COUNCIL MEETING
SPECIAL
NOVEMBER 22, 1993
1. Mayor Kuchera called the meeting to order at 7:00 P.M..
Members Present: Kuchera, Ristow, Orr, Rotty.
Members Absent: Galler.
Also Present: Administrator Thompson, Administrative Assistant
Finstuen, Liquor Store Manager Asher, Finance
Director Henneke, Parks and Recreation Director
Bell, Police Chief Siebenaler.
2. The purpose of the meeting was to discuss the 1994 Operation
Budget.
3. Parks and Recreation Director Bell presented an overview of the
Parks Budget (November 5, 1993 memo). The following
questions/concerns were discussed:
a. pool repairs,
b. replace ATV with plow,
c. two cars (discussion of fleet),"
d. skating complex - reduce to $15M,
e. new zamboni will be needed,
f. consensus that plow can be bought for the 1 ton.
4. Personnel:
a. Forester - under Parks and Recreation. Lengthy discussion on
needs, mostly focusing on level of service and how many hours
should be dedicated to it. It was the consensus to bring the
position along gradually.
b. Equipment sharing will be a priority and staff not cooperating
with other departments will, not be tolerated by the Council.
This should be passed along to the foremen and personnel.
c. Civil Engineer - Try to utilize engineering interns or contract
out services.
d. Police Liaison Officer - is okay if the City receives a grant.
e. Maintenance Worker - limited to one person (either Maintenance
Worker or Civil Engineer). Administrator and Public Works
Director to recommend.
f. Police Officer - if money is available, it may be funded.
Staff is to review the above positions.
5. CIP - Administrator Thompson went over two summaries dated
November 22, 1993.

6. Truth in Taxation Hearing - Finance Director Henneke outlined
the presentation, noting legal requirements relating to wage
reporting. The Council indicated the presentation should not be
too elaborate.
7. MOTION by Rotty, second by Orr to adjourn at 10:30 P.M.. APIF,
MOTION CARRIED.
