MINUTES
COUNCIL MEETING
SPECIAL
JANUARY 16, 1991
1. Mayor Kuchera called the meeting to order at 7:00 P.M.
Members Present: Kuchera, Orr, Galler.
Members Absent: Mayer, Derington.
Also Present: Administrator Thompson.
2. The purpose of the meeting was to discuss the City's Compensation Plan.
3. Administrator Thompson reviewed the updated information contained in reports
dated January 4, 1991, January 9, 1991, and two dated January 10, 1991.
4. Counci1member Orr stated that he was familiar with the status of the Plan
because he had worked with it in his previous term and had reviewed the Council
minutes and attended the last few meetings. Counci1member Orr stated that he would
like to see the positions reviewed that Counci1members were not comfortable with and
suggested that the Counci1members list those positions. The following positions
were listed:
Solid Waste Coordinator - Galler, Orr, Kuchera
Street and Utilities Foreman - Galler, Kuchera
Custodian - Orr
Parkkeeper - Orr
Sanitary Worker - Orr
Building Official - Orr, Kuchera
Accounting Clerk - Kuchera
Clerk/Typist - Kuchera.
5. A lengthy discussion followed regarding various factors for the listed positions
and rationale for changes.
6. It was the consensus of the Council to change the Solid Waste Coordinator's
Know How to E+, Management to D and Working Conditions to B1.
7. Counci1member Derington arrived at 7:40 P.M.
8. It was the consensus to change the Street and Utility Foreman's Management to D+.
9. After lengthy discussion it was the consensus to leave the Custodian as is.
10. It was the consensus of the Council to change the Parkkeeper's Working Conditions
to a B2.
11. It was the consensus of the Council to change the Sanitary Operator and Worker
Working Conditions to B3.
12. It was the consensus of the Council to change the Maintenance Worker I's Know
How to a C+ and Management to B+.
13. It was the consensus of the Council to change the Building Official's Working
Conditions to B1 and Management to C+.

14. A lengthy discussion followed relating to office workers' Contacts. It was
the consensus of the Council that the Accounting Clerk's Contacts be change to C
and the Clerk/Typist and Receptionist Contacts be changed to C+.
15. Administrator Thompson stated that he would update the Jobs by Grade, evaluations,
pay line and 1990/1991 salaries.
16. The Council briefly discussed Council/employee contact and employee appeal.
17. It was the consensus of the Council to meet on January 24, 1991.
18. MOTION by Orr, second by Derington to adjourn at 10:30 P.M.
