
position.
b. Administrative Assistant - change to "on line" with County
property taxes, telephone voice mail, Forester.
c. Liquor Store Manager - liquor store expansion.
d. Police Chief - computer equipment, squad cars, school liaison
officer, additional Patrol Officer.
e. Public Works Director - Maintenance Worker, Civil Engineer,
seal coating, sidewalks, road grader, soil support system.
f. Finance Director - Part Time Clerk, typewriter (reduce or
delete) .
5. Administrator Thompson presented an overview of the new CIP
format and debt levy analysis. Mr. Thompson stated that additional
information would be presented at the November 22, 1993 meeting.
6. It was the consensus of the Council that it would focus on
personnel, CIP and the Truth in Taxation presentation at the next
budget meeting.
7. MOTION by Rotty, second by Galler to adjourn at 10:30 P.M..
